After some 4 1/2 years of use in the Oklahoma City school syayted, it appears that neither is a good description. Most likely, the real benefits from educational television, often referred to as the fourth network, lie somewhere in between. Although the two stations serving Oklahoma City schools, the system's own Channel 25 (KOKH) and Channel 13 (KETA) operated by the Oklahoma Educational Television Authority, command a 60-person payroll and budgets topping $350,00, few people realize Oklahoma's national lead in ETV. As Gene Shepherd, who came here from Mason City, Iowa, to be general curriculum co-orinator for city schools, put it: "I am slightly overwhelmed at the extent of quality and direction - there is no question we (Oklahoma) are far ahead in the field." While the city schools' situation may be a source of pride, the state's educational TV project as a whole is not all roses. "We are operating on the well-known shoe string with a $100,000 a year budget," says John W. Dunn, director of Oklahoma Educational Television Authority. To get another reaction …
