Foreign Direct Investment in the United States: An Economic Analysis
Foreign direct investment in the United States declined sharply after 2000, when a record $300 billion was invested in U.S. businesses and real estate. In 2004, according to preliminary data, foreigners invested about $100 billion. Foreign direct investments are highly sought after by State and local governments that are struggling to create additional jobs in their localities.

Iraq: Recent Developments in Reconstruction Assistance
Large-scale reconstruction assistance programs are being undertaken by the United States following the war with Iraq. To fund such programs, Congress approved on April 12, 2003, a $2.48 billion Iraq Relief and Reconstruction Fund (IRRF) in the FY2003 Supplemental Appropriation. On November 6, 2003, the President signed into law P.L. 108-106, the FY2004 Emergency Supplemental Appropriation, providing $18.4 billion for Iraq reconstruction. Contributions pledged at the October 24, 2003, Madrid donor conference by other donors amounted to roughly $3.6 billion in grant aid and as much as $13.3 billion in possible loans. This report describes recent developments in this assistance effort.

9/11 Commission Recommendations: The Senate Confirmation Process for Presidential Nominees
On July 22, 2004, the National Commission on Terrorist Attacks Upon the United States, known as the 9/11 Commission, issued its final report, detailing the events up to and including the September 11, 2001 terrorist attacks upon the United States. The 9/11 Commission recommended that the Senate adopt rules requiring hearings and votes to confirm or reject national security nominees within 30 days of their submission at the start of each new presidential administration. Implementing the commission's proposal would involve imposing new restrictions on both the power of committee chairs to control the agenda of their committees and the rights of Senators to delay or block nominations through holds and extended debate. This report discusses in detail this proposal, how it could be implemented, and the potential effects of its implementation.

Veterans Health Care: VA's Medical Support Role in Emergency Preparedness
Correspondence issued by the Government Accountability Office with an abstract that begins "Since the terrorist attacks on September 11, 2001, the Department of Veterans Affairs (VA) has increased its efforts to plan for and respond to national emergencies, including acts of terrorism and natural disasters. Additionally, in August 2004, the Federal Bureau of Investigation and the Department of Homeland Security announced that military and VA medical facilities were potential terrorist targets. In light of military casualties from conflicts in Afghanistan and Iraq and continued threats of terrorist incidents, Congress asked us to review VA's medical support role in emergency preparedness. Specifically, we agreed to provide information on the following questions: (1) What is VA's role in providing medical support within the U.S. to military personnel in wartime and during national emergencies? (2) What actions has VA taken to improve its internal emergency preparedness to ensure that it is ready to maintain continuity of operations and provision of medical services to veterans? (3) What is VA's role in participating in emergency medical response measures with other federal, state, and local agencies?"

Information Security: Securities and Exchange Commission Needs to Address Weak Controls over Financial and Sensitive Data
A letter report issued by the Government Accountability Office with an abstract that begins "The Securities and Exchange Commission (SEC) relies extensively on computerized systems to support its financial and mission-related operations. As part of the audit of SEC's fiscal year 2004 financial statements, GAO assessed the effectiveness of the commission's information system controls in protecting the integrity, confidentiality, and availability of its financial and sensitive information."
