In this 2003 update for the new 108th Congress, GAO presents the status of high-risk areas included in our last report made in January 2001 and identifies new high-risk areas warranting attention by the Congress and the administration. Habitat Evaluation Procedures (HEP) Report; Iskuulpa Wildlife Mitigation and Watershed Project, Technical Report 1998-2003.

U.S. Fish and Wildlife Service (USFWS) Habitat Evaluation Procedures (HEP) were used to determine the number of habitat units credited to evaluate lands acquired and leased in Eskuulpa Watershed, a Confederated Tribes of the Umatilla Indian Reservation watershed and wildlife mitigation project. The project is designed to partially credit habitat losses incurred by BPA for the construction of the John Day and McNary hydroelectric facilities on the Columbia River. Upland and riparian forest, upland and riparian shrub, and grasslands cover types were included in the evaluation. Indicator species included downy woodpecker (Picuides puhescens), black-capped chickadee (Pams atricopillus), blue grouse (Beadragapus obscurus), great blue heron (Ardea herodias), yellow warbler (Dendroica petschia), mink (Mustela vison), and Western meadowlark (Sturnello neglects). Habitat surveys were conducted in 1998 and 1999 in accordance with published HEP protocols and included 55,500 feet of transects, 678 m2 plots, and 243 one-tenth-acre plots. Between 123.9 and f 0,794.4 acres were evaluated for each indicator species. Derived habitat suitability indices were multiplied by corresponding cover-type acreages to determine the number of habitat units for each species. Thermal-neutron capture for A=36-44

The prompt gamma-ray data of thermal- neutron captures fornuclear mass number A=26-35 had been evaluated and published in "ATOMICDATA AND NUCLEAR DATA TABLES, 26, 511 (1981)". Since that time the manyexperimental data of the thermal-neutron captures have been measured andpublished. The update of the evaluated prompt gamma-ray data is verynecessary for use in PGAA of high-resolution analytical prompt gamma-rayspectroscopy. Besides, the evaluation is also very needed in theEvaluated Nuclear Structure Data File, ENSDF, because there are no promptgamma-ray data in ENSDF. The levels, prompt gamma-rays and decay schemesof thermal-neutron captures fornuclides (26Mg, 27Al, 28Si, 29Si, 30Si,31P, 32S, 33S, 34S, and 35Cl) with nuclear mass number A=26-35 have beenevaluated on the basis of all experimental data. The normalizationfactors, from which absolute prompt gamma-ray intensity can be obtained,and necessary comments are given in the text. The ENSDF format has beenadopted in this evaluation. The physical check (intensity balance andenergy balance) of evaluated thermal-neutron capture data has been done.The evaluated data have been put into Evaluated Nuclear Structure DataFile, ENSDF. This evaluation may be considered as an update of the promptgamma-ray from thermal-neutron capture data tables as published in"ATOMIC DATA AND NUCLEAR DATA TABLES, 26, 511 (1981)".

Welcome to the Proceedings of the fourth in a series of agent simulation conferences cosponsored by Argonne National Laboratory and The University of Chicago. Agent 2003 is the second conference in which three Special Interest Groups from the North American Association for Computational Social and Organizational Science (NAACSOS) have been involved in planning the program--Computational Social Theory; Simulation Applications; and Methods, Toolkits and Techniques. The theme of Agent 2003, Challenges in Social Simulation, is especially relevant, as there seems to be no shortage of such challenges. Agent simulation has been applied with increasing frequency to social domains for several decades, and its promise is clear and increasingly visible. Like any nascent scientific methodology, however, it faces a number of problems or issues that must be addressed in order to progress. These challenges include: (1) Validating models relative to the social settings they are designed to represent; (2) Developing agents and interactions simple enough to understand but sufficiently complex to do justice to the social processes of interest; (3) Bridging the gap between empirically spare artificial societies and naturally occurring social phenomena; (4) Building multi-level models that span processes across domains; (5) Promoting a dialog among theoretical, qualitative, and empirical social …

The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the U.S. Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA uses a relatively standard Windows graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment appliances, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. Weatherization retrofit measures are evaluated based on the predicted energy savings after installation of the measure, the measure cost, and the measure life. Finally, MHEA recommends retrofit measures that are energy and cost effective for the particular home being evaluated. Weldability of High Alloys

The purpose of this study was to investigate the effect of silicon and iron on the weldability of HAYNES HR-160{reg_sign} alloy. HR-I60 alloy is a solid solution strengthened Ni-Co-Cr-Si alloy. The alloy is designed to resist corrosion in sulfidizing and other aggressive high temperature environments. Silicon is added ({approx}2.75%) to promote the formation of a protective oxide scale in environments with low oxygen activity. HR-160 alloy has found applications in waste incinerators, calciners, pulp and paper recovery boilers, coal gasification systems, and fluidized bed combustion systems. HR-160 alloy has been successfully used in a wide range of welded applications. However, the alloy can be susceptible to solidification cracking under conditions of severe restraint. A previous study by DuPont, et al. [1] showed that silicon promoted solidification cracking in the commercial alloy. In earlier work conducted at Haynes, and also from published work by DuPont et al., it was recognized that silicon segregates to the terminal liquid, creating low melting point liquid films on solidification grain boundaries. Solidification cracking has been encountered when using the alloy as a weld overlay on steel, and when joining HR-160 plate in a thickness greater than19 millimeters (0.75 inches) with matching filler metal. High Performance Computing CFRD -- Final Technial Report

The Bechtel Waste Treatment Project (WTP), located in Richland, WA, is comprised of many processes containing complex physics. Accurate analyses of the underlying physics of these processes is needed to reduce the amount of added costs during and after construction that are due to unknown process behavior. The WTP will have tight operating margins in order to complete the treatment of the waste on schedule. The combination of tight operating constraints coupled with complex physical processes requires analysis methods that are more accurate than traditional approaches. This study is focused specifically on multidimensional computer aided solutions. There are many skills and tools required to solve engineering problems. Many physical processes are governed by nonlinear partial differential equations. These governing equations have few, if any, closed form solutions. Past and present solution methods require assumptions to reduce these equations to solvable forms. Computational methods take the governing equations and solve them directly on a computational grid. This ability to approach the equations in their exact form reduces the number of assumptions that must be made. Molten Hydroxide Trapping Process for Radioiodine

A molten hydroxide trapping process has been considered for removing radioiodine species from off-gas streams whereby iodine is reacted directly with molten hydroxides such as NaOH or KOH. The resulting product is the corresponding iodide, which can be separated by simple cooling of the molten mixture to grow the iodide primary phase once the mixture reaches 70-80 mol% in the iodide component. Thermodynamic analysis indicates that such a chemical process is highly favorable. Experimental testing of the trapping process using molecular iodine showed trapping of up to 96% of the volatile iodine. The trapping efficiency was dependent on operational parameters such as temperature and gas-melt contact efficiency, and higher efficiencies are expected as the process is further developed. While an iodide phase could be effectively isolated by slow cooling of a molten iodide-hydroxide mixture, the persistent appearance of hydroxide indicated that an appreciable solubility of hydroxide occurred in the iodide phase.

Program Evaluation - Automotive Lightweighting Materials Program Research and Development Projects Assessment of Benefits - Case Studies No. 2

This report is the second of a series of studies to evaluate research and development (R&D) projects funded by the Automotive Lightweighting Materials (ALM) Program of the Office of Advanced Automotive Technologies (OAAT) of the U.S. Department of Energy (DOE). The objectives of the program evaluation are to assess short-run outputs and long-run outcomes that may be attributable to the ALM R&D projects. The ALM program focuses on the development and validation of advanced technologies that significantly reduce automotive vehicle body and chassis weight without compromising other attributes such as safety, performance, recyclability, and cost. Funded projects range from fundamental materials science research to applied research in production environments. Collaborators on these projects include national laboratories, universities, and private sector firms, such as leading automobile manufacturers and their suppliers. Three ALM R&D projects were chosen for this evaluation: Design and Product Optimization for Cast Light Metals, Durability of Lightweight Composite Structures, and Rapid Tooling for Functional Prototyping of Metal Mold Processes. These projects were chosen because they have already been completed.
