But, explains Tom Hicks, department traffic engineer, it's only temporary and the lane will be closed when more entrance ramps are opened on the crosstown stretch of the Stanley Draper Expressway farther west. The problem, as illustrated by the Volkswagon, is that the shoulder peters out around the bend. Working with the highway patrol, engineers put up barricades to squeeze traffic onto the rightlane. Still, some motorists swing back onto the shoulder."
