Immunity for New Mexico Public School Districts and the 1978 Tort Claims Act
In a 3-year timeframe, nearly 800 student negligence suits were filed, and most involved some claim of personal injury. Despite heightened public attention of negligence lawsuits against school districts and their employees, an empirical study of court decisions revealed that the volume of litigation against school districts remained steady from 1990 to 2005, the majority of cases were ruled in favor of the school district employees, and government and official immunity were most often the basis for these rulings. Researchers have concluded that immunity laws are strong in the United States, although they vary by state in their application. However, a primary recommendation was that, because of the misconception of a lack of immunity for public school employees, a comprehensive study on governmental and official immunity is needed. This dissertation employed legal research, analysis, and methodology to engage in a comprehensive investigation of teacher immunity in the four southern states of Texas, Oklahoma, Mississippi, and New Mexico. Of central concern to this dissertation was the Tort Claims Act of 1978 from the State of New Mexico. The Tort Claims Act is the vehicle by which immunity is granted to public school employees. Oral History Interview with John G. Solis, March 31, 2009
The National Museum of the Pacific War presents an oral interview with John G. Solis of Irving, Texas. He discusses enlisting in the U.S. Navy on September 17, 1942, and was sent to the Naval Air Station in Corpus Christi, Texas for bootcamp. In bootcamp Mr. Solis talks about learning to shoot rifles by shooting clay pigeons and presentations held to teach how to identify enemy aircraft. While learning to fly, Mr. Solis was assigned to Bombing Squadron 1. In 1944 Mr. Solis ended up with the Torpedo Squadron 100 flying torpedo planes in Oahu, Hawaii. His squadron never saw combat, but he did witness U.S. ships getting destroyed by Kamikaze planes during the Okinawa invasion. He helped in some Naval strikes in Japan from March to June of 1945 before returning to the states for leave. Mr. Solis was still at home on leave when the war officially ended, and he was discharged on September 14th of 1948 due to signing up for a 6-year contract instead of the normal 4-year one.

Census and Statistical Characterization of Soil and Water Quality at Abandoned and Other Centralized and Commercial Drilling-Fluid Disposal Sites in Louisiana, New Mexico, Oklahoma, and Texas
Commercial and centralized drilling-fluid disposal (CCDD) sites receive a portion of spent drilling fluids for disposal from oil and gas exploration and production (E&P) operations. Many older and some abandoned sites may have operated under less stringent regulations than are currently enforced. This study provides a census, compilation, and summary of information on active, inactive, and abandoned CCDD sites in Louisiana, New Mexico, Oklahoma, and Texas, intended as a basis for supporting State-funded assessment and remediation of abandoned sites. Closure of abandoned CCDD sites is within the jurisdiction of State regulatory agencies. Sources of data used in this study on abandoned CCDD sites mainly are permit files at State regulatory agencies. Active and inactive sites were included because data on abandoned sites are sparse. Onsite reserve pits at individual wells for disposal of spent drilling fluid are not part of this study. Of 287 CCDD sites in the four States for which we compiled data, 34 had been abandoned whereas 54 were active and 199 were inactive as of January 2002. Executive Summary of State Data Related to Abandoned Centralized and Commercial Drilling-Fluid Disposal Sites in Louisiana, New Mexico, Oklahoma, and Texas
This 2003 Spring Semi-Annual Report contains a summary of the Final Technical Report being prepared for the Soil Remediation Requirements at Commercial and Centralized Drilling-Fluid Disposal (CCDD) Sites project funded by the United States Department of Energy under DOE Award No. DE-AC26-99BC15225. The summary describes (1) the objectives of the investigation, (2) a rationale and methodology of the investigation, (3) sources of data, assessment of data quality, and data availability, (4) examples of well documented centralized and commercial drilling-fluid disposal (CCDD) sites and other sites where drilling fluid was disposed of, and (5) examples of abandoned sites and measures undertaken for their assessment and remediation. The report also includes most of the figures, tables, and appendices that will be included in the final report.
