Shown are members of the joint budget-balancing committee, onwhose shoulders sine die adjournment of the legislature reasts heavily. On the long conference table are bills, data sheets, scratch pads, and even a box of aspirin. The picture was taken Wednesday morning, the stuff on the conference table being left over from the last session. It was due to be piled even higher by nightfall. At the end of the table are the committee co-chairmen, Rep. W. H. Langley, Stilwell, left, and Sen. Herbert Hope, Maysville. As photographer Joe Miller prepared to shoot the picture, someone quipped, "Go ahead. Tell the readers-we did it."

Edmondson addresses state senators and representatives at the first gathering of the 28th legislature in the house chamber Tuesday afternoon. Gov. Edmondson told state lawmakers Tuesday he will accept his share of the responsibilty if the legislature decides to increase taxes some $49 million a year. Speaking to a joint session of the house and senate soon after the 28th legislature convened, Edmondson presented two budgets. His budget A will balance on the present $219 million state income. Budget B will require about $49 million more money. He offered five possible areas for a tax increase......The governor, whose administration has been marked by frequent slashes with the legislature, struck a note of couniliation and his address drew generally favorable reaction."
