This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.

Five species of stoneflies (Zapada haysi, Plumiperla diversa, Taenionema pacificum, Isoperla petersoni, Arcynopteryx compacta) from the North Slope and Interior of Alaska were examined for seasonal patterns of emergence of adults and growth of nymphs. Generally growth was retarded during the winter in this region, and all species except I. petersoni completed growth prior to January. The life cycles of six stonefly species (Prostoia besametsa, Triznaka signata, Sweltsa coloradensis. Isoperla fulva, Skwala parallela, Claassenia sabulosa) are described from northern New Mexico. In this region growth was generally less retarded during the winter than in Alaska; P. besametsa completed all nymphal growth during late fall and winter. Drumming behavior of a Colorado population of Pteronarcella badia was described using an evolutionary framework to explain the maintenance of signal variation in this species. Laboratory experiments were used to explore the effect of intraspecific and interspecific interactions on spatial partitioning in P. badia and Claassenia sabulosa. P. badia exhibited clumping and distributed itself as the surface area of substrate in low densities; however, in the presence of C. sabulosa its distribution was random and different from available surface area. This study concerns the characteristics of fund development directors employed in selected homes for the aged. The first purpose of this study is to develop a profile of job functions, through task analysis, among development directors in charitable homes for the aged. The second purpose of this study is to develop a profile of personal characteristics of development directors of charitable homes for the aged based on the following characteristics: age, sex, educational background, experience outside development, membership in community organizations and amount of specific training in fund development. One instrument was used to gather data for the study. It was distributed to a population of 29 development directors in charitable homes for the aged in Arkansas, Louisiana, Oklahoma, New Mexico, and Texas. This population was predetermined by an initial survey form sent to 193 chief executive officers in the five states mentioned above. Twenty-nine reported formalized programs employing a full-time person with at least a part-time involvement in fund development activities. Of the twenty-nine development directors surveyed, fifteen usable instruments were received (52 percent). A program was used for the survey that included crosstabulation of social characteristics, success in fund raising, length of time in position and educational preparation. …

The purpose of this study was to identify and compare the job performance expectations of recent journalism graduates as perceived by selected managing editors and journalism educators in Standard Federal Region Six (the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas). The survey instrument consisted primarily of statements dealing with the topics of five research questions on the value of journalism education to success on newspapers, the value of newspaper experience to teaching journalism, the language skills of recent graduates, the value of academic research to the improvement of newspapers, and the "gap" between journalism education and journalism practice.

The purpose of this study was to validate the Spanish version of the Dallas Pain Questionnaire (DPQ). Not only does the DPQ offer the potential of statistical and clinical diagnostic value but also is easily interpretable across cultural lines. No such instrument has presently been validated for the Mexican-American population. A total of 81 Spanish speaking subjects participated in this study. Of these subjects, 56 were classified as chronic pain patients by nature of their medical diagnosis and duration of pain. The 25 normal subjects were family members of the chronic pain patients and members of the Northern New Mexico Hispanic community chosen at random. Hypothesis one predicted that reliability would be obtained on Spanish speaking populations based on test-retest with correlation coefficients of the items. The second hypothesis predicted that the Spanish DPQ would have content validity or consistent internal structure on those items that measure the trait or behavior of interest based upon factor analysis approaches and internal consistency measures. Hypothesis three predicted that the Spanish version of the DPQ would significantly correlate with the English version of the DPQ on all four factors. All four hypotheses were supported. This investigation compares the results of three different methods of teaching tumbling, the Trampoline Method, Mental Practice, and the Traditional Method. The study also investigates whether sex and ability level significantly affect the results of the teaching methods. The subjects were the ninety members of the junior-level gymnastics classes for physical education majors at New Mexico State University during the fall and spring semesters of the 1972-1973 school year. There were forty-five female and fortyfive male subjects. A stratified random sample was constructed to insure equality of the teaching-method groups. The motor educability scores of the Johnson-Metheny Test were used to develop high-, medium-, and low-ability groups. The subjects in the ability groups were randomly selected and assigned to one of the teaching methods.

Using a genealogy of the narratives of the Guadalupes, I explore three moral identities. The Mescalero Apache exist as caretakers of sacred space. Spanish and Anglo settlers exist as conquerors of a hostile land. The park service exists as captives, imprisoned in the belief that economic justifications can protect the intrinsic value of wilderness. The narrative shift from oral to abstract text-based culture entails a shift from intrinsic to instrumental valuation. I conclude that interpretation of narratives, such as those of the Guadalupes, is not by itself a sufficient condition for change. Interpretation is, however, a necessary condition for expanding the cultural conversation beyond merely instrumental justifications to include caring for wilderness's intrinsic values.

This thesis concerns the utility of including the art of hand lettering in a curriculum of a university advertising art program. Data secured from 155 questionnaires sent to 266 advertising firms in five states were analyzed by simple descriptive statistics including frequency counts and percentages. Two hypotheses were examined, and it is concluded that hand lettering is still needed in advertising art and should be taught in university art programs.

The purpose of this study was to investigate the story retelling abilities of preschool children who have experienced storybook reading and storybook reenactment bilingually, in English and Spanish, and preschool children who have experienced storybook reading and storybook reenactment in English only. This is a clinical case study employing both quantitative and qualitative measures comparing four treatment groups. Three evaluation instruments were developed by the researcher and used for posttesting; a story comprehension test, a story retelling guidesheet/scoresheet, and a storybook literacy response evaluation. In addition, participant observation and teacher interviews were used to gather qualitative data regarding learning center extensions of the target text and teacher beliefs and practices about the use of storybooks. The findings from this study show that scores for children who experienced storybook reading and storybook reenactment were significantly better on both the story retelling and story comprehension measures. In addition, a larger proportion of children who experienced storybook reading and reenactment were found to perform at the second level of literacy response on the Levels of Literacy evaluation. The purpose of this study is an attempt briefly to set up a program of activities for use in the Secondary Schools of Hobbs, New Mexico, in teaching traffic safety and driver training.

This study focuses on modern-day attempts to preserve the site where Union volunteers from Colorado defeated a Confederate army from Texas at the 1862 Battle of Glorieta Pass to curtail Confederate expansion westward. When construction workers in 1987 accidently uncovered remains of the war dead, a second battle of Glorieta Pass ensued. Texas and New Mexico officials quarreled over jurisdiction of the war casualties. Eventually Congress authorized the National Park Service to expand the Pecos National Park through purchase and donation of land to include the battlesite. Sources include local records, newspapers, federal and state documents, and interviews with preservation participants.

The south-central United States serves as an important biogeographical link and dispersal corridor between Nearctic and Neotropical elements of western hemisphere odonate faunas. Its species are reasonably well known because of substantial collections, but there has been no concerted effort to document the extent of biodiversity and possible geographic affinities of dragonflies and damselflies of this region. The recent discoveries of Argia leonorae Garrison, Gomphus gonzalezi Dunkle and Erpetogomphus heterodon Garrison from southern and western Texas and northern Mexico suggest that Odonata species remain to be discovered in this area, particularly from far south Texas and northern Mexico. I have documented a total of 12,515 records of Odonata found in 408 counties within the south-central U.S. A total of 73 species of damselflies and 160 species of dragonflies was revealed in the region. The 233 (197 in Texas) Odonata species are distributed among 10 families and 66 genera. Illustrated family, generic, and species-level keys are provided. Since the beginning of this work in the Fall of 1993, one species has been added each to the Louisiana and Oklahoma faunas, and 12 species have been added, previously unreported from Texas, including four new to the U.S. The area of highest Odonata …

The purpose of this study was to make an evaluation of the elementary school program of Carlsbad, New Mexico, so that as clear and accurate a picture as possible might be obtained of present practices, to compare these practices with acceptable educational information and philosophy of the present time, and to make recommendations for improving the school program. The results of the study should be beneficial to administrators and teachers alike in the improvement of the schools.
