Project Hanford management contract quality improvement project management plan

On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. ORAU reviewed ABB CE�s decommissioning plan, final status survey plan, and the applicable soil DCGLs, which were developed based on an NRC-approved radiation dose assessment. The surveys include gamma surface scans, gamma direct measurements, and soil sampling.

Proteomics: Technology and Applications

This meeting took place at the Keystone, Colorado resort from March 25-30, 2003. It was attended by 206 participants, of which 35 were students; 39% of attendees submitted abstracts. The meeting had 30% returning attendees and 70% new attendees. The group of speakers was composed of internationally recruited junior and senior experts in their respective fields. The group included representatives from academia and the private sector, highlights the convergence of proteomics efforts in the two sectors. The completion of the genome sequences of a large number of prokaryotic and eukaryotic species has catalyzed new research approaches to study the structure, function and control of biological processes. They are characterized by the systematic and in many cases quantitative analysis of all the molecules of a particular type expressed by a cell or tissue. The systematic analysis of proteins has been terms ''proteomics''. In an initial phase, most of the proteomics efforts were focused on large-scale protein identification. More recently, the objectives and technologies of proteomics have been diversified and expanded. DEVELOPMENT OF A CO2 SEQUESTRATION MODULE BY INTEGRATING MINERAL ACTIVATION AND AQUEOUS CARBONATION

Mineral carbonation provides a potential option for the long-term storage of carbon dioxide. Serpentine has been chosen as the feedstock mineral, due to its abundance and availability. However, the relatively low reactivity of serpentine has warranted research into physical and chemical treatments that have been shown to greatly increase its reactivity. The use of sulfuric acid as an accelerating medium for the removal of magnesium from serpentine has recently been investigated. In addition to the challenges presented by the dissolution of serpentine, another challenge is the subsequent carbonation of the magnesium ions. A stable hydration sphere for the magnesium ion reduces the carbonation kinetics by obstructing the formation of the carbonation products. Accordingly, this research has evaluated the solubility of carbon dioxide in aqueous solution, the interaction between the dissociation products of carbon dioxide, and the carbonation potential of the magnesium ion.

This supporting document has been prepared to make the Kaiser Engineers Hanford Company Project W-320 Tank 106-C Waste Retrieval Study Analysis Session Report readily retrievable. This facilitated session was requested by Westinghouse Hanford Company (WHC) to review the characterization data and select the best alternatives for a double-shell receiver tank and for a sluicing medium for Tank 106-C waste retrieval. The team was composed of WHC and Kaiser Engineers Hanford Company (KEH) personnel knowledgeable about tank farm operations, tank 106-C requirements, tank waste characterization and analysis, and chemical processing. This team was assembled to perform a structured decision analysis evaluation and recommend the best alternative-destination double-shell tank between tanks 101-AY and 102-AY, and the best alternative sluicing medium among dilute complexant (DC), dilute noncomplexant (DNC), and water. The session was facilitated by Richard Harrington and Steve Bork of KEH and was conducted at the Bookwalter Winery in Richland from 7:30 a.m. to 4:00 p.m. from July 27 through July 29, 1993. Attachment 1 (Scope Statement Sheet) identifies the team members, scope, objectives, and deliverables for the session.

Hydrogen Production by Water Dissociation Using Ceramic Membranes - Annual Report for Fy 2008.

The objective of this project is to develop dense ceramic membranes that, without using an external power supply or circuitry, can produce hydrogen via coal/coal gas-assisted water dissociation. This project grew from an effort to develop a dense ceramic membrane for separating hydrogen from gas mixtures such as those generated during coal gasification, methane partial oxidation, and water-gas shift reactions. That effort led to the development of various cermet (i.e., ceramic/metal composite) membranes that enable hydrogen production by two methods. In one method, a hydrogen transport membrane (HTM) selectively removes hydrogen from a gas mixture by transporting it through either a mixed protonic/electronic conductor or a hydrogen transport metal. In the other method, an oxygen transport membrane (OTM) generates hydrogen mixed with steam by removing oxygen that is generated through water splitting. This project focuses on the development of OTMs that efficiently produce hydrogen via the dissociation of water. Supercritical boilers offer very high-pressure steam that can be decomposed to provide pure hydrogen by means of OTMs. Oxygen resulting from the dissociation of steam can be used for coal gasification, enriched combustion, or synthesis gas production. Validation of Numerical Two-Fluid and Kinetic Plasma Models

This was a four year grant commencing October 1, 2003 and finishing September 30, 2007. The funding was primarily used to support the work of the Principal Investigator, who collaborated with Profs. Scott Parker and John Cary at U. Colorado, and with two students, N. Xiang and J. Cheng also of U. Colorado. The technical accomplishments of this grant can be found in the publications listed in the final Section here. The main accomplishments of the grant work were: (1) Development and implementation of time-implicit two-fluid simulation methods in collaboration with the NIMROD team; and (2) Development and testing of a new time-implicit delta-f, energy-conserving method The basic two-fluid method, with many improvements is used in present NIMROD calculations. The energy-conserving delta-f method is under continuing development under contract between Coronado Consulting, a New Mexico sole proprietorship and the Oak Ridge National Laboratory.

324 Building radiochemical engineering cells, high-level vault, low-level vault, and associated areas closure plan

The Hanford Site, located adjacent to and north of Richland, Washington, is operated by the US Department of Energy, Richland Operations Office (RL). The 324 Building is located in the 300 Area of the Hanford Site. The 324 Building was constructed in the 1960s to support materials and chemical process research and development activities ranging from laboratory/bench-scale studies to full engineering-scale pilot plant demonstrations. In the mid-1990s, it was determined that dangerous waste and waste residues were being stored for greater than 90 days in the 324 Building Radiochemical Engineering Cells (REC) and in the High-Level Vault/Low-Level Vault (HLV/LLV) tanks. [These areas are not Resource Conservation and Recovery Act of 1976 (RCRA) permitted portions of the 324 Building.] Through the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) Milestone M-89, agreement was reached to close the nonpermitted RCRA unit in the 324 Building. This closure plan, managed under TPA Milestone M-20-55, addresses the identified building areas targeted by the Tri-Party Agreement and provides commitments to achieve the highest degree of compliance practicable, given the special technical difficulties of managing mixed waste that contains high-activity radioactive materials, and the physical limitations of working remotely in the areas within the subject …

Memorandum presenting the results of wind-tunnel oscillation tests to measure the rotary derivatives of a research airplane configuration at supersonic speeds. Measurements were made of the damping in yaw, pitch, and roll, the static longitudinal and directional stability derivatives, the effective-dihedral derivative, the rolling moment due to yawing, and the yawing moment due to rolling. The configuration was found to be statistically stable throughout the Mach number range, although its stability was becoming marginal at high angles of attack at Mach number 3.5.

Physical Properties of Hanford Transuranic Waste

The research described herein was undertaken to provide needed physical property descriptions of the Hanford transuranic tank sludges under conditions that might exist during retrieval, treatment, packaging and transportation for disposal. The work addressed the development of a fundamental understanding of the types of systems represented by these sludge suspensions through correlation of the macroscopic rheological properties with particle interactions occurring at the colloidal scale in the various liquid media. The results of the work have advanced existing understanding of the sedimentation and aggregation properties of complex colloidal suspensions. Bench scale models were investigated with respect to their structural, colloidal and rheological properties that should be useful for the development and optimization of techniques to process the wastes at various DOE sites.
