Environmental Quality Incentives Program (EQIP): Status and Issues

The Environmental Quality Incentives Program (EQIP) provides farmers with financial and technical assistance to plan and implement soil and water conservation practices. EQIP was enacted in 1996 and most recently amended by the Farm Security and Rural Investment Act of 2002 (Section 2301 of P.L. 107-171). It is a mandatory spending program (i.e., not subject to annual appropriations), administered by the Natural Resources Conservation Service (NRCS). EQIP is guaranteed a total of $6.1 billion from FY2002 through FY2007 from the Commodity Credit Corporation (CCC), making it the largest conservation cost-sharing program.

U.S. Living Standards Compared to Those of Six Other Industrialized Nations

Sluggish U.S. economic growth over the past few years has raised concern in the United States over the state of U.S. "living standards." The focus of this concern is often centered on the position of U.S. "living standards" compared with those of other industrialized nations. However, there is no clear and precise definition of the standard of living concept, especially one that allows for international comparisons. This report analyzes the standard of living concept within an economic framework, where a nation's standard of living is measured according to its gross domestic product (GDP) on a per capita basis. For the purposes of international comparisons, per capita, GDP data are converted to a common currency using purchasing power parities. Based on this measurement, data indicate that the The United States currently maintains the highest standard of living among the world's top seven industrialized powers, also known as the G-7 countries, although it appears that other industrialized countries, including Japan, are quickly closing the gap.

In February 1997, the Clinton Administration submitted the second of five annual reports on the Administration's Comprehensive Trade and Development Policy for Africa as required by section 134 of the Uruguay Round Agreements Act (House Document 103-3415, Vol. 1.). On April 24, 1997, members of the African Trade and Investment Caucus introduced a bill, H.R. 1432, on U.S.-Africa trade and investment issues. In his State of the Union address in January 1998, President Clinton called on Congress to pass the trade legislation.

When the influence of economic conditions and temporary factors is excluded from the measurement of budget balances, the FY2004 deficit was 2.6% of GDP. By either measure, the deficit is above the historical average for the last 50 years.

An Analysis of the Administration's Deficit Reduction Goal

This report briefly discusses the Bush Administration's proposal to reduce the deficit between FY2004 and FY2009. It discusses the provisions of the FY2006 budget proposal in respect to the Administration's deficit reduction goal. CRS has constructed a modified baseline budget which, arguably, provides a “best guess” of the path of future deficits if current policy is extended. Under this alternative, the deficit is projected to rise to $425 billion in FY2009.

The Iran Nonproliferation Act and the International Space Station: Issues and Options

The Iran Nonproliferation Act of 2000 (INA) was enacted to help stop foreign transfers to Iran of weapons of mass destruction, missile technology, and advanced conventional weapons technology, particularly from Russia. Section 6 of the INA bans U.S. payments to Russia in connection with the International Space Station (ISS) unless the U.S. President determines that Russia is taking steps to prevent such proliferation. The ISS is currently under construction in orbit. According to current plans, the National Aeronautics and Space Administration (NASA) will become dependent on Russia for certain ISS crew-related services beginning in April 2006 for which NASA must pay. Thus, the INA could significantly affect the U.S. utilization of ISS. This report outlines the history of INA, its effect on Russian and Iranian proliferation, its impact on the ISS program, and options for resolving associated issues. It will not be updated.
