This booklet is the sixth unit of a training course developed for Air Reserve personnel about countries and territories in the Pacific. This unit discusses Guam, American Samoa, the Ryukyu Islands, Fiji, the Solomon Islands, and New Guinea. It includes background information, review questions, and a list of suggested readings for further study.

The massive Tohoku earthquake and tsunami of March 11, 2011, caused extensive damage in northeastern Japan, including damage to the Fukushima Dai-ichi nuclear power installation, which resulted in the release of radiation. Concerns have arisen about the potential effects of this released radiation on the U.S. marine environment and resources. This report discusses these concerns.

This report examines policy changes that have driven actual and proposed shifts in the alliance between the U.S. and Japan. Key features of the proposals include a reduction in the number of U.S. Marines in Japan, the relocation of a controversial Marine air base in Okinawa, expanded cooperation in training and intelligence sharing, and command structure changes. The report concludes with a number of potential options for U.S. policymakers to protect U.S. security interests in the Asia Pacific. Those options include further bolstering Japan’s military, reducing the U.S military presence in the region, encouraging Japan to focus on international peacekeeping and reconstruction operations, developing trilateral defense cooperation, and creating a security forum in northeast Asia.

This report discusses issues regarding U.S.-Japan economic relations, since the economic condition of each nation can affect the world economy and a U.S.-Japan bilateral economic relationship could influence economic conditions in other countries. U.S. and Japanese leaders have several options on how to manage their relationship, including stronger reliance on the World Trade Organization; special bilateral negotiating frameworks and agreements; or a free trade agreement.

This report looks at the pros and cons of the alliance with Japan, in which the United States maintains exclusive use of 89 military bases in Japan and, in exchange, guarantees Japan's security. The alliance has endured over 50 years, through periods of intense partnership and stretches of political drift; this report reevaluates the relationship based on international developments.

He discusses having to ditch the plane on the way back to Guam once when the engines failed, seeing another B-29 crew have to bail out over Toyko Bay and get picked up by a U.S. submarine that was in the Bay, getting pulled down to the fires when they were trying to hide in the smoke to avoid Japanese fighter planes, and getting caught in a storm by Mount Fujiyama, as well as collecting data such wind direction, speed, and temperature over Hiroshima for future bombing runs, which turned out to be for the bombers who dropped the atomic bomb. He also talks about flying over Hiroshima two days after the bombing and gauging how high the radiation levels were at different altitudes. Japan's sea shipment of a ton of plutonium from France to Japan on Nov. 7, 1992, faced strong public opposition, as did a previous one in 1984, from various public interest groups, independent analysts, and Members of Congress. The shipment arrived safely in Tokyo Jan. 4, 1993. Several more shipments at intervals of about 3 years are expected. While the plutonium is owned by Japanese utilities, it was produced from uranium enriched in the United States and supplied under a U.S.-Japan agreement for nuclear cooperation, revised in 1988. Although the agreement ties some strings to what Japan can do with nuclear imports from the United States, it also in effect gives to Japan a 30-year advance consent to ship plutonium subject to informing the United States.

The National Museum of the Pacific War presents an oral interview with Trenton Fowler. Fowler grew up in Corpus Christi and enlisted into the Marine Corps in 1943. Once he finished training, he was assigned to the 4th Marine Raider Battalion and shipped out on the French transport ship Rochambeau to New Caledonia. From there he went to Guadalcanal for training and then to the Emirau, Guam, and Okinawa campaigns, with stops at Guadalcanal in between each campaign. Fowler discusses the pros and cons of the Browning Automatic Rifle versus the M-1 Garand. He tells of the change of his unit's name from the 4th Battalion Raiders to the 6th Marine Division, before he went to Okinawa. He relates the experience of finding out his brother, a fellow Marine, had died at Iwo Jima.

The huge earthquake and tsunami that struck Japan's Fukushima Daiichi nuclear power station on March 11, 2011, knocked out backup power systems that were needed to cool the reactors at the plant, causing three of them to undergo fuel melting, hydrogen explosions, and radioactive releases. Radioactive contamination from the Fukushima plant forced the evacuation of communities up to 25 miles away and affected up to 100,000 residents, although it did not cause any immediate deaths. Studies of the Fukushima disaster have identified design changes, response actions, and other safety improvements that could have reduced or eliminated the amount of radioactivity released from the plant. As a result, Fukushima has prompted a reexamination of nuclear plant safety requirements around the world, including in the United States.
