CH2M HILL Hanford Group, Inc. is currently in the process of constructing a temporary surface barrier over a portion of the T Tank Farm as part of the T farm Interim Surface Barrier Demonstration Project. The surface barrier is designed to prevent the infiltration of precipitation into the contaminated soil zone created by the Tank T-106 leak and minimize movement of the contamination. As part of the demonstration effort, vadose zone moisture monitoring is being performed to assess the effectiveness of the barrier at reducing soil moisture. A solar-powered and remotely-controlled system was installed to continuously monitor soil water conditions in four instrument nests (i.e., A, B, C, and D) and the site meteorological condition. Each instrument nest was composed of a capacitance probe with multiple sensors, multiple heat-dissipation units, a neutron probe access tube and a datalogger. Nests A and B also contained a drain gauge each. The principle variables monitored for this purpose are soil-water content, soil-water pressure, and soil-water flux. In addition to these, soil temperature, precipitation, and air temperature are measured. Data from each of the dataloggers were transmitted remotely to the receiving computer. This report documents the deactivation, decontamination, decommissioning, and demolition (D4) of twenty buildings in the 300 Area of the Hanford Site. The D4 of these facilties included characterization, engineering, removal of hazardous and radiologically contaminated materials, equipment removal, utility disconnection, deactivation, decontamination, demolition of the structure, and stabilization or removal of the remaining slab and foundation, as appropriate.

This report assesses the effects of the absence of intelligence authorization legislation since FY2005. Since FY2005, no annual intelligence authorization bill has been enacted. Although the National Security Act requires intelligence activities to be specifically authorized, this requirement has been satisfied in recent years by one-sentence catch-all provisions in defense appropriations acts authorizing intelligence activities.

This report provides a table which lists supplemental appropriations for Agriculture. From FY1989 through FY2009, 39 appropriations, authorization, or farm disaster acts added approximately $68.7 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs (excluding the Forest Service, which is funded annually under the Interior appropriations bill). Approximately $50.2 billion, or just under three-fourths of the total amount, was provided within the last 10 years.

This work is aimed at developing an experimentally validated computational capability for understanding the complex processes governing the performance of solvent extraction devices used for separations in nuclear fuel reprocessing. These applications pose a grand challenge due to the combination of complicating factors in a three-dimensional, turbulent, reactive, multicomponent, multiphase/interface fluid flow system. The currently limited process simulation and scale-up capabilities provides uncertainty in the ability to select and design the separations technology for the demonstration plan of the Global Nuclear Energy Partnership (GNEP) program. We anticipate the development of science-based models for technology development and design. This project will position ORNL to address the emerging opportunity by creating an expandable process model validated experimentally. This project has three major thrusts, namely, a prototype experimental station, a continuum modeling and simulation effort, and molecular modeling and kinetics support. Excellent progress has been made in corresponding activities in this first year in: (1) defining, assembling, and operating a relevant prototype system for model validation; (2) establishing a mathematical model for fluid flow and transport; (3) deploying sub-scale molecular modeling.

Earth penetrator weapons often called “bunker busters,” burrow into the ground some tens of feet before detonating, greatly increasing their ability to destroy buried targets. The United States has several types of conventional earth penetrators. The current U.S. nuclear earth penetrator, the B61-11 bomb, cannot penetrate certainly types of terrain in which hardened underground facilities may be located, so the Air Force and the National Nuclear Security Administration (NNSA) are studying a more effective penetrator, the Robust Nuclear Earth Penetrator (RNEP).
