Denver Federal Center Saves Energy, Forges Partnerships Through Super ESPC. Federal Energy Management Program (FEMP) ESPC Case Study

The General Services Administration is not just replacing aging heating and cooling equipment and reducing maintenance costs at the 670-acre Denver Federal Center (DFC). The GSA is also helping the government save about $450,000 in annual energy costs, conserve nearly 11 million gallons of water per year, and reduce annual carbon dioxide emissions by 15.9 million pounds, all by making use of the Department of Energy's Super Energy Savings Performance Contracts (Super ESPCs) at the DFC. Under these contracts, an energy services provider pays the up-front project costs and is then repaid over the contracts term out of the resulting energy cost savings. This two-page case study, prepared by NREL for the DOE Federal Energy Management Program (FEMP), demonstrates how the GSA forged new project partnerships, improved the DFCs boiler plant, and acquired efficient new chillers, motors, controls, and lighting by placing two delivery orders for this work under FEMPs Central Region Super ESPC.

Development of a Waste Treatment Process to Deactivate Reactive Uranium Metal and Produce a Stable Waste Form

This paper highlights the results of initial investigations conducted to support the development of an integrated treatment process to convert pyrophoric metallic uranium wastes to a non-pyrophoric waste that is acceptable for land disposal. Several dissolution systems were evaluated to determine their suitability to dissolve uranium metal and that yield a final waste form containing uranium specie(s) amenable to precipitation, stabilization, adsorption, or ion exchange. During initial studies, one gram aliquots of uranium metal or the uranium alloy U-2%Mo were treated with 5 to 60 mL of selected reagents. Treatment systems screened included acids, acid mixtures, and bases with and without addition of oxidants. Reagents used included hydrochloric, sulfuric, nitric, and phosphoric acids, sodium hypochlorite, sodium hydroxide and hydrogen peroxide. Complete dissolution of the uranium turnings was achieved with the H{sub 3}PO{sub 4}/HCI system at room temperature within minutes. The sodium hydroxide/hydrogen peroxide, and sodium hypochlorite systems achieved complete dissolution but required elevated temperatures and longer reaction times. A ranking system based on criteria, such as corrosiveness, temperature, dissolution time, off-gas type and amount, and liquid to solid ratio, was designed to determine the treatment systems that should be developed further for a full-scale process. Observations of global temperature records seem to show less warming than predictions of global warming brought on by increasing concentrations of CO{sub 2} and other greenhouse gases. One of the reasonable explanations for this apparent inconsistency is that the increasing concentrations of anthropogenic aerosols may be partially counteracting the effects of greenhouse gases. Aerosols can scatter or absorb the solar radiation, directly change the planetary albedo. Aerosols, unlike CO{sub 2}, may also have a significant indirect effect by serving as cloud condensation nuclei (CCN). Increases in CCN can result in clouds with more but smaller droplets, enhancing the reflection of solar radiation. Aerosol direct and indirect effects are a strong function of the distributions of all aerosol types and the size distribution of the aerosol in question. However, the large spatial and temporal variabilities in the concentration, chemical characteristics, and size distribution of aerosols have made it difficult to assess the magnitude of aerosol effects on atmospheric radiation. These variabilities in aerosol characteristics as well as their effects on clouds are the leading sources of uncertainty in predicting future climate variation. How to Relate Complex DNA Repair Genotypes to Pathway Function and, Ultimately, Health Risk

Exposure to ionizing radiation increases the incidence of cancer. However, predicting which individuals are at most risk from radiation exposure is a distant goal. Predictive ability is needed to guide policies that regulate radiation exposure and ensure that medical treatments have maximum benefit and minimum risk. Differences between people in susceptibility to radiation are largely based on their genotype, the genes inherited from their parents. Among the important genes are those that produce proteins that repair DNA damaged by radiation. Base Excision Repair (BER) proteins repair single strand breaks and oxidized bases in DNA. Double Strand Break Repair proteins repair broken chromosomes. Using technologies and information from the Human Genome Project, we have previously determined that the DNA sequence of DNA repair genes varies within the human population. An average of 3-4 different variants were found that affect the protein for each of 37 genes studied. The average frequency of these variants is 5%. Given the many genes in each DNA repair pathway and their many variants, technical ability to determine an individual's repair genotype greatly exceeds ability to interpret the information. Meteorological data are continuously collected at three sites on Bikini Atoll in support of radioecological research and monitoring programs conducted by the Health and Ecological Assessments Division at the Lawrence Livermore National Laboratory (LLNL). Weather stations were first established on Bikini Atoll in April 1990, and provide information on rainfall, wind speed and direction, air temperature, humidity, and solar radiation. These data and information are used to interpret results of remediation experiments designed to evaluate the effectiveness of potassium fertilizer on reducing the uptake of {sup 137}Cs into locally grown foods. We have also demonstrated that {sup 137}Cs is slowly leached from surface soil by the action of rain water. Long-term meteorological data are crucial to our efforts of developing an understanding of environmental processes controlling the environment loss of {sup 137}Cs in coral atoll soil. In May 2000, older data collection platforms and the DOS-based system that downloaded data from National Oceanic & Atmospheric Administration (NOAA)'s Data Automatic Processing System (DAPS) was decommissioned, and new data loggers, GOES (Geostationary Operational Environmental Satellite) transmitters and antennas were installed. The National Ignition Facility: Status and Plans for Laser Fusion and High-Energy-Density Experimental Studies

The National Ignition Facility (NIF), currently under construction at the University of California's Lawrence Livermore National Laboratory is a $2.25B stadium-sized facility containing a 192-beam, 1.8-Megajoule, 500-Terawatt, 351-nm laser system. NIF is being built by the National Nuclear Security Agency and when completed will be the world's largest laser system, providing a national center to study inertial confinement fusion and the physics of extreme energy densities and pressures. In NIF up to 192 energetic laser beams will compress small fusion targets to conditions where they will ignite and burn, liberating more energy than is required to initiate the fusion reactions. NIF experiments will allow the study of physical processes at temperatures approaching 100 million K and 100 billion times atmospheric pressure. These conditions exist naturally only in the interior of stars and in nuclear weapons explosions. In the course of designing the world's most energetic laser system, a number of significant technology breakthroughs have been achieved. Research is also underway to develop a shorter pulse capability on NIF for high power applications. We discuss here the technology challenges and solutions that have made NIF possible along with enhancements to NIF's design that could lead to exawatt power levels.
