Spent nuclear fuel project product specification

Product specifications are limits and controls established for each significant parameter that potentially affects safety and/or quality of the Spent Nuclear Fuel (SNF) packaged for transport to dry storage. The product specifications in this document cover the spent fuel packaged in MultiCanister Overpacks (MCOs) to be transported throughout the SNF Project. The SNF includes N Reactor fuel and single-pass reactor fuel. The FRS removes the SNF from the storage canisters, cleans it, and places it into baskets. The MCO loading system places the baskets into MCO/Cask assembly packages. These packages are then transferred to the Cold Vacuum Drying (CVD) Facility. After drying at the CVD Facility, the MCO cask packages are transferred to the Canister Storage Building (CSB), where the MCOs are removed from the casks, staged, inspected, sealed (by welding), and stored until a suitable permanent disposal option is implemented. The key criteria necessary to achieve these goals are documented in this specification.

Task 1: Modeling Study of CO Effects on Polymer Electrolyte Fuel Cell Anodes Task 2: Study of Ac Impedance as Membrane/Electrode Manufacturing Diagnostic Tool

Carbon monoxide poisoning of polymer electrolyte fuel cell anodes is a key problem to be overcome when operating a polymer electrolyte fuel cell (PEFC) on reformed fuels. CO adsorbs preferentially on the precious metal surface leading to substantial performance losses. Some recent work has explored this problem, primarily using various Pt alloys in attempts to lower the degree of surface deactivation. In their studies of hydrogen oxidation on Pt and Pt alloy (Pt/Sn, Pt/Ru) rotating disk electrodes exposed to H{sub 2}/CO mixtures, Gasteiger et al. showed that a small hydrogen oxidation current is observed well before the onset of major CO oxidative stripping (ca. 0.4 V) on Pt/Ru. However, these workers concluded that such current observed at low anode overpotentials was too low to be of practical value. Nonetheless, MST-11 researchers and others have found experimentally that it is possible to run a PEFC, e.g., with a Pt/Ru anode, in the presence of CO levels in the range 10--100 ppm with little voltage loss. Such experimental results suggest that, in fact, PEFC operation at significant current densities under low anode overpotentials is possible in the presence of such levels of CO, even before resorting to air bleeding into the anode …

Automated Controlled-Potential Coulometer for the IAEA

An automated controlled-potential coulometer has been developed at the Savannah River Site (SRS) for the determination of plutonium for use at the International Atomic Energy Agency`s (IAEA) Safeguards Analytical Laboratory in Siebersdorf, Austria. The system is functionally the same as earlier systems built for use at the Savannah River Site`s Analytical Laboratory. All electronic circuits and printed circuits boards have been upgraded with state-of-the-art components. A higher amperage potentiostat with improved control stability has been developed. The system achieves electronic calibration accuracy and linearity of better than 0.01 percent, with a precision and accuracy better than 0.1 percent has been demonstrated. This coulometer features electrical calibration of the integration system, electrolysis current background corrections, and control-potential adjustment capabilities. These capabilities allow application of the system to plutonium measurements without chemical standards, achieving traceability to the international measurement system through electrical standards and Faraday`s constant. the chemist is provided with the capability to perform measurements without depending upon chemical standards, which is a significant advantage for applications such as characterization of primary and secondary standards. Bosnia Stabilization Force (SFOR) and U.S. Policy

In December 1995, a NATO-led implementation force (IFOR) was deployed to Bosnia to enforce the military aspects of the Bosnian peace agreement. After fierce debate, the House and Senate passed separate resolutions in December 1995 expressing support for the U.S. troops in Bosnia, although not necessarily for the mission itself. Legislative efforts to bar funds for the deployment of U.S. troops to Bosnia were narrowly rejected. In the 105th Congress, similar efforts to bar a U.S. deployment after June 1998 were also rejected, although the FY 1998 defense authorization and appropriations laws contain reporting requirements that must be fulfilled before an extended deployment may take place. The defense appropriation measure requires the President to seek a supplemental appropriation for any deployment after June 1998.
