The Arizona inventor, who has an office in Las Vegas, wants to extinguish a tornado using a 150-pound bomb flown into the full force of a twister with a remote-controlled helicopter. His theory is that the explosion will cause the tornado to "burn up," much like using fire to fight fire. The Oklahoma Water Resources Board, which regulates weather modification activities in the state, rejected Smiths idea when he applied last year, but he came to Enid again last month, pitching his idea."
