9/11 Commission Recommendations: The Senate Confirmation Process for Presidential Nominees

On July 22, 2004, the National Commission on Terrorist Attacks Upon the United States, known as the 9/11 Commission, issued its final report, detailing the events up to and including the September 11, 2001 terrorist attacks upon the United States. The 9/11 Commission recommended that the Senate adopt rules requiring hearings and votes to confirm or reject national security nominees within 30 days of their submission at the start of each new presidential administration. Implementing the commission's proposal would involve imposing new restrictions on both the power of committee chairs to control the agenda of their committees and the rights of Senators to delay or block nominations through holds and extended debate. This report discusses in detail this proposal, how it could be implemented, and the potential effects of its implementation.

2007 Status Report: Savings Estimates for the ENERGY STAR(R)VoluntaryLabeling Program

ENERGY STAR(R) is a voluntary labeling program designed toidentify and promote energy-efficient products, buildings and practices.Operated jointly by the Environmental Protection Agency (EPA) and theU.S. Department of Energy (DOE), ENERGY STAR labels exist for more thanthirty products, spanning office equipment, residential heating andcooling equipment, commercial and residential lighting, home electronics,and major appliances. This report presents savings estimates for a subsetof ENERGY STAR labeled products. We present estimates of the energy,dollar and carbon savings achieved by the program in the year 2006, whatwe expect in 2007, and provide savings forecasts for two marketpenetration scenarios for the periods 2007 to 2015 and 2007 to 2025. Thetarget market penetration forecast represents our best estimate of futureENERGY STAR savings. It is based on realistic market penetration goalsfor each of the products. We also provide a forecast under the assumptionof 100 percent market penetration; that is, we assume that all purchasersbuy ENERGY STAR-compliant products instead of standard efficiencyproducts throughout the analysis period.

Acceptance test report for ENRAF control panel software

On March 5, 1998, the ENRAF Control Panel Software program was acceptance tested per HNF-1991 Revision 0. The test was performed at the Department of Energy`s Hanford Site, 200 West Area, building MO-281. The test validated the functionality of the software for use by project W-320, C-1 06 Retrieval. The purpose of the test procedure was to partially verify the functionality of the ENRAF Control Panel Software. The test cycled through the majority of functions within the program. Functions not tested will be tested per Operational Test Procedure OTP-320-01 0 at a later date. The following criteria was used to determine whether the software passed or failed the test. The gauge responds correctly (as described in vendor documentation, Reference 1) to all commands sent through the program. If gauge related error codes are encountered, they may be cleared either through the PET or the program. However, the program, while running, must provide some indication of all gauge related errors encountered. If any of the pass criteria are not met and cannot be immediately resolved. If the system crashes for reasons that are clearly related to program performance and cannot be immediately resolved.

Acceptance test report for the AY-102 ENRAF densitometer

On February 11, 1998, the AY-1 02, Riser 15E ENRAF Densitometer was acceptance tested per HNF-SD-WM-ATP-077. The test was performed at the Department of Energy`s Hanford Site, 200 East Area, building MO-407. The test validated the functionality of the Densitometer for use by project W-320, C-1 06 Retrieval. The purpose of the test procedure was to verify the functionality of the ENRAF Series 854 ATG densitometer. Typically, all ENRAF Series 854 ATGs are acceptance tested before transport to the field. The ATP, as performed for level gauges, sets default program values within the gauge and verifies the gauge`s force transducer calibration.

Advisor 2.0: A Second-Generation Advanced Vehicle Simulator for Systems Analysis

The National Renewable Energy Laboratory has recently publicly released its second-generation advanced vehicle simulator called ADVISOR 2.0. This software program was initially developed four years ago, and after several years of in-house usage and evolution, the tool is now available to the public through a new vehicle systems analysis World Wide Web page. ADVISOR has been applied to many different systems analysis problems, such as helping to develop the SAE J1711 test procedure for hybrid vehicles and helping to evaluate new technologies as part of the Partnership for a New Generation of Vehicles (PNGV) technology selection process. The model has been and will continue to be benchmarked and validated with other models and with real vehicle test data. After two months of being available on the Web, more than 100 users have downloaded ADVISOR. ADVISOR 2.0 has many new features, including an easy-to-use graphical user interface, a detailed exhaust aftertreatment thermal model, and complete browser-based documentation. Future work will include adding to the library of components available in ADVISOR, including optimization functionality, and linking with a more detailed fuel cell model.

Analog to digital converter system for temperature monitoring -- B, C, D, DR, F, and H reactors

This document discusses a proposal that certain presently installed reactor process water outlet temperature data logging equipment in subject reactors to be replaced with new functionally simplified equipment of a more adequate design. The primary purpose of the proposed installation is to replace existing equipment which is obsolete and in three reactors is worn out to the point where the equipment is out of service frequently for periods of time up to 8 hours or more. The new equipment will provide reliable process tube temperature information for use in the functions of reactor control and product accountability. Based upon anticipated incremental production gains resulting from use of the new equipment, the amortization period for the project is calculated at 2.7 years.

Assessment of the AWC TRUclean process for use on Mound soils and sediments

The AWC TRUclean System has been proposed as a method to reduce the volume of LSA waste during D&D excavation of Pu-238 contaminated soils on the Mound Site and Pu-238 contaminated sediments in the Miami-Erie Canal. Following test runs with Mound soil, AWC suggested that the TRUclean Process could reduce the amount of LSA waste by greater than 90% if a machine could be built and used to process the Mound soil. The cost savings which could potentially be realized by assuming this magnitude of volume reduction were thought to be significant on large projects. These preliminary results suggested that a review of the TRUclean Process and the 1987 test results should be performed to determine a course of action. The AWC TRUclean Process and the test data have been evaluated and the potential effectiveness of the process determined for use on Mound soils and/or on the sediments in the Miami-Erie Canal.
