Applying α-channeling techniques to mirror machines can significantly increase their effective reactivity, thus making open configurations more advantageous for practical fusion. A large fraction of α particle energy can be extracted using rf waves. Effects employed to cool α particles can also in principle be used to heat the fusion ions; the possibility to design a configuration of rf waves which could be used to perform both tasks is demonstrated.

This is a final report for the DOE of grant DE-FG02-92ER61464 ''Surficial bioturbation and rapid benthic remineralization in the Cape Hatteras shelf slope region''. Over the past 6 years we have participated in a multidisciplinary field study called the Ocean margins Program (OMP) to examine the importance of continental margins in the global carbon cycle. Specifically, we have focused on the southern portion of the Mid-Atlantic Bight between Cape Hatteras and Chesapeake Bay where a large flux of freshwater and organic carbon enters the North Atlantic Ocean. Additionally, during the first stage of this project, we developed the use of CM-a distributions in sediments as a quantitative indicator of benthic C flux and remineralization rates. The primary objective of our research group has been to understand mechanisms and quantify biogeochemical processes in the seabed that affect cycling, flux, and storage of carbon on the ocean margin of the Mid-Atlantic Bight.

During 1974, approximately 1.31 x 10/sup 13/ liters of gaseous effluents were monitored for radioactivity by the stack sampling program. A summary of the measured radioactivity was as follows: alpha (assumed source--Pu)--1.62 x 10/sup -3/ Ci and beta--0.201 Ci.

The objective of this calculation is to evaluate the temperature-dependent effective thermal conductivities of a repository-emplaced invert steel set and surrounding ballast material. The scope of this calculation analyzes a ballast-material thermal conductivity range of 0.10 to 0.70 W/m {center_dot} K, a transverse beam spacing range of 0.75 to 1.50 meters, and beam compositions of A 516 carbon steel and plain carbon steel. Results from this calculation are intended to support calculations that identify waste package and repository thermal characteristics for Site Recommendation (SR). This calculation was developed by Waste Package Department (WPD) under Office of Civilian Radioactive Waste Management (OCRWM) procedure AP-3.12Q, Revision 1, ICN 0, Calculations.

The need for energy research programs directed toward increasing the cost-effectiveness of energy use is discussed. Benefits reaped by society as a consequence of successful completion of a research activity are economic, environmental, health and safety, security, and long term; emphasis is placed on the economic benefits from research projects on the demand side (i.e., energy end-use sectors). Each end-use sector was examined and data on the amount of energy consumed and the estimated cost of that energy are compiled.

Theoretical derived expressions for the flapping, the thrust, the torque, and the profile drag-lift ratio of nonfeathering rotor with hinged, rectangular, linearly twisted blades are given as simple functions of the inflow velocity and the blade pitch. Representative values of the coefficients of each of the terms in these expressions are tabulated for a series of specified values of the tip-speed ratio. Analysis indicates that the tabulated values can be used to calculate, with reasonable accuracy, the characteristics of any rotor of conventional design.

The objective of this work is to develop dense ceramic membranes for separating hydrogen from other gaseous components in a nongalvanic mode, i.e., without using an external power supply or electrical circuitry. The goal of this project is to develop dense hydrogen transport membranes (HTMs) that nongalvanically (i.e., without electrodes or external power supply) separate hydrogen from gas mixtures at commercially significant fluxes under industrially relevant operating conditions. HTMs will be used to separate hydrogen from gas mixtures such as the product streams from coal gasification, methane partial oxidation, and water-gas shift reactions. Potential ancillary uses of HTMs include dehydrogenation and olefin production, as well as hydrogen recovery in petroleum refineries and ammonia synthesis plants, the largest current users of deliberately produced hydrogen. This report describes progress that was made during Fy 2008 on the development of HTM materials.

This project (a) demonstrated specific dopamine transporter (DAT) uptake in vivo and metabolic stability of a radiolabelled cycloplentadieny rhenium compound in rats and baboons, (b) showed that cyclopentadieny tricarbonyl rhenium and technetium compounds conjugated tropanel could be made by metal transfer with ferrocenes; and (c) explored new methods of synthesizing these compounds under mild conditions.

Concern about national energy policy remains high amidst high prices for oil products and natural gas during the winter of 2003 and oil inventory levels that have been observed to be at historic lows. On February 28, 2003, Representative Joe Barton, chairman of the House Energy and Air Quality Subcommittee, released a draft omnibus energy bill that includes a number of issues debated, but left unresolved, in the 107th Congress. The Senate has indicated its intention to introduce omnibus energy legislation as well.

The purpose of this plan is to provide a post-closure groundwater monitoring program for the 216-S-10 Pond and Ditch (S-10) treatment, storage, and/or disposal (TSD) unit. The plan incorporates the sum of knowledge about the potential for groundwater contamination to originate from the S-10, including groundwater monitoring results, hydrogeology, and operational history. The S-10 has not received liquid waste since October 1991. The closure of S-10 has been coordinated with the 200-CS-1 source operable unit in accordance with the Tri-Party Agreement interim milestones M-20-39 and M-15-39C. The S-10 is closely situated among other waste sites of very similar operational histories. The proximity of the S-10 to the other facilities (216-S-17 pond, 216-S-11 Pond, 216-S-5,6 cribs, 216-S-16 ditch and pond, and 216-U-9 ditch) indicate that at least some observed groundwater contamination beneath and downgradient of S-10 could have originated from waste sites other than S-10. Hence, it may not be feasible to strictly discriminate between the contributions of each waste site to groundwater contamination beneath the S-10. A post-closure groundwater monitoring network is proposed that will include the drilling of three new wells to replace wells that have gone dry. This volume archives the presentations at the RIKEN BNL Research Center workshop 'Progress in High-PT Physics at RHIC', held at BNL in March 2010. Much has been learned from high-p{sub T} physics after 10 years of RHIC operations for heavy-ion collisions, polarized proton collisions and d+Au collisions. The workshop focused on recent progress in these areas by both theory and experiment. The first morning saw review talks on the theory of RHIC high-p{sub T} physics by G. Sterman and J. Soffer, and on the experimental results by M. Tannenbaum. One of the most exciting recent results from the RHIC spin program is the first observation of W bosons and their associated single-spin asymmetry. The new preliminary data were reported on the first day of our workshop, along with a theoretical perspective. There also were detailed discussions on the global analysis of polarized parton distributions, including the knowledge on gluon polarization and the impact of the W-data. The main topic of the second workshop day were single-transverse spin asymmetries and their analysis in terms of transverse-momentum dependent parton distributions. There is currently much interest in a future Drell-Yan program at RHIC, thanks to the exciting physics opportunities this would offer. This …

The National Conference of State Legislatures (NCSL), through a contract with the Congressional Research Service (CRS), compiled information in calendar year 2003 that was used to develop profiles of emergency management and homeland security statutes in the 50 states, the District of Columbia, and the insular areas. The methodology and the basic pricing algorithms used in the Livermore Economic Modeling System (EMS) are described. The report explains the derivations of the EMS equations in detail; however, it could also serve as a general introduction to the modeling system. A brief but comprehensive explanation of what EMS is and does, and how it does it is presented. The second part examines the basic pricing algorithms currently implemented in EMS. Each algorithm's function is analyzed and a detailed derivation of the actual mathematical expressions used to implement the algorithm is presented. EMS is an evolving modeling system; improvements in existing algorithms are constantly under development and new submodels are being introduced. A snapshot of the standard version of EMS is provided and areas currently under study and development are considered briefly.
