Final report and documentation for the security enabled programmable switch for protection of distributed internetworked computers LDRD.

An increasing number of corporate security policies make it desirable to push security closer to the desktop. It is not practical or feasible to place security and monitoring software on all computing devices (e.g. printers, personal digital assistants, copy machines, legacy hardware). We have begun to prototype a hardware and software architecture that will enforce security policies by pushing security functions closer to the end user, whether in the office or home, without interfering with users' desktop environments. We are developing a specialized programmable Ethernet network switch to achieve this. Embodied in this device is the ability to detect and mitigate network attacks that would otherwise disable or compromise the end user's computing nodes. We call this device a 'Secure Programmable Switch' (SPS). The SPS is designed with the ability to be securely reprogrammed in real time to counter rapidly evolving threats such as fast moving worms, etc. This ability to remotely update the functionality of the SPS protection device is cryptographically protected from subversion. With this concept, the user cannot turn off or fail to update virus scanning and personal firewall filtering in the SPS device as he/she could if implemented on the end host. The SPS concept also …

Final report : multicomponent forensic signature development : interactions with common textiles; mustard precursors and simulants.

2-Chloroethyl phenyl sulfide (CEPS), a surrogate compound of the chemical warfare agent sulfur mustard, was examined using thermal desorption coupled gas chromatography-mass spectrometry (TD/GC-MS) and multivariate analysis. This work describes a novel method of producing multiway data using a stepped thermal desorption. Various multivariate analysis schemes were employed to analyze the data. These methods may be able to discern different sources of CEPS. In addition, CEPS was applied to cotton, nylon, polyester, and silk swatches. These swatches were placed in controlled humidity chambers maintained at 23%, 56%, and 85% relative humidity. At regular intervals, samples were removed from each test swatch, and the samples analyzed using TD/GC-MS. The results were compared across fabric substrate and humidity.

Fiscal Year 2010 Phased Construction Completion Report for EU Z2-32 in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee

The Record of Decision for Soil, Buried Waste, and Subsurface Structure Actions in Zone 2, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORJO 1-2161 &D2) (Zone 2 ROD) acknowledged that most of the 800 acres in Zone 2 were contaminated, but that sufficient data to confirm the levels of contamination were lacking. The Zone 2 ROD further specified that a sampling strategy for filling the data gaps would be developed. The Remedial Design Report/Remedial Action Work Plan for Zone 2 Soils, Slabs, and Subsurface Structures, East Tennessee Technology Park, Oak Ridge, Tennessee (DOEIORIO 1 -2224&D3) (RDRJRAWP) defined the sampling strategy as the Dynamic Verification Strategy (DVS), generally following the approach used for characterization of the Zone I exposure units (EUs). The Zone 2 ROD divided the Zone 2 area into seven geographic areas and 44 EUs. To facilitate the data quality objectives (DQOs) of the DVS process, the RDR/RAWP regrouped the 44 EUs into 12 DQO scoping EU groups. These groups facilitated the DQO process by placing similar facilities and their support facilities together, which allowed identification of data gaps. The EU groups were no longer pertinent after DQO planning was completed and characterization was conducted as areas became accessible. …

FY09 assessment of mercury reduction at SNL/NM.

This assessment takes the result of the FY08 performance target baseline of mercury at Sandia National Laboratories/New Mexico, and records the steps taken in FY09 to collect additional data, encourage the voluntary reduction of mercury, and measure success. Elemental (metallic) mercury and all of its compounds are toxic, and exposure to excessive levels can permanently damage or fatally injure the brain and kidneys. Elemental mercury can also be absorbed through the skin and cause allergic reactions. Ingestion of inorganic mercury compounds can cause severe renal and gastrointestinal damage. Organic compounds of mercury such as methyl mercury, created when elemental mercury enters the environment, are considered the most toxic forms of the element. Exposures to very small amounts of these compounds can result in devastating neurological damage and death.1 SNL/NM is required to report annually on the site wide inventory of mercury for the Environmental Protection Agency's (EPA) Toxics Release Inventory (TRI) Program, as the site's inventory is excess of the ten pound reportable threshold quantity. In the fiscal year 2008 (FY08) Pollution Prevention Program Plan, Section 5.3 Reduction of Environmental Releases, a performance target stated was to establish a baseline of mercury, its principle uses, and annual quantity or inventory. …

GAS ANALYSES FROM HEADSPACE OF PLUTONIUM-BEARING MATERIALS CONTAINERS

The Savannah River National Laboratory (SRNL) 3013 destructive examination program performs surveillances on 3013 containers originating from multiple sites across the DOE complex. The bases for the packaging, storage, and surveillance activities are derived from the Department of Energy's 3013 Standard (DOE-STD-3013-2004). During destructive examination, headspace gas samples are obtained from the 3013 inner container and the annulus between the outer and inner containers. To characterize gas species, the samples are analyzed by gas chromatography (GC), direct-inlet mass spectrometry (DIMS), and Fourier-transform infrared spectroscopy (FTIR). The GC results, as well as other parameters, are utilized as input into the gas evaluation software tool (GEST) program for computation of pre-puncture gas compositions and pressures. Over 30 containers from the Hanford Site and the Rocky Flats Environmental Technology Site (RFETS) have been examined in the first three years of the surveillance program. Several containers were shown to have appreciable hydrogen content (some greater than 30 mol %), yet little or no oxygen was detected in any of the containers, including those exhibiting high hydrogen concentrations. High Temperature Electrolysis for Hydrogen Production from Nuclear Energy – TechnologySummary

The Department of Energy, Office of Nuclear Energy, has requested that a Hydrogen Technology Down-Selection be performed to identify the hydrogen production technology that has the best potential for timely commercial demonstration and for ultimate deployment with the Next Generation Nuclear Plant (NGNP). An Independent Review Team has been assembled to execute the down-selection. This report has been prepared to provide the members of the Independent Review Team with detailed background information on the High Temperature Electrolysis (HTE) process, hardware, and state of the art. The Idaho National Laboratory has been serving as the lead lab for HTE research and development under the Nuclear Hydrogen Initiative. The INL HTE program has included small-scale experiments, detailed computational modeling, system modeling, and technology demonstration. Aspects of all of these activities are included in this report. In terms of technology demonstration, the INL successfully completed a 1000-hour test of the HTE Integrated Laboratory Scale (ILS) technology demonstration experiment during the fall of 2008. The HTE ILS achieved a hydrogen production rate in excess of 5.7 Nm3/hr, with a power consumption of 18 kW.
