This report discusses the foreign affairs appropriations passed within the last 21 years; nearly all of them were passed within omnibus, consolidated, or full-year continuing resolutions, and usually after the start of the new fiscal year. Many foreign policy experts contend that stand-alone appropriation legislation would allow for a more rigorous debate on specific foreign policy activities. They also believe that the practice of delayed appropriations has constrained ongoing program operating levels and the ability to introduce or fund new programs that did not exist in the previous year's budget.

The Impact of Major Legislation on Budget Deficits: 2001 to 2009

This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

Federal Geothermal Research Program Update Fiscal Year 2004

The Department of Energy (DOE) and its predecessors have conducted research and development (R&D) in geothermal energy since 1971. The Geothermal Technologies Program (GTP) works in partnership with industry to establish geothermal energy as an economically competitive contributor to the U.S. energy supply. Geothermal energy production, a $1.5 billion a year industry, generates electricity or provides heat for direct use applications. The technologies developed by the Geothermal Technologies Program will provide the Nation with new sources of electricity that are highly reliable and cost competitive and do not add to America's air pollution or the emission of greenhouse gases. Geothermal electricity generation is not subject to fuel price volatility and supply disruptions from changes in global energy markets. Geothermal energy systems use a domestic and renewable source of energy. The Geothermal Technologies Program develops innovative technologies to find, access, and use the Nation's geothermal resources. These efforts include emphasis on Enhanced Geothermal Systems (EGS) with continued R&D on geophysical and geochemical exploration technologies, improved drilling systems, and more efficient heat exchangers and condensers.
