Development of ultrafiltration and inorganic adsorbents for reducing volumes of low-level and intermediate-level liquid waste: July--September 1977

The ultrafiltration (UF) pilot system is being evaluated at Mound Facility. The effect of pressure drop, temperature, and pH of the feed on system performance has been studied. The system has been run through a number of cleaning cycles including tap water flush, enzyme soak, detergent wash, and citric acid/oxalic acid wash. A continuous run was started on waste from the Waste Processing Facility; about 11,500 gal has been processed. Studies to determine the effect of (..cap alpha.., ..beta.., and ..gamma..) radiation on membrane characteristics were initiated. The small laboratory column tests were completed. Isotherms were run on several inorganic adsorbents, including titanium phosphate and sodium titanate. Tests were continued on the Engineering Test Ion Exchange System. Waste solution from the Waste Processing Facility spiked with plutonium-238 and ultrafiltration product spiked with uranium-233 were used as feeds. 6 tables, 1 figure.

Conceptual design study FY 1981: synfuels from fusion - using the tandem mirror reactor and a thermochemical cycle to produce hydrogen

This report represents the second year's effort of a scoping and conceptual design study being conducted for the express purpose of evaluating the engineering potential of producing hydrogen by thermochemical cycles using a tandem mirror fusion driver. The hydrogen thus produced may then be used as a feedstock to produce fuels such as methane, methanol, or gasoline. The main objective of this second year's study has been to obtain some approximate cost figures for hydrogen production through a conceptual design study.

Storm Water Pollution: Information Needed on the Implications of Permitting Oil and Gas Construction Activities

A letter report issued by the Government Accountability Office with an abstract that begins "To prevent pollutants from entering storm water runoff, the Clean Water Act's National Pollutant Discharge Elimination System Storm Water Program requires controls for construction activities that disturb land. Phase I of this program requires permitting for construction activities that disturb 5 acres or more, while Phase II requires permitting for activities disturbing between 1 and 5 acres. The Environmental Protection Agency (EPA) extended the Phase II compliance date for discharges associated with oil and gas construction activities until March 2005 to analyze the impact of Phase II on the oil and gas industry. GAO was asked to provide information about oil and gas construction activities--such as well drilling and pipeline construction--affected by Phase I and likely to be affected by Phase II, as well as Phase II's financial and environmental implications."

Tactical Aircraft: Modernization Plans Will Not Reduce Average Age of Aircraft

A briefing report issued by the General Accounting Office with an abstract that begins "As the Department of Defense (DOD) enters the 21st century, the average ages of its weapon systems and equipment are increasing, primarily because DOD has not routinely replaced items bought during the Cold War. According to DOD officials, the aging of weapon systems and equipment reduce readiness. To keep pace with the maintenance required for aging systems and equipment, the military services have diverted funds from modernization accounts to operating and support accounts. DOD faces major challenges as it continues to implement its current tactical aircraft modernization plans. The Navy and the Air Force will be inable to procure enough new tactical aircraft to reduce the average age of tactical aircraft. During the next 11 years, the average age will continue to increase, especially in the Air Force. The upcoming Quadrennial Defense Review provides an opportunity to assess whether the issue of aging requires concerted attention."

A letter report issued by the General Accounting Office with an abstract that begins "Terrorist attacks and espionage cases have heightened national security concerns and highlighted the need for a timely, high-quality personnel security clearance process. However, GAO's past work found that the Department of Defense (DOD) had a clearance backlog and other problems with its process. GAO was asked to address: (1) What is the size of DOD's security clearance backlog, and how accurately is DOD able to estimate its size? (2) What factors impede DOD's ability to eliminate the backlog and accurately determine its size? (3) What are the potential adverse effects of those impediments to eliminating DOD's backlog and accurately estimating the backlog's size? GAO was also asked to determine the status of the congressionally authorized transfer of Defense Security Service (DSS) investigative functions and personnel to the Office of Personnel Management (OPM)."

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1998, the Federal Communications Commission's (FCC) E-rate program has committed more than $13 billion to help schools and libraries acquire Internet and telecommunications services. Recently, however, allegations of fraud, waste, and abuse by some E-rate program participants have come to light. As steward of the program, FCC must ensure that participants use E-rate funds appropriately and that there is managerial and financial accountability surrounding the funds. GAO reviewed (1) the effect of the current structure of the E-rate program on FCC's management of the program, (2) FCC's development and use of E-rate performance goals and measures, and (3) the effectiveness of FCC's oversight mechanisms in managing the program."

Preparing the Alcator C bolometer system for use on MTX (Microwave Tokamak Experiment)

The Alcator C bolometer array has been modified to be compatible with electron cyclotron heating on the Microwave Tokamak Experiment. Fine wire mesh screens are mounted on the front of the bolometer collimator tubes to attenuate microwave heating of the bolometers. Structural changes eliminate openings in the seams of the bolometer housing, which represent pathways for microwaves to enter the system. This paper outlines the operational principles of the bolometer system, discusses the measured and predicted performance characteristics of the bolometer array, and includes a concise guide to the operation of the bolometer controller. 5 refs., 5 figs., 1 tab.

On CO2 Behavior in the Subsurface, Following Leakage from a Geologic Storage Reservoir

The amounts of CO2 that would need to be injected intogeologic storage reservoirs to achieve a significant reduction ofatmospheric emissions are very large. A 1000 MWe coal-fired power plantemits approximately 30,000 tonnes of CO2 per day, 10 Mt per year(Hitchon, 1996). When injected underground over a typical lifetime of 30years of such a plant, the CO2 plume may occupy a large area of order 100km2 or more, and fluid pressure increase in excess of 1 bar(corresponding to 10 m water head) may extend over an area of more than2,500 km2 (Pruess, et al., 2003). The large areal extent expected for CO2plumes makes it likely that caprock imperfections will be encountered,such as fault zones or fractures, which may allow some CO2 to escape fromthe primary storage reservoir. Under most subsurface conditions oftemperature and pressure, CO2 is buoyant relative to groundwaters. If(sub-)vertical pathways are available, CO2 will tend to flow upward and,depending on geologic conditions, may eventually reach potablegroundwater aquifers or even the land surface. Leakage of CO2 could alsooccur along wellbores, including pre-existing and improperly abandonedwells, or wells drilled in connection with the CO2 storage operations.The pressure increases accompanying CO2 injection will give rise tochanges in effective stress that could cause …

Biaxial Creep Specimen Fabrication

This report documents the results of the weld development and abbreviated weld qualification efforts performed by Pacific Northwest National Laboratory (PNNL) for refractory metal and superalloy biaxial creep specimens. Biaxial creep specimens were to be assembled, electron beam welded, laser-seal welded, and pressurized at PNNL for both in-pile (JOYO reactor, O-arai, Japan) and out-of-pile creep testing. The objective of this test campaign was to evaluate the creep behavior of primary cladding and structural alloys under consideration for the Prometheus space reactor. PNNL successfully developed electron beam weld parameters for six of these materials prior to the termination of the Naval Reactors program effort to deliver a space reactor for Project Prometheus. These materials were FS-85, ASTAR-811C, T-111, Alloy 617, Haynes 230, and Nirnonic PE16. Early termination of the NR space program precluded the development of laser welding parameters for post-pressurization seal weldments.

Overview of an Urban Canopy Parameterization in COAMPS

The Coupled Atmosphere/Ocean Mesoscale Prediction System (COAMPS) model (Hodur, 1997) was developed at the Naval Research Laboratory. COAMPS has been used at resolutions as small as 2 km to study the role of complex topography in generating mesoscale circulation (Doyle, 1997). The model has been adapted for use in the Atmospheric Science Division at LLNL for both research and operational use. The model is a fully, non-hydrostatic model with several options for turbulence parameterization, cloud processes and radiative transfer. We have recently modified the COAMPS code to include building and other urban surfaces effects in the mesoscale model by incorporating an urban canopy parameterization (UCP) (Chin et al., 2005). This UCP is a modification of the original parameterization of (Brown and Williams, 1998), based on Yamada's (1982) forest canopy parameterization and includes modification of the TKE and mean momentum equations, modification of radiative transfer, and an anthropogenic heat source. COAMPS is parallelized for both shared memory (OpenMP) and distributed memory (MPI) architecture.

Cleanup Verification Package for the 600-259 Waste Site

This cleanup verification package documents completion of remedial action for the 600-259 waste site. The site was the former site of the Special Waste Form Lysimeter, consisting of commercial reactor isotope waste forms in contact with soils within engineered caissons, and was used by Pacific Northwest National Laboratory to collect data regarding leaching behavior for target analytes. A Grout Waste Test Facility also operated at the site, designed to test leaching rates of grout-solidified low-level radioactive waste.

NSLS infra-red beam line (U3) conceptual design report

We describe the conceptual design of an infrared (I-R) beam line on the vacuum-ultra-violet storage ring of the National Synchrotron Light Source. The beam line forms part of the Phase II expansion of the NSLS. Consistent with the implementation of the current design is the extraction of hitherto wasted radiation and the establishment of a mezzanine floor or platform to make full use of the available headroom. This means that the I-R beam line, once established, does not interfere with any existing operations on the VUV floor.

This report has two parts to it discussing mineralogical examination of pitchblende concentrates and nitric acid digest residues. Part I gives the results of a cursory examination with the petrographic microscope of samples of pitchblende concentrates and residues to see if there is a relationship between the mineral composition of the samples and the filterability of the residue. Part II gives a revaluation of the data in Report BMI-241 on the mineral composition of two residues from the nitric acid digestion of pitchblende concentrates at the Rallinckrodt Chemical Works.

Computer aided surface representation

The central research problem of this project is the effective representation and display of surfaces, interpolating to given information, in three or more dimensions. In a typical problem, we wish to create a surface from some discrete information. If this information is itself on another surface, the problem is to determine a surface defined on a surface,'' which is discussed below. Often, properties of an already constructed surface are desired: such geometry processing'' is described below. The Summary of Proposed Research from our original proposal describes the aims of this research project. This Summary and the Table of Contents from the original proposal are enclosed as an Appendix to this Progress Report. The broad sweep from constructive mathematics through algorithms and computer graphics displays is utilized in the research. The wide range of activity, directed in both theory and applications, makes this project unique. Last month in the first Ardent Titan delivered in the State of Arizona came to our group, funded by the DOE and Arizona State University. Although the Titan is a commercial product, its newness requires our close collaboration with Ardent to maximize results. Concepts were evaluated for the storage of unreprocessed spent fuel in a retrievable surface storage facility. This document provides a systematic format for making a concept selection from the seven alternative concepts presented in RHO-LD-2. Results of the evaluation was that the Drywell concept was rated highest with the Water Basin Concept and the Sealed Storage Cask concept with multiple canisters of SURF coming in a close second and third.
