Work Plan: Targeted Investigation to Assess Current Conditions Associated With the Carbon Tetrachloride Plume Downgradient From the Former CCC/Usda Facility at Milford, Nebraska.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) formerly operated a grain storage facility at Milford, Nebraska. In May 2008, the CCC/USDA directed the Environmental Science Division of Argonne National Laboratory, as its technical consultant, to develop a work plan for a targeted investigation at the Milford site. The purpose of the targeted investigation is to assess the current extent and configuration of the carbon tetrachloride plume downgradient from the former CCC/USDA facility and proximal to the banks of the Big Blue River, which borders the area of concern to the east, southeast, and northeast. In 1995, carbon tetrachloride contamination was detected by the Nebraska Department of Health and Human Services in a private drinking water well and a livestock well 1.25 mi south of Milford (Figure 1.1). The Trojan drinking water well is located directly downgradient (approximately 300 ft east) of the former CCC/USDA facility. Low levels of carbon tetrachloride contamination were also found in the Troyer livestock well, approximately 1,200 ft north of the former CCC/USDA facility.

Final Monitoring Plan for Site Restoration at Murdock, Nebraska.

In early 2005, Argonne National Laboratory conducted an Engineering Evaluation/Cost Analysis (EE/CA; Argonne 2005b) to address carbon tetrachloride contamination identified in groundwater and surface water at Murdock, Nebraska, approximately 22 mi east-northeast of Lincoln (Figure 1.1). The EE/CA study was performed for the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA), as the technical basis for a proposed removal action for the Murdock site. The EE/CA was conducted in compliance with an Administrative Order on Consent issued for Murdock by the U.S. Environmental Protection Agency (EPA 1991). Three removal action alternatives were examined through the use of site-specific data and predictive simulations of groundwater flow and contaminant transport performed with calibrated numerical models. The alternatives were evaluated individually and compared against performance criteria established under the National Oil and Hazardous Substances Pollution Contingency Plan and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). On the basis of these evaluations, an alternative employing phytoremediation in conjunction with seasonal groundwater extraction and treatment by spray irrigation was recommended by the CCC/USDA to permanently reduce the carbon tetrachloride contaminant levels in groundwater and surface water at the site. From introduction: The Cordilleran Foreland (King. 1951, p. 58-62; Horberg and others, 1949, p. 192194) forms a broad north-south belt, parallel to and east of the Cordilleran geanticline (fig. 1), in which the predominant geologic structure is a series of anticlinal mountains and broad asymmetric basins that contrast sharply with the folds and overthrusts related to the Cordilleran geanticline. A tectonic map of most of the Cordilleran Foreland (fig. 2) is being compiled as an aid to study the geologic setting of uranium deposits within the region, and to determine what relationships may exist between the distribution of uranium deposits and the regional tectonic pattern (Osterwald, 1955). The map will show the distribution of faults, uranium deposits, areas of volcanic activity, and crestlines and troughs of folds.
