The Steel Jaw Leghold Trap: Issues and Concerns
Steel jaw leghold traps are used in 47 States in the United States to capture furbearing animals (Florida and Rhode Island have prohibited use except with special permit for nuisance animals, and New Jersey has banned all uses). In addition to use by the fur industry, these traps are employed by State agencies in game management (e.g., to control predators and diseases). The leghold trap issue pits animal welfare groups opposed to the pain and suffering of trapped animals against supporters of the trap who maintain that alternatives are not cost effective and/or efficient.

Evolution of the Senate's Role in the Nomination and Confirmation Process: A Brief History
Over time, the Senate has developed a series of procedures to deal with the concerns of its Members on nominations. First is the custom of senatorial courtesy, whereby Senators from the same party as the President might influence a nomination or kill it by objecting to it. This tradition has not always been absolute, but it has allowed Senators to play a fairly large role, particularly in the selection of nominees within a Senator’s home state, such as for district court judgeships.

Defense Budget for FY2003: Data Summary
This report is designed to be a readily accessible source of facts and figures on the FY2003 defense budget. Part I presents basic data on the national defense budget request, including figures on budget authority and outlays for the Department of Defense and for the national defense budget function. Part II shows trends in overall defense spending, including figures on the growth and decline of defense spending, on defense outlays as a share of federal expenditures, on defense outlays as a share of gross domestic product, and on foreign military spending. Japan's Budget: Role in Economic Policymaking
The Japanese economy has been in recession for three years, making it the longest recession in Japan's post-war experience. Groups within and outside Japan are calling on Japan to adopt aggressive fiscal policy measures to boost the Japanese economy and to aid in the recovery of the world economy. Japan has enacted a number of limited measures to stimulate, but it is unlikely to move more aggressively to adopt deficit-financing measures to stimulate its economy for a number of reasons: political and government leaders oppose deficit financing in principle; and under present economic conditions, Japanese officials are more concerned with the effects a fiscal stimulus program will have on the yen, on Japan's trade account, and on its economic recovery.

The Electoral College: Reform Proposals in the 107th Congress
Seven proposals to reform the Electoral College system have been introduced to date in the 107th Congress. H.J.Res. 3 (Representative Green of Texas), and H.J.Res. 5 (Representative Delahunt) would eliminate the electoral college, substituting direct popular election of the President. H.J.Res. 1 (Representative Clyburn), H.J.Res. 18 (Representative Engel), and H.J.Res. 37 (Representative Clement) would incorporate the “district” method of awarding electoral votes, and H.J.Res. 17 (Representative Engel) would provide for proportional award of electoral votes. H.J.Res. 25 (Representative Leach) is a hybrid plan. These measures have been referred to the House Judiciary Committee and await further action.

The Federal Excise Tax on Gasoline and the Highway Trust Fund: A Short History
Excise taxes have long been a part of our country's revenue history. In the field of gasoline taxation, the states led the way with Oregon enacting the first tax on motor fuels in 1919. By 1932, all states and the District of Columbia had followed suit with tax rates that ranged between two and seven cents per gallon. The federal government first imposed its excise tax on gasoline at a one cent per gallon rate in 1932. The gas tax was enacted to correct a federal budgetary imbalance.

This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. Broadband Internet Access: Background and Issues
From a public policy perspective, the goals are to ensure that broadband deployment is timely, that industry competes fairly, and that service is provided to all sectors and geographical locations of American society. The federal government -- through Congress and the Federal Communications Commission (FCC) -- is seeking to ensure fair competition among the players so that broadband will be available and affordable in a timely manner to all Americans who want it. While the FCC's position is not to intervene at this time, some assert that legislation is necessary to ensure fair competition and timely broadband deployment. One proposal would ease certain legal restrictions and requirements, imposed by the Telecommunications Act of 1996, on incumbent telephone companies who provide high speed data (broadband) access. Another proposal would compel cable companies to provide "open access" to competing Internet service providers.
