Both metrics measure training activity of nondeployed units associated with recommended training events based on the Army's approved training strategy. Specifically, they both calculate the average number of miles a unit is expected to drive its vehicles on an annual basis for training that occurs during the reset and train/ready stages of the ArmyÂ’s Force Generation (ARFORGEN) cycle."

Federal Antitrust Policy: Stakeholders' Perspectives Differed on the Adequacy of Guidance for Collaboration among Health Care Providers

Correspondence issued by the Government Accountability Office with an abstract that begins "Stakeholders—health care industry groups and experts in antitrust law—had different perspectives on the adequacy of three key aspects of antitrust guidance for health care provider collaboration. First, stakeholders’ perspectives differed on the sufficiency of guidance on clinical integration, which involves integrating clinical activities across providers in a collaborative arrangement. Clinical integration is one way for a collaborative arrangement to satisfy the requirement that the arrangement demonstrate the potential to yield significant benefits, such as reduced costs or improved quality, in order to be able to jointly negotiate prices. Five of the six experts and one of the four industry groups said that agency guidance was sufficient, while one expert and two industry groups asserted that agency guidance on clinical integration was inadequate. Second, stakeholders’ perspectives differed as to whether the agencies should permit greater use of exclusive collaborative arrangements, which restrict the ability of providers within a collaborative arrangement to contract with other arrangements or health plans. The use of exclusive arrangements has the potential to improve or reduce competition, depending on the circumstances. Information Security: IRS Needs to Further Enhance Internal Control over Financial Reporting and Taxpayer Data

A letter report issued by the Government Accountability Office with an abstract that begins "IRS implemented numerous controls and procedures intended to protect key financial and tax-processing systems; nevertheless, control weaknesses in these systems continue to jeopardize the confidentiality, integrity, and availability of the financial and sensitive taxpayer information processed by IRSÂ’s systems. Specifically, the agency continues to face challenges in controlling access to its information resources. For example, it had not always (1) implemented controls for identifying and authenticating users, such as requiring users to set new passwords after a prescribed period of time; (2) appropriately restricted access to certain servers; (3) ensured that sensitive data were encrypted when transmitted; (4) audited and monitored systems to ensure that unauthorized activities would be detected; or (5) ensured management validation of access to restricted areas. In addition, unpatched and outdated software exposed IRS to known vulnerabilities, and the agency had not enforced backup procedures for a key system."

Applying Alpha-Channeling to Mirror Machines

The α-channeling effect entails the use of radio-frequency waves to expel and cool high-energetic α- particles born in a fusion reactor; the device reactivity can then be increased even further by redirecting the extracted energy to fuel ions. Originally proposed for tokamaks, this technique has also been shown to benefi t open-ended fusion devices. Here, the fundamental theory and practical aspects of α- channeling in mirror machines are reviewed, including the influence of magnetic field inhomogeneity and the effect of a finite wave region on the α-channeling mechanism. For practical implementation of the α -channeling effect in mirror geometry, suitable contained weakly-damped modes are identifi ed. In addition, the parameter space of candidate waves for implementing the α -channeling effect can be signi cantly extended through the introduction of a suitable minority ion species that has the catalytic effect of moderating the transfer of power from the α-channeling wave to the fuel ions.

Physics Opportunities of a Fixed-Target Experiment using the LHC Beams

We outline the many physics opportunities offered by a multi-purpose fixed-target experiment using the proton and lead-ion beams of the LHC extracted by a bent crystal. In a proton run with the LHC 7-TeV beam, one can analyze pp, pd and pA collisions at center-of-mass energy {radical}s{sub NN} {approx_equal} 115 GeV and even higher using the Fermi motion of the nucleons in a nuclear target. In a lead run with a 2.76 TeV-per-nucleon beam, {radical}s{sub NN} is as high as 72 GeV. Bent crystals can be used to extract about 5 x 10{sup 8} protons/sec; the integrated luminosity over a year reaches 0.5 fb{sup -1} on a typical 1 cm-long target without nuclear species limitation. We emphasize that such an extraction mode does not alter the performance of the collider experiments at the LHC. By instrumenting the target-rapidity region, gluon and heavy-quark distributions of the proton and the neutron can be accessed at large x and even at x larger than unity in the nuclear case. Single diffractive physics and, for the first time, the large negative-xF domain can be accessed. Final Technical Report

Design, validate at prototype level, and then demonstrate a full size, 800 MWht Thermal Energy Storage (TES) system based on Phase Changing Material (PCM) TES modules with round trip efficiency in excess of 93%. The PCM TES module would be the building block of a TES system which can be deployed at costs inline with the DOE benchmark of 2020. The development of a reliable, unsophisticated, modular, and scalable TES system designed to be massmanufactured utilizing advanced automated fabrication and assembly processes and field installed in the most cost-effective configuration could facilitate the attainment of a Levelized Cost of Energy (LCOE) of $.07/kWh by 2015. It was believed that the DOE targets can be attained by finding the best combinationTES module size, its optimal integration in the power cycle, and readily available PCM. Work under this project ultimately focused on the development and performance evaluation of a 100kWht prototype heat exchanger. The design utilizes a commercially available heat exchanger product to create a unique latent heat PCM storage module. Parameterization and analysis of 3-D radiative transfer in clouds

This report provides a summary of major accomplishments from the project. The project examines the impact of radiative interactions between neighboring atmospheric columns, for example clouds scattering extra sunlight toward nearby clear areas. While most current cloud models don’t consider these interactions and instead treat sunlight in each atmospheric column separately, the resulting uncertainties have remained unknown. This project has provided the first estimates on the way average solar heating is affected by interactions between nearby columns. These estimates have been obtained by combining several years of cloud observations at three DOE Atmospheric Radiation Measurement (ARM) Climate Research Facility sites (in Alaska, Oklahoma, and Papua New Guinea) with simulations of solar radiation around the observed clouds. The importance of radiative interactions between atmospheric columns was evaluated by contrasting simulations that included the interactions with those that did not. This study provides lower-bound estimates for radiative interactions: It cannot consider interactions in cross-wind direction, because it uses two-dimensional vertical cross-sections through clouds that were observed by instruments looking straight up as clouds drifted aloft. Data from new DOE scanning radars will allow future radiative studies to consider the full three-dimensional nature of radiative processes. Radiochronological Age of a Uranium Metal Sample from an Abandoned Facility

A piece of scrap uranium metal bar buried in the dirt floor of an old, abandoned metal rolling mill was analyzed using multi-collector inductively coupled plasma mass spectroscopy (MC-ICP-MS). The mill rolled uranium rods in the 1940s and 1950s. Samples of the contaminated dirt in which the bar was buried were also analyzed. The isotopic composition of uranium in the bar and dirt samples were both the same as natural uranium, though a few samples of dirt also contained recycled uranium; likely a result of contamination with other material rolled at the mill. The time elapsed since the uranium metal bar was last purified can be determined by the in-growth of the isotope {sup 230}Th from the decay of {sup 234}U, assuming that only uranium isotopes were present in the bar after purification. The age of the metal bar was determined to be 61 years at the time of this analysis and corresponds to a purification date of July 1950 {+-} 1.5 years.
