The primary motivation for the present work is to provide theoretical values for the ratio of the partial ²³⁹Pu(n,2nx{gamma})²³⁸Pu to total ²³⁹ Pu(n,2n)²³⁸Pu cross section for several discrete gamma transitions. Results and conclusions of preliminary calculations from threshold to 20 MeV are presented. Calculations are based on theoretical models with parameters obtained from the literature or from our ad hoc systematics. Optical model cross sections and transmission coefficients were determined using the coupled-channels method. The calculations included a preequilibrium component followed by multiple particle and gamma-ray emissions. Fission competition was included at all stages of de-excitation. Suggestions for further verifications and possible improvements are provided.

This report documents the quality process plan for the restart of a hot cell in the B Plant, originally a bismuth phosphate processing facility, but later converted to a waste fractionation plant. B-Cell is currently being cleaned out and deactivated. TPA Milestone M-89-02 dictates that all mixed waste and equipment be removed from B-Cell by 5/31/1999. This report describes the major activities that remain for completion of the TPA milestone.

This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

The rapid advances in many technologically important areas have not only served to accentuate the increased demands for high temperature metals and ceramics but have necessitated a more through knowledge of their physical properties when exposed to high temperature service. Toward this latter end, the use of X-ray diffraction has proved an invaluable tool in providing data of regions of thermal stability, expansion coefficients, solid solubility limits, and phase transformations by direct examination at temperature. Since this Laboratory has for some time now been engaged in the study of refractory nuclear materials, it was thought desirable to employ and possibly extend this technique to temperatures ranging up to 3000°C. This communication will describe the equipment developed for this purpose, with experimental results to be described in subsequent publications.

The DOE's National Energy Technology Laboratory (NETL) currently manages the largest research program in the country for controlling coal-based mercury emissions. NETL has shown through various field test programs that the determination of cost-effective mercury control strategies is complex and highly coal- and plant-specific. However, one particular technology has the potential for widespread application: the injection of activated carbon upstream of either an electrostatic precipitator (ESP) or a fabric filter baghouse. This technology has potential application to the control of mercury emissions on all coal-fired power plants, even those with wet and dry scrubbers. This is a low capital cost technology in which the largest cost element is the cost of sorbents. Therefore, the obvious solutions for reducing the costs of mercury control must focus on either reducing the amount of sorbent needed or decreasing the cost of sorbent production. NETL has researched the economics and performance of novel sorbents and determined that there are alternatives to the commercial standard (NORIT DARCO{reg_sign} Hg) and that this is an area where significant technical improvements can still be made. In addition, a key barrier to the application of sorbent injection technology to the power industry is the availability of activated carbon production. …

Report presenting an investigation at two Mach numbers to examine the flow, force, and moment characteristics associated with spoilers mounted on a flat plate at a range of sweep angles. Pressure measurements were obtained over the plate and spoiler faces. The pressures were integrated to determine the spoiler lift, pitching-moment, drag, and hinge-moment characteristics.

The potential of terrorist attacks against agricultural targets (agroterrorism) is increasingly recognized as a national security threat, especially after the events of September 11, 2001. This report focuses primarily on biological weapons (rather than chemical weapons) because biological weapons generally are considered the more potent agroterrorism threat. This report also focuses more on the threat of agroterrorism against agricultural production, rather than on food processing and distribution, although the latter is discussed.

This quarterly progress report of the Aircraft Nuclear Propulsion Project at ORNL records the technical progress of the research on circulating-fuel reactors and other ANP research at the Laboratory under its Contract W-7405-eng-26. The report is divided into three major parts: I. Reactor Theory, Component Development, and Construction, II. Materials Research, and III. Shielding Research. The ANP Project is comprised of about 530 technical and scientific personnel engaged in many phases of research directed forward the achievement of nuclear propulsion of aircraft. A considerable portion of this research is performed in support of the work of other organizations participating in the national ANP effort. However, the bulk of the ANP research at ORNL is directed toward the development of a circulating-fuel type of reactor. The design, construction, and operation of the Aircraft Reactor Test (ART), with the cooperation of the Pratt & Whitney Aircraft Division, are the specific objectives of the project. Aluminum can promote formation or dissolution of networks in hydroxide solid solutions. When present in large amounts it will act as a network former increasing both the viscosity and the surface tension of melts. This translates into poor free flow properties that affect pour rate of glass production in the Defense Waste Processing Facility (DWPF). To mitigate this situation, DWPF operations limit the amount of aluminum contained in sludge. This study investigated the leaching of aluminum compounds from archived sludge samples. The conclusions found boehmite present as the predominant aluminum compound in sludge from two tanks. We did not identify an aluminum compound in sludge from the third tank. We did not detect any amorphous aluminum hydroxide in the samples. The amount of goethite measured 4.2 percentage weight while hematite measured 3.7 percentage weight in Tank 11H sludge. The recommended recipe for removing gibbsite in sludge proved inefficient for digesting boehmite, removing less than 50 per cent of the compound within 48 hours. The recipe did remove boehmite when the test ran for 10 days (i.e., 7 more days than the recommended baseline leaching period). Infill drilling if wells on a uniform spacing without regard to reservoir performance and characterization foes not optimize reservoir development because it fails to account for the complex nature of reservoir heterogeneities present in many low permeability reservoirs, and carbonate reservoirs in particular. New and emerging technologies, such as geostatistical modeling, rigorous decline curve analysis, reservoir rock typing, and special core analysis can be used to develop a 3-D simulation model for prediction of infill locations.

Results are presented concerning reservoir performance analysis and effectiveness of hydraulic fracture treatments. A geostatistical analysis task, reservoir simulation, and integrated reservoir description tasks are also described.

The usefulness of the Yerzley mechanical oscillograph in detecting differences among Y3333 cellular silicones was evaluated. Four properties of Y3333 were measured: density, thickness, resilience, and effective dynamic modulus. Test samples came from five lots of standard Y3333 compound and from two lots of experimental Y3333. Tests of the four properties revealed that individual sheets of Y3333 were homogeneous. Since sheets from the same lot differed little in properties, normal process variations had minimal effect on properties. Although lot-to-lot variation of standard Y3333 was statistically significant, the coefficients of variation of 5 percent or less indicated a reasonable consistency among the five lots tested. The two experimental lots of Y3333, made with known material and manufacturing variables, showed a response to the variations but maintained low coefficients of variation. After evaluating the Yerzley instrument, it was decided that it demonstrated its worth for detecting differences among Y3333 cellular silicones.

Report describing the results of an orientation study to determine uranium concentrations within the Artillery Peak and Prescott quadrangles in Arizona. It includes concentrations of uranium and 25 other elements based on analysis of wet, dry, and rock samples taken in the area.

Test data requirements are developed in this memorandum for the one-third scale Ocean Thermal Energy Conversion (OTEC) cold water pipe (CWP) at-sea tests. A major goal of the at-sea tests is to collect sufficient data so that the National Oceanic and Atmospheric Administration (NOAA)/Department of Energy (DOE) CWP Analytic Code can be validated. The code is examined to determine the individual responses requiring verification. The wave environment is then considered for prototype survival and the scaled test. The expected response of the OTEC CWP test article in the test environment is used to form a basis of the test plan. Requirements for the tests of standard configurations of the OTEC CWP test system are first planned followed by requirements for tests of alternate configurations and evolutions. The final product is a set of justified NOAA/CWP analytic code validation requirements.
