COAL AND COAL CONSTITUENT STUDIES BY ADVANCED EMR TECHNIQUES

Advanced electronic magnetic resonance (EMR) methods are used to examine properties of coals, chars, and molecular species related to constituents of coal. During this grant period, progress was made on setting up a separate high frequency EMR system particularly appropriate for such studies and exploring the use of low-frequency dynamic nuclear polarization (DNP) to examine the interaction between fluids such as water and the surface of suspended char particles.

Conversion of the University of Missouri-Rolla Reactor from high-enriched uranium to low-enriched uranium fuel

The objectives of this project were to convert the UMR Reactor fuel from high-enriched uranium (HEU) to low-enriched uranium (LEU) fuel and to ship the HEU fuel back to the Department of Energy Savannah River Site. The actual core conversion was completed in the summer of 1992. The HEU fuel was offloaded to an onsite storage pit where it remained until July, 1996. In July, 1996, the HEU fuel was shipped to the DOE Savannah River Site. The objectives of the project have been achieved. DOE provided the following funding for the project. Several papers were published regarding the conversion project and are listed in the Attachment. In retrospect, the conversion project required much more time and effort than originally thought. Several difficulties were encountered including the unavailability of a shipping cask for several years. The authors are grateful for the generous funding provided by DOE for this project but wish to point out that much of their efforts on the conversion project went unfunded.

The purpose of this Integration Plan for Environmental Monitoring is to document the policies, systems, and processes being put in place to meet one key objective: manage and integrate a technically competent, multi-media ambient environmental monitoring program, in an efficient, cost effective manner. Fluor Daniel Hanford, Inc. and its major subcontractors also commit to conducting business in a manner consistent with the International Standards Organization 14000 Environmental Management System concepts. Because the integration of sitewide groundwater monitoring activities is managed by the Environmental Restoration Contractor, groundwater monitoring it is outside the scope of this document. Therefore, for the purpose of this Integration Plan for Environmental Monitoring, the Integrated Environmental Monitoring Program is defined as applicable to all environmental media except groundwater. This document provides recommendations on future activities to better integrate the overall environmental monitoring program, with emphasis on the near-field program. Nonradioactive air emissions notice of construction for removal of 340A building tank solids

The 340 Complex is a less-than-90-day storage unit for mixed waste generated on the Hanford Site. The 340 Complex receives liquid waste from various buildings in the 300 Area via underground transfer lines, or by containers from generators supporting Hanford Site programs. The tanks used for waste storage at the 340 Complex include two 57 kiloliter tanks within the 340 Underground Storage Vault and six 30 kiloliter tanks within the 340A building. The two underground vault tanks provide primary waste storage while the six tanks in the 340A building provide reserve storage capacity. The 340A Building tanks are not equipped with agitation devices and/or equipment. Consequently, past usage of the tanks has resulted in the formation, deposition, and settling of waste water solids. The deposited tank solids contain radioactive material that represent a source of radiation exposure to workers. For as low as reasonably achievable (ALARA) purposes, the solids must be removed periodically from the tanks. The most recent tank solids removal effort occurred in the early 1980s. The removal of solids from the 340A building tanks constitutes a modification, in accordance with WAC 173-460-020(14), and, in accordance with WAC 173-460-040, the proposed activities are subject to New Source Review. …

Performance acceptance test of a portable instrument to detect uranium in water at the DOE Advanced Waste Water Treatment Plant, Fernald, Ohio

The Eppendorf-Biotronik Model IC 2001-2, a portable field ruggedized ion chromatography instrument, was rigorously tested at the DOE Advanced Waste Water Treatment Plant, Fernald, Ohio. This instrument rapidly detected the uranium concentration in water, and has a detection limit in the low ppb range without using the sample concentrating feature. The test set of samples analyzed included: ``Real World`` water samples from the AWWT containing uranium concentrations in the 9--110 ppb range, a sample blank, and a performance evaluation sample. The AWWT samples contained sets of both raw water and acid-preserved water samples. Selected samples were analyzed in quadruplicate to asses the instrument`s precision, and these results were compared with the results from an off-site confirmatory laboratory to assess the instrument`s accuracy. Additional comparisons with on-site laboratory instruments, Chemcheck KPA-11 and Scintrex UA-3 are reported. Overall, the Eppendorf-Biotronik IC 2001-2 performed exceptionally well providing a detection limit in the low ppb region (< 10 ppb) and giving rapid (< 5 minutes) accurate and reproducible analytical results for the AWWT, ``real world``, water samples with uranium concentrations in the region of interest (10--40 ppb). Structure-Based Predictive Model for Coal Char Combustion Quarterly Technical Progress Report: October - December 1996

The first quarter of this project was used to carry out a detailed planning process to coordinate the various aspects of this collaborative effort. A workshop was held at Brown University on December 4, 1996, attended by all project participants and key visitors, in which presentations were given by the principal investigators on their respective subtasks. The planning process culminated in the completion of a comprehensive document submitted to DOE / FETC under separate cover. Following the planning exercise, research work was initiated and will be continued in the second project quarter.
