LLNL is a participant of California's Advanced Energy Pathways (AEP) team funded by DOE (NETL). At the AEP technical review meeting on November 9, 2006. The AB 1007 FFCA team (Appendix A) requested LLNL participate in a peer review of the FFCA reports. The primary contact at the CEC was McKinley Addy. Aircraft Reactor Test Hazards Summary Report

The successful completion of a program of experiments, including the Aircraft Reactor Experiment (ARE), has demonstrated the high probability of producing militarily useful aircraft nuclear power plants employing reflector-moderated circulating-fuel reactors. Consequently, and accelerated program culminating in operation of the Aircraft Reactor Test (ART) is under way. In order to adhere to the compressed schedule of the accelerated program, it is essential that the Atomic Energy Commission approve the 7500 Area in Oak Ridge as the test site by February15, 1955. This report summarizes the hazards associated with operating the contained 60-Mv reactor of the ART at the proposed Oak Ridge test site.

Alternative Fuels and Advanced Technology Vehicles: Issues in Congress

Alternative fuels and advanced technology vehicles are seen by proponents as integral to improving urban air quality, decreasing dependence on foreign oil, and reducing emissions of greenhouse gases. However, major barriers—especially economics—currently prevent the widespread use of these fuels and technologies. The 112th Congress has debated alternative fuels and advanced technology vehicles directly and as it has addressed other key topics. On June 16, 2011 the Senate approved S.Amdt. 476 which would have eliminated the excise tax credit for blending ethanol in gasoline before its December 31, 2011 expiration date. Although the underlying legislation failed a cloture vote in the Senate, the amendment was approved 73-27. The prospects for further action increasing or extending biofuels and alternative fuels tax incentives may be limited in light of that vote.

Alternative Inspection Methods for Single Shell Tanks

This document was prepared to provide evaluations and recommendations regarding nondestructive evaluation methods that might be used to determine cracks and bowing in the ceiling of waste storage tanks on the Hanford site. The goal was to determine cracks as small as 1/16 in. wide in the ceiling, and bowing as small as 0.25 in. This report describes digital video camera methods that can be used to detect a crack in the ceiling of the dome, and methods for determining the surface topography of the ceiling in the waste storage tanks to detect localized movements in the surface. A literature search, combined with laboratory testing, comprised this study.

Amine Extraction of Plutonium From Nitric Acid Solutions Loading and Stripping Experiments

Information is presented on a suitable amine processing system for plutonium nitrate. Experiments with concentrated plutonium nitrate solutions show that trilaurylamine (TLA) - xylene solvent systems did not form a second organic phase. Experiments are also reported with tri-noctylamine (TnOA)-xylene and TLA-Amsco - octyl alcohol. Two organic phases appear in both these systems at high plutonium nitrate concentrations. Analysis of Base-Case Particle Tracking Results of the Base-Case Flow Fields (ID:U0160)

The purpose of this analysis is to provide insight into the unsaturated-zone (UZ) subsystem performance through particle tracking analyses of the base-case flow fields. The particle tracking analyses will not be used directly in total-system performance-assessment (TSPA) calculations per se. The objective of this activity is to evaluate the transport of radionuclides through the unsaturated zone and to determine how different system parameters such as matrix diffusion, sorption, water-table rise, and perched water influence the transport to the water table. Plots will be generated to determine normalized cumulative breakthrough curves for selected radionuclides. The scope of this work is limited to the particle tracking analyses of ''base-case'' flow fields that are to be used by the code FEHM (Finite Element Heat and Mass; Zyvoloski 1997) for particle tracking simulations in ''Total System Performance Assessment-Site Recommendation Report'' (TSPA-SR).

Analytical Radiation Transport Benchmarks for The Next Century

Verification of large-scale computational algorithms used in nuclear engineering and radiological applications is an essential element of reliable code performance. For this reason, the development of a suite of multidimensional semi-analytical benchmarks has been undertaken to provide independent verification of proper operation of codes dealing with the transport of neutral particles. The benchmarks considered cover several one-dimensional, multidimensional, monoenergetic and multigroup, fixed source and critical transport scenarios. The first approach, called the Green's Function. In slab geometry, the Green's function is incorporated into a set of integral equations for the boundary fluxes. Through a numerical Fourier transform inversion and subsequent matrix inversion for the boundary fluxes, a semi-analytical benchmark emerges. Multidimensional solutions in a variety of infinite media are also based on the slab Green's function. In a second approach, a new converged SN method is developed. In this method, the SN solution is ''minded'' to bring out hidden high quality solutions. For this case multigroup fixed source and criticality transport problems are considered. Remarkably accurate solutions can be obtained with this new method called the Multigroup Converged SN (MGCSN) method as will be demonstrated.

Analytical theory of ion-temperature-gradient instability (open access)

Analytical theory of ion-temperature-gradient instability

The relationship between the threshold values of ion-temperature-gradient instabilities and the temperature parameters of plasmas is investigated analytically in slab and toroidal geometries separately. It is found that the threshold values increase rapidly when the ion temperature becomes much higher than the electron temperature. The change of the threshold vaues with respect to the ion temperature is quite similar for both geometric models. This finding is consistent with PLT observations. Furthermore, the analytical results also agree with those of the numerical calculations.

The RAR/SAR is a high-priority radar system for the joint US/UK Program. Based on previous experiment results and coordination with the UK, specifications needed for future radar experiments were identified as follows: dual polarimetric (HH and VV) with medium to high resolution in SAR mode. Secondary airborne installation requirements included; high power (circa 10kw) and SLIER capability to emulate Tupelev-134 type system; initially x-band but easily extendible to other frequencies. In FY96 we intended to enhance the radar system`s capabilities by providing a second polarization (VV), spotlight imaging mode, extended frequency of operation to include S- band, increase power, and interface to an existing infrared sensor. Short term objectives are: continue to evaluate and characterize the radar system; upgrade navigation and real-time processing capability to refine motion compensation; upgrade to dual polarimetry (add VV); and develop a ``spotlight`` mode capability. Accomplishments this reporting period: design specifications for the SAR system polarimetric upgrade are complete. The upgrade is ready to begin the procurement cycle when funds become available. System characterization is one of the highest priority tasks for the SAR. Although the radar is dedicated for our use, Hughes is waiting for contract funding before allowing us access to the hardware

Assessing the Effects of Radiation Damage on Ni-base Alloys for the Prometheus Space Reactor System

Ni-base alloys were considered for the Prometheus space reactor pressure vessel with operational parameters of {approx}900 K for 15 years and fluences up to 160 x 10{sup 20} n/cm{sup 2} (E > 0.1 MeV). This paper reviews the effects of irradiation on the behavior of Ni-base alloys and shows that radiation-induced swelling and creep are minor considerations compared to significant embrittlement with neutron ,exposure. While the mechanism responsible for radiation-induced embrittlement is not fully understood, it is likely a combination of helium embrittlement and solute segregation that can be highly dependent on the alloy composition and exposure conditions. Transmutation calculations show that detrimental helium levels would be expected at the end of life for the inner safety rod vessel (thimble) and possibly the outer pressure vessel, primarily from high energy (E > 1 MeV) n,{alpha} reactions with {sup 58}Ni. Helium from {sup 10}B is significant only for the outer vessel due to the proximity of the outer vessel to the Be0 control elements. Recommendations for further assessments of the material behavior and methods to minimize the effects of radiation damage through alloy design are provided.

On April 6, 2006, the National Highway Traffic Safety Administration (NHTSA) released a final rulemaking for sport utility vehicles (SUVs) and light duty trucks beginning with model year (MY) 2008. The rule restructures the Corporate Average Fuel Economy (CAFE) program for light trucks to establish standards based upon vehicle size, as opposed to the current program with one average standard for all light trucks. It marks a significant change to the CAFE program for trucks.

A letter report issued by the Government Accountability Office with an abstract that begins "The 1,002 exempt financial institutions make up a small percentage of the assets of the overall banking system—about 7 percent—and include industrial loan corporations (ILC), limited-purpose credit card banks, municipal deposit banks, trust banks with insured deposits, and savings and loans (S&L). Although exempt from the BHC Act, S&L holding companies are regulated by the Federal Reserve System Board of Governors (Federal Reserve) under the Home Owners’ Loan Act as amended. Excluding S&Ls, the number of exempt institutions drops to 57 that comprise less than 1 percent of banking system assets and there is a 3-year moratorium on the approval of federal deposit insurance on select exempt institutions that ends in 2013. These institutions vary by size, activities, and risks. Larger institutions such as ILCs provide banking services similar to those of commercial banks and carry many of the same risks. Other exempt institutions are smaller, provide only a few services such as credit card loans and related services, and thus have lower risk profiles."
