THE RADIOLOGICAL ASSESSMENT AND RECOVERY OF CONTAMINATED AREAS

The Civil Effects Test Operation Exercise CEX-57.1 following Operation Plumbbob was carried out to obtain information on decontamination procedures that could be used as radiological countermeasures. The test was conducted on D + 1 and D + 2 days after shot Coulomb C. Data were obtained on reclamation of land areas by scraping with a motorgrader, on fire-hosing and scrubbing a concrete- slab roof, and on fire-hosing a composition roof. In addition, some shielding data were obtained for a small building with 6-in.-thick concrete walls and roof. The conceptual nature of a radiological defense system and the role of decontamination or reclamation in such a system are discussed. Most of the report deals with methods for reducing the observed data to interpretive form because the data were taken within a large contaminated area. The decontamination effectiveness in terms of the fraction of contamination remaining was computed. It is concluded that low levels of contamination at the Nevada Test Site could be utilized to advantage to obtain data on gamma -radiation properties, such as the effects of materials and source geometries on the attenuation of fission-product gamma rays. Accidental Dispersion of Reactor Poisons and the Controlled Distance Required

Two types of hypothetical reactor catastrophe are considered. In the first of these, the Boiling Accident,'' it is assumed that a fraction of the radioactive material in a reactor is released to the atmosphere at a steady rate over a period of hours. In the second, the Puff Accident,'' it is assumed that the release of the radioactive material takes place instantaneously.'' The following concepts are used as measures of the hazard existing outside the controlled plant area. Danger Distance,'' defined as that distance beyond which the fission product cloud becomes so dilute that it cannot cause death; Probabiiity of Death per Capita per Accident,'' which is a measure of the hazard to any individual; and Expectation Number of Deaths per Accident.'' which is a statistical measure of the hazard to the entire off-site populace. Three mechanisms for each type of catastrophe were considered: direct irradiation from the fission product cloud, inhalation of the air in the cloud, and rainout from the cloud followed by irradiation from the ground. Radioactive Waste Disposal at Knolls Atomic Power Laboratory

One of Its Monograph Series The Industrial Atom.'' Disposal of radioactive wastes from KAPL is considered with respect to the three physical categories of waste--solid, liquid, and airborne---and the three environmental recipients ---ground, surface water, and atmosphere. Solid waste-handling includes monitoring radiation levels, segregation, collection, processing, packaging, storing if necessary, and shipping to a remote burial ground at the Oak Ridge National Laboratory. Liquid waste is collected by controlled drain systems, monitored for radioactivity content, and stored if necessary or released to the Mohawk River. Exhaust air is cleaned before released and con tinuously monitored. rhe environment is monitored to assure safe and proper disposal of wastes. The cost of operations and the depreciation of facilities incurred by KAPL for disposing of radioactive contaminated waste is less than 0.7% per year of the tofal cost of the Laboratory. (auth)

Transfer functions for thermodynamic and hydraulic effects are derived in terms of reactor core and vessel dimensions. They are used to construct a theoretical system block diagram for the EBWR. Temperature Coefficient Measurements on a Critical Mock-Up of EBR-I

A rough mock-up of the EBR-I reactor was built in the ZPR-III critical assembly machine, with resistance heaters in the core and inner blanket. The variation of reactivity with core temperature was observed. Lateral expansion was measured as the core was heated. A temperature coefficient of --0.42 inhour per degree Centigrade was observed when the core alone was heated, and --0.72 inhour per degree Centigrade was observed when the core and inner blanket both were heated. Essentially all of these coefficients are attributable to volume expansion. (auth)

Under severe operating conditions, the Experimental Breeder Reactor was observed to exhibit oscillatory power characteristics and periods of prompt positive reactivity. Investigations of these characteristics resulted in the meltdown of Core-II and the design of a more suitable Core-III, with rod bowing eliminated and greater coolant flow control. The design of the core. rods, assemblies. and matrices is presented, and its control and cooling systems are described. (D.E B.)
