This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (#LA 000161 01, Modification B), for the wastewater land application site at the Idaho National Laboratory Site’s Advanced Test Reactor Complex Cold Waste Pond from November 1, 2009 through October 31, 2010. The report contains the following information: • Facility and system description • Permit required effluent monitoring data and loading rates • Groundwater monitoring data • Status of compliance activities • Discussion of the facility’s environmental impacts During the 2010 permit year, approximately 164 million gallons of wastewater were discharged to the Cold Waste Pond. As shown by the groundwater sampling data, sulfate and total dissolved solids concentrations are highest near the Cold Waste Pond and decrease rapidly as the distance from the Cold Waste Pond increases. Although concentrations of sulfate and total dissolved solids are elevated near the Cold Waste Pond, both parameters were below the Ground Water Quality Rule Secondary Constituent Standards in the down gradient monitoring wells.

This report describes conditions, as required by the state of Idaho Industrial Wastewater Reuse Permit (#LA 000160 01), for the wastewater reuse site at the Idaho National Laboratory Site’s Materials and Fuels Complex Industrial Waste Ditch and Industrial Waste Pond from May 1, 2010 through October 31, 2010. The report contains the following information: • Facility and system description • Permit required effluent monitoring data and loading rates • Groundwater monitoring data • Status of special compliance conditions • Discussion of the facility’s environmental impacts During the 2010 partial reporting year, an estimated 3.646 million gallons of wastewater were discharged to the Industrial Waste Ditch and Pond which is well below the permit limit of 13 million gallons per year. The concentrations of all permit-required analytes in the samples from the down gradient monitoring wells were below the Ground Water Quality Rule Primary and Secondary Constituent Standards.

2010 Groundwater Monitoring and Inspection Report Gnome-Coach Site, New Mexico

This report presents the 2010 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) at the Gnome-Coach (Gnome) Site in New Mexico (Figure 1). Groundwater monitoring consisted of collecting hydraulic head data and groundwater samples from the wells on site. Historically, the U.S. Environmental Protection Agency (EPA) had conducted these annual activities under the Long-Term Hydrologic Monitoring Program (LTHMP). LM took over the sampling and data collection activities in 2008 but continues to use the EPA Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, to analyze the water samples. This report summarizes groundwater monitoring and site investigation activities that were conducted at the site during calendar year 2010.

This report presents the 2010 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) for the Central Nevada Test Area (CNTA) Subsurface Corrective Action Unit (CAU) 443. Responsibility for the environmental site restoration of CNTA was transferred from the DOE Office of Environmental Management to LM on October 1, 2006. The environmental restoration process and corrective action strategy for CAU 443 are conducted in accordance with the Federal Facility Agreement and Consent Order entered into by DOE, the U.S. Department of Defense, and the State of Nevada. The corrective action strategy for the site includes proof-of-concept monitoring in support of site closure. This report summarizes investigation activities associated with CAU 443 that were conducted at the site from December 2009 through December 2010. It also represents the second year of the enhanced monitoring network and the 5-year proof-of-concept monitoring period that is intended to validate the compliance boundary

Production of renewable biofuels to displace fossil fuels currently consumed in the transportation sector is a pressing multiagency national priority (DOE/USDA/EERE). Currently, nearly all fuel ethanol is produced from corn-derived starch. Dedicated 'energy crops' and agricultural waste are preferred long-term solutions for renewable, cheap, and globally available biofuels as they avoid some of the market pressures and secondary greenhouse gas emission challenges currently facing corn ethanol. These sources of lignocellulosic biomass are converted to fermentable sugars using a variety of chemical and thermochemical pretreatments, which disrupt cellulose and lignin cross-links, allowing exogenously added recombinant microbial enzymes to more efficiently hydrolyze the cellulose for 'deconstruction' into glucose. This process is plagued with inefficiencies, primarily due to the recalcitrance of cellulosic biomass, mass transfer issues during deconstruction, and low activity of recombinant deconstruction enzymes. Costs are also high due to the requirement for enzymes and reagents, and energy-intensive cumbersome pretreatment steps. One potential solution to these problems is found in synthetic biology-engineered plants that self-produce a suite of cellulase enzymes. Deconstruction can then be integrated into a one-step process, thereby increasing efficiency (cellulose-cellulase mass-transfer rates) and reducing costs. Accelerated Stress Testing of Hydrocarbon-Based Encapsulants for Medium-Concentration CPV Applications

Concentrating photovoltaic (CPV) systems have great potential to reduce photovoltaic (PV) electricity costs because of the relatively low cost of optical components as compared to PV cells. A transparent polymeric material is used to optically couple the PV cell to optical components and is thus exposed to the concentrated light source at elevated temperatures. In this work polymeric encapsulant materials are positioned close to a Xenon arc lamp to expose them to ultraviolet radiation (UV) that is about 42 times as intense as sunlight. Furthermore, different glass types are used as filters to modify the spectral distribution of light in the UV range. A strong sensitivity of non-silicone-based encapsulants to light below ~350 nm is demonstrated. Of all the materials examined in this study, the polydimethyl silicone samples performed the best. The next best material was an ionomer which maintained optical transmission but became photo-oxidized where exposed to the atmosphere.

Accurate determination of Curium and Californium isotopic ratios by inductively coupled plasma quadrupole mass spectrometry (ICP-QMS) in 248Cm samples for transmutation studies

The French Atomic Energy Commission has carried out several experiments including the mini-INCA (INcineration of Actinides) project for the study of minor-actinide transmutation processes in high intensity thermal neutron fluxes, in view of proposing solutions to reduce the radiotoxicity of long-lived nuclear wastes. In this context, a Cm sample enriched in {sup 248}Cm ({approx}97 %) was irradiated in thermal neutron flux at the High Flux Reactor (HFR) of the Laue-Langevin Institute (ILL). This work describes a quadrupole ICP-MS (ICP-QMS) analytical procedure for precise and accurate isotopic composition determination of Cm before sample irradiation and of Cm and Cf after sample irradiation. The factors that affect the accuracy and reproducibility of isotopic ratio measurements by ICP-QMS, such as peak centre correction, detector dead time, mass bias, abundance sensitivity and hydrides formation, instrumental background, and memory blank were carefully evaluated and corrected. Uncertainties of the isotopic ratios, taking into account internal precision of isotope ratio measurements, peak tailing, and hydrides formations ranged from 0.3% to 1.3%. This uncertainties range is quite acceptable for the nuclear data to be used in transmutation studies.

Advances in process intensification through multifunctional reactor engineering.

A multifunctional reactor is a chemical engineering device that exploits enhanced heat and mass transfer to promote production of a desired chemical, combining more than one unit operation in a single system. The main component of the reactor system under study here is a vertical column containing packing material through which liquid(s) and gas flow cocurrently downward. Under certain conditions, a range of hydrodynamic regimes can be achieved within the column that can either enhance or inhibit a desired chemical reaction. To study such reactors in a controlled laboratory environment, two experimental facilities were constructed at Sandia National Laboratories. One experiment, referred to as the Two-Phase Experiment, operates with two phases (air and water). The second experiment, referred to as the Three-Phase Experiment, operates with three phases (immiscible organic liquid and aqueous liquid, and nitrogen). This report describes the motivation, design, construction, operational hazards, and operation of the both of these experiments. Data and conclusions are included.

Advances in Process Intensification through Multifunctional Reactor Engineering

This project was designed to advance the art of process intensification leading to a new generation of multifunctional chemical reactors utilizing pulse flow. Experimental testing was performed in order to fully characterize the hydrodynamic operating regimes associated with pulse flow for implementation in commercial applications. Sandia National Laboratories (SNL) operated a pilot-scale multifunctional reactor experiment for operation with and investigation of pulse flow operation. Validation-quality data sets of the fluid dynamics, heat and mass transfer, and chemical kinetics were acquired and shared with Chemical Research and Licensing (CR&L). Experiments in a two-phase air-water system examined the effects of bead diameter in the packing, and viscosity. Pressure signals were used to detect pulsing. Three-phase experiments used immiscible organic and aqueous liquids, and air or nitrogen as the gas phase. Hydrodynamic studies of flow regimes and holdup were performed for different types of packing, and mass transfer measurements were performed for a woven packing. These studies substantiated the improvements in mass transfer anticipated for pulse flow in multifunctional reactors for the acid-catalyzed C4 paraffin/olefin alkylation process. CR&L developed packings for this alkylation process, utilizing their alkylation process pilot facilities in Pasadena, TX. AFIP-6 Breach Assessment Report

Analysis of the AFIP-6 experiment is summarized in this report in order to determine the cause of gaseous fission product release observed during irradiation. During the irradiation, a series of small fission product releases were observed. In order to limit the potential for primary coolant contamination, the operating cycle was terminated and the AFIP-6 experiment was removed for examination. Both in-canal and post-irradiation examination revealed the presence of an unusually thick oxide layer and discrete surface blisters on the fuel plates. These blisters were the likely cause of fission product release. Subsequent detailed thermal hydraulic analysis of the experiment indicated that the combination of the high operating power and test vehicle configuration led to high nominal operating temperatures for the fuel plates. This elevated temperature led to accelerated surface corrosion and eventually spallation of the fuel plate cladding. The thermal insulating nature of this corrosion layer led to significantly elevated fuel meat temperatures that induced blistering. Analysis was performed to validate a corrosion rate model and criteria for onset of spallation type surface corrosion were determined.
