317/319 phytoremediation site monitoring report - 2003 growing season.

In 1999, Argonne National Laboratory-East (ANL-E) designed and installed a series of engineered plantings consisting of a vegetative cover system and approximately 800 hybrid poplars and willows rooting at various predetermined depths. The plants were installed using various methods including Applied Natural Science's TreeWell{reg_sign} system. The goal of the installation was to protect downgradient surface and groundwater by hydraulic control of the contaminated plume by intercepting the contaminated groundwater with the tree roots, removing moisture from the upgradient soil area, reducing water infiltration, preventing soil erosion, degrading and/or transpiring the residual volatile organic compounds (VOCs), and removing tritium from the subsoil and groundwater. This report presents the results of the monitoring activities conducted by Argonne's Energy Systems Division (ES) in the growing season of 2003. ES was tasked with the biomonitoring of the plantation to determine contaminant uptake and groundwater contact. VOCs were found in plant tissue both at the French Drain and the Hydraulic Control locations in varying concentrations, and tritium levels in transpirate was found to continue a trend of higher concentrations compared to the background in the ANL-E area.

Russia's then-Premier Vladimir Putin ordered military, police, and security forces to enter the breakaway Chechnya region in September 1999, and these forces occupied most of the region by early 2000. The conflict has resulted in thousands of military and civilian casualties and the massive destruction of housing and infrastructure. Putin's rise to power and continuing popularity have been tied at least partly to his perceived ability to prosecute this conflict successfully. This report details the background on the conflict in the region, elections and peace-making, and related material over the Russian-Chechnyan conflict.

The BTeV Software Tutorial Suite (open access)

The BTeV Software Tutorial Suite

The BTeV Collaboration is starting to develop its C++ based offline software suite, an integral part of which is a series of tutorials. These tutorials are targeted at a diverse audience, including new graduate students, experienced physicists with little or no C++ experience, those with just enough C++ to be dangerous, and experts who need only an overview of the available tools. The tutorials must both teach C++ in general and the BTeV specific tools in particular. Finally, they must teach physicists how to find and use the detailed documentation. This report will review the status of the BTeV experiment, give an overview of the plans for and the state of the software and will then describe the plans for the tutorial suite.

Chandra Low Energy Transmission Grating Spectrum of SS Cygni in Outburst

We have fitted the Chandra Low Energy Transmission Grating spectrum of SS Cygni in outburst with a single temperature blackbody suffering the photoelectric opacity of a neutral column density and the scattering opacity of an outflowing wind. We find that this simple model is capable of reproducing the essential features of the observed spectrum with the blackbody temperature T{sub bl} {approx} 250{+-}50 kK, hydrogen column density N{sub H} {approx} 5.0{sup +2.9}{sub -1.5}x10{sup 19} cm{sup -2}, fractional emitting area f {approx} 5.6{sup +60}{sub -4.5} x10{sup -3}, boundary layer luminosity Lbl {approx} 5{sup +18}{sub -3} x10{sup 33} erg s{sup -1}, wind velocity v {approx} 2500 km s{sup -1}, wind mass-loss rate w {approx} 1.1x10{sup 16} g s{sup -1}, and arbitrary values of the wind ionization fractions of 20 ions of O, Ne,Mg, Si, S, and Fe. Given that in outburst the accretion disk luminosity L{sub disk} {approx}1x10{sup 35} erg s{sup -1}, L{sub bl}/L{sub disk} {approx} 0.05{sup +0.18}{sub -0.03}, which can be explained if the white dwarf (or an equatorial belt thereon) is rotating with an angular velocity {Omega}{sub wd} {approx} 0.7{sup +0.1}{sub -0.2}Hz, hence V{sub rot}sini {approx} 2300 km s{sup -1}.

DHS Workshop -- Homeland Security: New Challenges for Decision Making Under Uncertainty

A workshop addressing the decision-making challenges confronted by the United States Department of Homeland Security (DHS) in the face of large uncertainties, complex value systems, and multiple stakeholders was held November 13-14, 2003, in Washington, D.C. Forty-six participants drawn from the DHS, other government agencies, universities, national laboratories, and the private sector attended the workshop. The goals were: (1) to develop a common understanding of the range of decisions DHS program elements must make; (2) to review selected examples of decision processes and approaches used by other organizations for similarly complex problems; and (3) to recommend steps DHS can take to ensure high quality decision making. The workshop brought together diverse perspectives on decision making in the context of complex risks. Participants included those who must make decisions affecting homeland security, those who have faced risky decisions in other domains, and those who have developed theoretical and practical approaches to high quality decision-making. The workshop was sponsored by the Science & Technology (S&T) Directorate, but was intended to address issues of concern to the three DHS operating directorates as well as S&T. Efficient Web Change Monitoring with Page Digest

The Internet and the World Wide Web have enabled a publishing explosion of useful online information, which has produced the unfortunate side effect of information overload: it is increasingly difficult for individuals to keep abreast of fresh information. In this paper we describe an approach for building a system for efficiently monitoring changes to Web documents. This paper has three main contributions. First, we present a coherent framework that captures different characteristics of Web documents. The system uses the Page Digest encoding to provide a comprehensive monitoring system for content, structure, and other interesting properties of Web documents. Second, the Page Digest encoding enables improved performance for individual page monitors through mechanisms such as short-circuit evaluation, linear time algorithms for document and structure similarity, and data size reduction. Finally, we develop a collection of sentinel grouping techniques based on the Page Digest encoding to reduce redundant processing in large-scale monitoring systems by grouping similar monitoring requests together. We examine how effective these techniques are over a wide range of parameters and have seen an order of magnitude speed up over existing Web-based information monitoring systems.

Correspondence issued by the General Accounting Office with an abstract that begins "In 2002, Congress learned that the Palestinian Authority had collected $6.8 million in taxes on U.S. humanitarian assistance meant for the people of the West Bank and Gaza and subsequently learned that some other foreign governments were also taxing U.S. assistance. U.S. Agency for International Development (USAID) officials estimate that at least several million dollars in taxes are collected annually on U.S. assistance programs, although some of this amount is reimbursed by recipient governments. This situation raised concerns in Congress that U.S. assistance funds for programs to help developing country populations were instead being diverted to the treasuries of foreign governments. In response to these concerns, Congress included a prohibition against such taxation in its Consolidated Appropriations Resolution for fiscal year 2003, and provided for a 200 percent penalty for taxes levied but not reimbursed. This legislation defines "taxes" and "taxation" as value added taxes (VAT) and customs duties imposed on commodities financed with U.S. assistance for programs for which funds are appropriated by the act. High-resolution crystal spectrometer for the 10-60 (angstrom) EUV region

A vacuum crystal spectrometer with nominal resolving power approaching 1000 is described for measuring emission lines with wavelength in the extreme ultraviolet region up to 60 Angstroms. The instrument utilizes a flat octadecyl hydrogen maleate (OHM) crystal and a thin-window 1-D position-sensitive gas proportional detector. This detector employs a 1 {micro}m-thick 100 x8 mm{sup 2} aluminized polyimide window and operates at one atmosphere pressure. The spectrometer has been implemented on the Livermore electron beam ion traps. The performance of the instrument is illustrated in measurements of the newly discovered magnetic field-sensitive line in Ar{sup 8+}.
