Abortion: Legislative Response

The primary focus of this issue brief is legislative action in the 108th Congress with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. Adaptive low Mach number simulations of nuclear flame microphysics

We introduce a numerical model for the simulation of nuclear flames in Type Ia supernovae. This model is based on a low Mach number formulation that analytically removes acoustic wave propagation while retaining the compressibility effects resulting from nuclear burning. The formulation presented here generalizes low Mach number models used in combustion that are based on an ideal gas approximation to the arbitrary equations of state such as those describing the degenerate matter found in stellar material. The low Mach number formulation permits time steps that are controlled by the advective time scales resulting in a substantial improvement in computational efficiency compared to a compressible formulation. We briefly discuss the basic discretization methodology for the low Mach number equations and their implementation in an adaptive projection framework. We present validation computations in which the computational results from the low Mach number model are compared to a compressible code and present an application of the methodology to the Landau-Darrieus instability of a carbon flame.

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests

The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

Department of Energy: Status of Contract and Project Management Reforms

Testimony issued by the General Accounting Office with an abstract that begins "DOE spends more money on contracts than any other civilian federal agency because it relies primarily on contractors to operate its sites and carry out its diverse missions. These missions include maintaining the nuclear weapons stockpile, cleaning up radioactive and hazardous waste, and supporting basic energy and science research activities. For fiscal year 2001, DOE spent about 90 percent of its total annual budget, or about $18.2 billion, on contracts. Of that amount, DOE spent about $16.2 billion on contracts to manage or operate 28 major DOE sites. For over a decade, GAO, DOE's Office of Inspector General, and others have identified problems with DOE's contracting practices and the performance of its contractors. Projects were late or never finished; project costs escalated by millions and sometimes billions of dollars; and environmental conditions at the sites did not significantly improve. At the same time, contractors were earning a substantial portion of the profit (fee) available under the contract. Because of these problems, since 1990 we have designated DOE contract management as a high-risk area vulnerable to fraud, waste, abuse, and mismanagement. Among the current issues in U.S.-Egyptian relations are the shared concerns over the terrorist attacks against Egyptian police, religious, government, and tourist facilities, and what those attacks maysignal for Egypt’s domestic stability. The two nations may disagree over Egypt’s interpretation of applying human rights practices to Islamic terrorists. The two countries disagree over the speed and depth, but not the need for some of Egypt’s economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt’s determination to introduce democratic reforms to Egypt.

Exempting Food and Agriculture Products from U.S. Economic Sanctions: Status and Implementation

Falling agricultural exports and declining commodity prices led farm groups and agribusiness firms to urge the 106th Congress to pass legislation exempting foods and agricultural commodities from U.S. economic sanctions against certain countries. In completing action on the FY2001 agriculture appropriations bill, Congress codified the lifting of unilateral sanctions on commercial sales of food, agricultural commodities, medicine, and medical products to Iran, Libya, North Korea, and Sudan, and extended this policy to apply to Cuba (Title IX of H.R. 5426, as enacted by P.L. 106-387; Trade Sanctions Reform and Export Enhancement Act of 2000). Related provisions place financing and licensing conditions on sales to these countries. Those that apply to Cuba, though, are permanent and more restrictive than for the other countries. Other provisions give Congress the authority in the future to veto a President's proposal to impose a sanction on the sale of agricultural or medical products.

Extraction of macro-molecule images in cryo-EM micrographs

Advances in Electron Microscopy and single-particle reconstruction have led to results at increasingly high resolutions. This has opened up the possibility of complete automation of single particle reconstruction. Main bottleneck in automation of single particle reconstruction is manual selection of particles in the micrograph. This paper describes a simple but efficient approach for segmentation of particle projections in the micrographs obtained using cryo-electron microscope. Changing the shape of objects to facilitate segmentation from the cluster and reconstructing its actual shape after isolation is successfully attempted. Both low-level and high-level processing techniques are used and the whole process is made automatic. Over 90 percent success in automatic particle picking is achieved. Several areas for improvement and future research directions are discussed.
