Subjective Efficiencies: Water Use, Management and Governance in the North Platte Natural Resources District

The North Platte Natural Resources District (NPNRD) is one of 23 quasi-governmental organizations in the state of Nebraska that are organized by river basin and are responsible for the management of groundwater. Conversely, the state's surface water is governed by the Nebraska Department of Natural Resources under the system of prior appropriation. This study uses Foucauldian neoliberal governmentality and a contrasting theory of 'meandering' to explore the conflicting beliefs, perceptions and values that form the foundations of different notions of 'efficiency' as it pertains to water use and management in NPNRD while a political ecology lens is used to situate local perceptions within the regional context of the Platte River Basin. Study findings ultimately point to the remaining 'disintegration' of water governance despite the state's efforts to create legislation that seeks to merge ground and surface water management in practice.

Omaha Under the Radar: Localizing an Experimental Arts Festival

Founded in 2014, Omaha Under the Radar is an experimental arts festival that seeks to empower leading-edge performers in Nebraska’s largest city and educate local audiences through avant-garde programs. The early success of the summer festival has rested on its innovative programming, venue partnerships, and community education. In addition to the local artists it promotes, Omaha Under the Radar solicits performers from around the country to contribute to the festival. This study examines how the festival organizers continue to focus on the local community in the face of increasing national interest from outside performers. The case concludes with a scenario involving a large, unrestricted gift that could challenge the organizational priorities of the festival.

Krier discusses her time at the University of Nebraska, ROTC, becoming a logistics planning officer, work at Yokota Air Base in Japan, the effect of 9/11 and the War on Terror on military life, struggles as a servicewoman and misogyny, joint training with the Army, deployment to Kuwait, deployment to Afghanistan, work and leadership at the brigade level, female integration in combat units, leaving active duty for the reserves, and life off-duty. In appendix is an overview of Krier's Air Force career, photos of her, and photos of her commendations.

Decommissioning of the Remediation Systems at Waverly, Nebraska, in 2011-2012.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility. Disaster Tax Relief for the Midwest

The Midwestern Disaster Tax Relief Act of 2008 is intended to assist with the recovery from the severe weather that affected the Midwest during the summer of 2008. The Jobs, Energy, Families, and Disaster Relief Act of 2008 includes some similar provisions, but these are not limited to the Midwest disaster. The disaster relief in the three bills is similar to that provided to assist with the recovery from the 2005 hurricanes and the 2007 Kansas tornadoes. This report broadly discusses the disaster relief provisions in other relevant legislation.

Work Plan: Targeted Investigation to Assess Current Conditions Associated With the Carbon Tetrachloride Plume Downgradient From the Former CCC/Usda Facility at Milford, Nebraska.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) formerly operated a grain storage facility at Milford, Nebraska. In May 2008, the CCC/USDA directed the Environmental Science Division of Argonne National Laboratory, as its technical consultant, to develop a work plan for a targeted investigation at the Milford site. The purpose of the targeted investigation is to assess the current extent and configuration of the carbon tetrachloride plume downgradient from the former CCC/USDA facility and proximal to the banks of the Big Blue River, which borders the area of concern to the east, southeast, and northeast. In 1995, carbon tetrachloride contamination was detected by the Nebraska Department of Health and Human Services in a private drinking water well and a livestock well 1.25 mi south of Milford (Figure 1.1). The Trojan drinking water well is located directly downgradient (approximately 300 ft east) of the former CCC/USDA facility. Low levels of carbon tetrachloride contamination were also found in the Troyer livestock well, approximately 1,200 ft north of the former CCC/USDA facility.
