"I favor an amendment providing that any treaty or international agreement which conflicts with the Constitution shall not be of any force or effect. - any international agreement other than a treaty shall become effective as internal law in the United States only by an Act of Congress."

Campaign card printed for Paul Brashear for State Representative with personal handwritten note advising how as a Shivers Democrat Peters helped carry Cisco for Ike saving their Tide Lands to clean up the mess in Washington, and he congratulates Carswell saying that his article in yesterday's Star Telegram "hit the spot". Peters also asks about Abilene: "How's the West Texas Chamber of Commerce? I hear its sick financially—Do get a big kick out of your Abilene's growth. I first knew the town in 1900."

Carswell suggests that a select committee, statewide in scope, be set up for the sole purpose of seeing to it that each Congressional District is put in order as vacancies occur, or as may now exist.

A letter written to Mr. Carswell from Elia J. Hobbs, Garland, N. C., February 24, 1954. Hobbs explains who C. W. Presswood is, what he has asked and advises that she has included a "copy" of part of the letter from C. W. Presswood. Presswood requests to lease her place for five years describing the work needed to "get it fixed up where you could use it for some good" then states that he would like to buy the place. Hobbs resumes her correspondence to Carswell explaining what she thinks about the proposition.

He advises of the opportunity to contribute to a going away gift for Fred Higginbotham who was elected Administrator of Baptist Hospital in San Antonio.

A letter written to a parolee/inmate in Weldon, Texas from T. N. Carswell, Chairman of the Taylor County Parole Board, dated September 6, 1954. Carswell advises Subject 108,345 that there is no change of date for reviewing his request. He explains that when he broke his parole he had to start over from when he was released on parole, that the Board requires a minimum time to be served by those who violate Parole before they will again consider them for release. He advises Subject to grit his teeth and take his situation in stride with good grace.

Klopfenstein, Chief, Bureau of Probation and Parole, Columbus 15, Ohio from Jack Ross, Administrator, Interstate Parole Compact (by Maizie Toungate, Acting Chief), Parole Division, Board of Pardons and Paroles, Texas, dated October 22, 1954. Toungate replies to an investigation request dated September 3, 1954 and affirms the willingness of the State of Texas to accept a subject for supervision advising that the placement of subject will be in Abilene, Texas. Toungate requests that they instruct the subject to report to T. N. Carswell.

The wife of the subject advises Carswell that this letter is in regards to the clemency case for her husband to be brought before the Board in June. She advises that her husband was interviewed by Rev.
