It is likely that aging is affecting the radiation hardness of stockpile electronics, and we have seen apparent examples of aging that affects the electronic radiation hardness. It is also possible that low-level intrinsic radiation that is inherent during stockpile life will damage or in a sense age electronic components. Both aging and low level radiation effects on radiation hardness and stockpile reliability need to be further investigated by using both test and modeling strategies that include appropriate testing of electronic components withdrawn from the stockpile.

This study provides a conservative three-dimensional settlement study of the AX Tank Farm closure with fill materials and a surface barrier. The finite element settlement model constructed included the interaction of four tanks and the surface barrier with the site soil and bedrock. Also addressed are current soil testing techniques suitable for the site soil with recommendations applicable to the AX Tank Farm and the planned cone penetration testing.

Characterization of Samples from Old Solvent Tanks S1 through S22

The Old Radioactive Waste Burial Ground (ORWBG, 643-E) contains 22 old solvent tanks (S1 - S22) which were used to receive and store spent PUREX solvent from F- and H-Canyons. The tanks are cylindrical, carbon-steel, single-wall vessels buried at varying depths. A detailed description of the tanks and their history can be found in Reference 1. A Sampling and Analysis Plan for the characterization of the material contained in the old solvent tanks was developed by the Analytical Development Section (ADS) in October of 19972. The Sampling and Analysis Plan identified several potential disposal facilities for the organic and aqueous phases present in the old solvent tanks which included the Solvent Storage Tank Facility (SSTF), the Mixed Waste Storage Facilities (MWSF), Transuranic (TRU) Pad, and/or the Consolidated Incineration Facility (CIF). In addition, the 241-F/H Tank Farms, TRU Pads, and/or the MWSF were identified as potential disposal facilities for the sludge phases present in the tanks. The purpose of this sampling and characterization was to obtain sufficient data on the material present in the old solvent tanks so that a viable path forward could be established for the closure of the tanks. Design and development of the vacuum systems for the APT project ED & D cryomodule

The mechanical design for both the insulating vacuum system and the cavity vacuum system of the APT ED and D Cryomodule is summarized. The pre-cooldown pressure limits for the insulating vacuum and the cavity vacuum are 10{sup {minus}5} Torr and 10{sup {minus}6} Torr, respectively. In addition, the cold cavity operating pressure limits are 10{sup {minus}6} Torr for the insulating system and 10{sup {minus}8} Torr for the cavity system. The designs of these systems utilize both turbomolecular pumps and the cold surfaces of the superconducting Nb cavities to arrive at and maintain their operating vacuum pressures. A synopsis of the analysis undertaken to predict the vacuum system performance is also presented.

High Efficiency Fossil Power Plant (HEFPP) Conceptualization Program

This study confirms the feasibility of a natural gas fueled, 20 MW M-C Power integrated pressurized molten carbonate fuel cell combined in a topping cycle with a gas turbine generator plant. The high efficiency fossil power plant (HEFPP) concept has a 70% efficiency on a LHV basis. The study confirms the HEFPP has a cost advantage on a cost of electricity basis over the gas turbine based combined cycle plants in the 20 MW size range. The study also identifies the areas of further development required for the fuel cell, gas turbine generator, cathode blower, inverter, and power module vessel. The HEFPP concept offers an environmentally friendly power plant with minuscule emission levels when compared with the combined cycle power plant.

Human folate metabolism using 14C-accelerator mass spectrometry

Folate is a water soluble vitamin required for optimal health, growth and development. It occurs naturally in various states of oxidation of the pteridine ring and with varying lengths to its glutamate chain. Folates function as one-carbon donors through methyl transferase catalyzed reactions. Low-folate diets, especially by those with suboptimal methyltransferase activity, are associated with increased risk of neural tube birth defects in children, hyperhomocysteinemic heart disease, and cancer in adults. Rapidly dividing (neoplastic) cells have a high folate need for DNA synthesis. Chemical analogs of folate (antifolates) that interfere with folate metabolism are used as therapeutic agents in cancer treatment. Although much is known about folate chemistry, metabolism of this vitamin in vivo in humans is not well understood. Since folate levels in blood and tissues are very low and methods to measure them are inadequate, the few previous studies that have examined folate metabolism used large doses of radiolabeled folic acid in patients with Hodgkin�s disease and cancer (Butterworth et al. 1969, Krumdieck et al. 1978). A subsequent protocol using deuterated folic acid was also insufficiently sensitive to trace a physiologic folate dose (Stites et al. 1997). ICOOLl: A Simulation Code for Ionization Cooling of Muon Beams.

Current ideas [1,2] for designing a high luminosity muon collider require significant cooling of the phase space of the muon beams. The only known method that can cool the beams in a time comparable to the muon lifetime is ionization cooling [3,4]. This method requires directing the particles in the beam at a large angle through a low Z absorber material in a strong focusing magnetic channel and then restoring the longitudinal momentum with an rf cavity. We have developed a new 3-D tracking code ICOOL for examining possible configurations for muon cooling. A cooling system is described in terms of a series of longitudinal regions with associated material and field properties. The tracking takes place in a coordinate system that follows a reference orbit through the system. The code takes into account decays and interactions of {approx}50-500 MeV/c muons in matter. Material geometry regions include cylinders and wedges. A number of analytic models are provided for describing the field configurations. Simple diagnostics are built into the code, including calculation of emittances and correlations, longitudinal traces, histograms and scatter plots. A number of auxiliary files can be generated for post-processing analysis by the user.

Independent System Operators and Biomass Power

Since the Federal Energy Regulatory Commission issued its landmark open access transmission rule in 1996, the idea of creating and establishing independent system operators (ISOs) has gained momentum. ISOs may help combine individual utility transmission systems into more regional transmission networks, which ultimately will allow biomass companies to transmit power over longer distances while paying a single transmission rate. To the extent that ISOs are combined or operated with power exchanges, however, biomass companies will likely face even more competitive market pressures. Few operators have experience with ISOs and power exchanges, but preliminary results show that short-term electricity market prices are probably too low for most biomass companies to compete against. Without policy measures, biomass companies may have to pursue strategic opportunities with short-term, spot-market sales; direct bilateral sales to customers; alternative power exchanges; and perhaps a ''green'' pow er market and sales to ancillary service markets. In addition, prices will likely be more volatile in a restructured market so biomass generators should be selling during those times.

Mechanical design and fabrication processes for the ALS third-harmonic cavities

It is planned to install five third-harmonic (1.5 GHz) RF Cavities in May/June 1999 as an upgrade to the Advanced Light Source (ALS) at Lawrence Berkeley National Laboratory (LBNL). This paper presents mechanical design features, their experiences in using electronic design models to expedite the manufacturing process, and the fabrication processes employed to produce these cavities for the ALS. They discuss some of the lessons learned from the PEP-II RF Cavity design and fabrication, and outline the improvements incorporated in the new design. They also report observations from the current effort.

Project Hanford management contract quality improvement project management plan

On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. Slow Orbit Feedback at the ALS Using Matlab

The third generation Advanced Light Source (ALS) produces extremely bright and finely focused photon beams using undulatory, wigglers, and bend magnets. In order to position the photon beams accurately, a slow global orbit feedback system has been developed. The dominant causes of orbit motion at the ALS are temperature variation and insertion device motion. This type of motion can be removed using slow global orbit feedback with a data rate of a few Hertz. The remaining orbit motion in the ALS is only 1-3 micron rms. Slow orbit feedback does not require high computational throughput. At the ALS, the global orbit feedback algorithm, based on the singular valued decomposition method, is coded in MATLAB and runs on a control room workstation. Using the MATLAB environment to develop, test, and run the storage ring control algorithms has proven to be a fast and efficient way to operate the ALS.

Testing of vacuum system for APT/LEDA RFQ

The authors have designed, built and operated two vacuum systems for the RFQ (Radio Frequency Quadrupole) in the APT/LEDA (Accelerator Production of Tritium/Low Energy Demonstration Accelerator)linac: a cryopump system for the RFQ cavity and a non-evaporable getter (NEG) pump system for the RF window system. They were designed to provide very high hydrogen pump speed (> 2 x 10{sup 4} L/s) and sorption capacity. Both systems underwent performance tests in mock assembly before the installation. This paper presents the mock test results of both vacuum systems. It also discusses the preliminary test results from the commissioning of the APT/LEDA RFQ.
