Forest Service Revenue-Sharing Payments: Legislative Issues (open access)

Forest Service Revenue-Sharing Payments: Legislative Issues

The Forest Service (FS) returns 25% of the revenues from each national forest to the states for use on roads and schools in counties where the forests are located; the Bureau of Land Management shares 50% of its revenues with counties containing the Oregon & California grant lands. This report discusses the legislative concerns that have arisen because declining timber sales have reduced revenues.

Bankruptcy Reform in the 108th Congress (open access)

Bankruptcy Reform in the 108th Congress

On March 19, 2003, the House of Representatives passed H.R. 975, the Bankruptcy Abuse Prevention and Consumer Protection Act of 2003. H.R. 975, as introduced, was substantially similar to the legislation (H.R. 333) approved by both the House and the Senate during the 107th Congress, but omitted the Schumer Amendment which would have prevented the discharge of liability for willful violation of protective orders and violent protests against providers of “lawful services,” including reproductive health services. As passed by the House, H.R. 975 was amended to add sections to, among other things, increase the cap on wage and employee benefit claims. The Senate did not consider H.R. 975 during the first session of the 108th Congress. This report provides an overview of selected major provisions of the legislation.

Japan-U.S. Relations in a Post-Cold War Environment: Emerging Trends and Issues for U.S. Policy

The prospects for Japan-U.S. relations in a rapidly changing minternational environment were explored in depth in a September 27, 1991, CRS seminar entitled "The Future of U.S.-Japan Relations: Global Partnership or Strategic, Rivalry?" A full transcript of the proceedings was published in February 1992 by the House Committee on Ways and Means as a Committee Print. This report summarizes the principal findings of that seminar.

Comparison of 501(c )(3) and 501(c )(4) Organizations (open access)

Comparison of 501(c )(3) and 501(c )(4) Organizations

This paper briefly compares the differences between tax-exempt organizations described in Internal Revenue Code section 501(c)(3) and those described in section 501(c)(4). Although some organizations can qualify as either a 501(c)(3) or a 501(c)(4) organization, there are two outstanding differences between the two categories which may make one type of exemption more desirable than the other: deductibility of contributions and ability to lobby without significant limits.

Trade Issues in the 109th Congress: Policy Challenges and Opportunities

The 108th Congress completed a full trade agenda with the passage of legislation on a broad spectrum of issues. The 109th Congress is expected to face a trade agenda that will be at least as extensive, covering a wide range of issues, from the extension of presidential trade promotion (fast track) authority to consideration of more free trade agreements and oversight of the World Trade Organization (WTO) trade negotiations. In some respects, these issues are distinct, each with its own policy and economic implications. In other respects the issues are interrelated. They have emerged from common sets of domestic politics, foreign policy, and economic factors and affect or are affected by the concerns of Members of Congress, of other policymakers and of many interest groups. These issues and how policymakers deal with them will define overall U.S. trade policy.

The Budget Deficit and the Trade Deficit: What Is Their Relationship? (open access)

The Budget Deficit and the Trade Deficit: What Is Their Relationship?

During the last half of the 1990s, real gross domestic investment rose as a fraction of real GDP. This resulted from the rise in U.S. productivity and the related rise in the real yield on U.S. assets. This drew additional private capital from abroad. If the twin deficits theory is correct, it has an adverse implication for the efficacy of fiscal policy as a stimulus tool. It suggests that in an environment of highly mobile international capital flows the effect of policy induced increases in the structural budget deficit (e.g., tax cuts) on short-run economic growth would be largely offset by increases in the trade deficit. The experience during both the 1980s and 1990s demonstrates that a large and growing trade deficit need not be an impediment to overall job creation even though it may have had an effect on the type of jobs that were created since it affected the composition of U.S. output.
