As a subcontractor to General Motors (GM), Ames Laboratory provided the technical expertise and supplied experimental materials needed to assess the technology of high energy bonded permanent magnets that are injection or compression molded for use in the Advanced Electric Traction System motor. This support was a sustained (Phase 1: 6/07 to 3/08) engineering effort that builds on the research achievements of the primary FreedomCAR project at Ames Laboratory on development of high temperature magnet alloy particulate in both flake and spherical powder forms. Ames Lab also provide guidance and direction in selection of magnet materials and supported the fabrication of experimental magnet materials for development of injection molding and magnetization processes by Arnold Magnetics, another project partner. The work with Arnold Magnetics involved a close collaboration on particulate material design and processing to achieve enhanced particulate properties and magnetic performance in the resulting bonded magnets. The overall project direction was provided by GM Program Management and two design reviews were held at GM-ATC in Torrance, CA. Groundwater contaminated with hexavalent chromium, strontium-90, and uranium discharges into the Columbia River along approximately 16 km (10 mi) of the shoreline. Various treatment systems have and will continue to be implemented to eliminate the impact of Hanford Site contamination to the river. To optimize the various remediation strategies, it is important to understand interactions between groundwater and the surface water of the Columbia River. An automated system to record water levels in aquifer sampling tubes installed in the hyporheic zone was designed and tested to (1) gain a more complete understanding of groundwater/river water interactions based on gaining and losing conditions ofthe Columbia River, (2) record and interpret data for consistent and defensible groundwater/surface water conceptual models that may be used to better predict subsurface contaminant fate and transport, and (3) evaluate the hydrodynamic influence of extraction wells in an expanded pump-and-treat system to optimize the treatment system. A system to measure water levels in small-diameter aquifer tubes was designed and tested in the laboratory and field. Policymakers have been discussing the potential for shifting some freight traffic from roads to river and coastal waterways as a means of mitigating highway congestion. While waterways carry substantial amounts of bulk commodities (e.g., grain and coal), seldom are they used to transport containerized cargo (typically finished goods and manufactured parts) between points within the contiguous United States. This report examines the viability of such a shift, from legislative and economic standpoints.

A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2009, the child support enforcement (CSE) program collected about $26 billion in child support payments from noncustodial parents on behalf of more than 17 million children. The CSE program is run by states and overseen by the Department of Health and Human Services (HHS). States receive federal performance incentive payments and a federal match on both state CSE funds and, except for fiscal year 2008, on the incentive payments, which must be reinvested into the program. The Deficit Reduction Act of 2005 (DRA) eliminated this incentive match beginning in 2008, but the American Recovery and Reinvestment Act of 2009 temporarily reinstated it for 2 years. DRA also gave states the option to give more child support collections to families receiving public assistance--the "family first" policy--rather than using it to reimburse government public assistance costs. GAO examined (1) how CSE collections and caseloads have changed in recent years, (2) how states have responded to federal funding changes, and (3) how states have responded to DRA's "family first" policy options. After over two decades of staggering economic growth and soaring energy demand, China has started taking serious actions to reduce its economic energy and carbon intensity by setting short and medium-term intensity reduction targets, renewable generation targets and various supporting policies and programs. In better understanding how further policies and actions can be taken to shape China's future energy and emissions trajectory, it is important to first identify where the largest opportunities for efficiency gains and emission reduction lie from sectoral and end-use perspectives. Besides contextualizing China's progress towards reaching the highest possible efficiency levels through the adoption of the most advanced technologies from a bottom-up perspective, the actual economic costs and benefits of adopting efficiency measures are also assessed in this study. This study presents two modeling methodologies that evaluate both the technical and economic potential of raising China's efficiency levels to the technical maximum across sectors and the subsequent carbon and energy emission implications through 2030. The technical savings potential by efficiency measure and remaining gap for improvements are identified by comparing a reference scenario in which China continues the current pace of with a Max Tech scenario in which the highest technically feasible efficiencies and advanced technologies …

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on contractors to perform myriad functions, which can offer benefits and flexibility for DOD. GAO's work has shown that reliance on contractors to support core missions, however, can place the government at risk of transferring government responsibilities to contractors. In April 2009, the Secretary of Defense announced his intent to reduce the department's reliance on contractors. In 2008, Congress required DOD to compile and review an annual inventory of the number of contractor employees working under service contracts and the functions and activities they performed. The fiscal year 2010 National Defense Authorization Act directed GAO to report annually on these inventories. GAO assessed (1) the approaches used to compile the fiscal year 2009 inventories and how the approaches have changed, and (2) how the inventories have been reviewed and used to inform workforce decisions. GAO reviewed guidance; compared the approaches used to develop the fiscal year 2008 and 2009 inventories; and interviewed acquisition and manpower officials from DOD, the military departments, and selected defense components."

We describe a low-temperature sample probe for the electrical detection of magnetic resonance in a resonant W-band (94 GHz) microwave cavity. The advantages of this approach are demonstrated by experiments on silicon field-effect transistors. A comparison with conventional low-frequency measurements at X-band (9.7 GHz) on the same devices reveals an up to 100-fold enhancement of the signal intensity. In addition, resonance lines that are unresolved at X-band are clearly separated in the W-band measurements. Electrically detected magnetic resonance at high magnetic fields and high microwave frequencies is therefore a very sensitive technique for studying electron spins with an enhanced spectral resolution and sensitivity.

A letter report issued by the Government Accountability Office with an abstract that begins "The Food and Drug Administration (FDA) oversees federal requirements to prohibit false or misleading food labels; the Federal Trade Commission enforces the prohibition against false or misleading advertising. By statute, health claims on food labels must have significant scientific agreement, but in 2002, in response to a court decision, FDA decided to allow qualified health claims with less scientific support. Structure/function claims refer to a food's effect on body structure or function and are also used on food. Congress directed GAO to study FDA's implementation of qualified health claims for food. GAO examined (1) the results of FDA's efforts to allow the use of qualified health claims and oversight of these claims and (2) consumers' understanding of the claims. GAO also examined FDA's oversight of structure/function claims. GAO reviewed FDA documents and consumer studies and interviewed stakeholders from health, medical, industry, and consumer groups."

Funeral program for Mr. Larry Darnell Cunningham, born October 9, 1952 and died January 6, 2011. The funeral was held January 14, 2011 at Calvary Baptist Church, officiated by Rev. Kevin L. Nelson. Funeral arrangements were made through Cater-Taylor-Williams Mortuary and he was buried in Ft. Sam Houston National Cemetery near San Antonio, Texas.

Historic boreholes confirmed the presence of nitrate and radionuclide contaminants at various intervals throughout a more than 60 m (200 ft) thick vadose zone, and a 2010 electrical resistivity survey mapped the known contamination and indicated areas of similar contaminants, both laterally and at depth; therefore, electrical resistivity mapping can be used to more accurately locate characterization boreholes. At the Hanford Nuclear Reservation in eastern Washington, production of uranium and plutonium resulted in the planned release of large quantities of contaminated wastewater to unlined excavations (cribs). From 1952 until 1960, the 216-U-8 Crib received approximately 379,000,000 L (100,000,000 gal) of wastewater containing 25,500 kg (56,218 lb) uranium; 1,029,000 kg (1,013 tons) of nitrate; 2.7 Ci of technetium-99; and other fission products including strontium-90 and cesium-137. The 216-U-8 Crib reportedly holds the largest inventory of waste uranium of any crib on the Hanford Site. Electrical resistivity is a geophysical technique capable of identifying contrasting physical properties; specifically, electrically conductive material, relative to resistive native soil, can be mapped in the subsurface. At the 216-U-8 Crib, high nitrate concentrations (from the release of nitric acid [HNO{sub 3}] and associated uranium and other fission products) were detected in 1994 and 2004 boreholes at …
