Dynamics of Crust Dissolution and Gas Release in Tank 241-SY-101

Due primarily to an increase in floating crust thickness, the waste level in Tank 241-SY-101 has grown appreciably and the flammable gas volume stored in the crust has become a potential hazard. To remediate gas retention in the crust and the potential for buoyant displacement gas releases from the nonconvective layer at the bottom of the tank, SY-101 will be diluted to dissolve a large fraction of the solids that allow the waste to retain gas. The plan is to transfer some waste out and back-dilute with water in several steps. In this work, mechanisms and rates of waste solids dissolution and gas releases are evaluated theoretically and experimentally. Particular emphasis is given to crust dissolution processes and associated gas releases, although dissolution and gas release from the mixed-slurry and nonconvective layers are also considered. The release of hydrogen gas to the tank domespace is modeled for a number of scenarios. Under the tank conditions expected at the time of back-dilution, no plausible continuous or sudden gas release scenarios resulting in flammable hydrogen concentrations were identified.

Measurement of sin2{Beta} From J/{Psi} K{Sub S} Decays

The CP-violating parameter sin 2{beta} is directly measured using 110 pb{sup {minus}1} of data accumulated with the CDF detector at the Fermilab {anti p}p Tevatron collider operating at {radical}s = 1.8 TeV. The signal consists of 395 {+-} 31 B{sub d}{sup 0} {r{underscore}arrow} J/{psi} K{sub s} events. Three tagging methods are used to identify the type of B meson at production (B{sub d}{sup 0} or {anti B}{sub d}{sup 0}). From the CP asymmetry, sin 2{beta} is measured to be 0.79 {sub {minus}0.44}{sup +0.41}, consistent with Standard Model predictions. Sin 2{beta} is in the interval 0 {lt} sin2{beta} {lt} 1 at the 93% confidence level.

Evaluation of Cask Drop Criticality Issues at K Basin

An analysis of ability of Multi-canister Overpack (MCO) to withstand drops at K Basin without exceeding the criticality design requirements. Report concludes the MCO will function acceptably. The spent fuel currently residing in the 105 KE and 105 KW storage basins will be placed in fuel storage baskets which will be loaded into the MCO cask assembly. During the basket loading operations the MCO cask assembly will be positioned near the bottom of the south load out pit (SLOP). The loaded MCO cask will be lifted from the SLOP transferred to the transport trailer and delivered to the Cold Vacuum Drying Facility (CVDF). In the wet condition there is a potential for criticality problems if significant changes in the designed fuel configurations occur. The purpose of this report is to address structural issues associated with criticality design features for MCO cask drop accidents in the 105 KE and 105 KW facilities.

The framework required by P450 5 is clearly in place and includes regular interaction with DOE-RL. There is also a good balance between contractor DOE and other external oversight interactions. The integrated assessment program is fully capable of uncovering weaknesses in performance (e.g. compliance) This point is evidenced by the fact that the contractor has identified most if not all issues prior to that of external sources. However there are also areas for improvement. Self assessments need to be better connected to overall strategy. Varying levels of maturity across management systems exist regarding there ability to assess deployment. There is a need to improve the ability to prioritize and respond to identified opportunities for improvement. There is also a need to improve the integration of assessment results from multiple Self-Assessment plans as well as to improve the integration of the performance of assessments. Finally the partnership between DOE-RL and Battelle must continue to improve DOE RL s development of an appraisal plan early in the fiscal year working in close conjunction with the contractor can further strengthen the assessment program and help ensure that there is the right balance between contractor and external oversight activities and that such activities are …
