The project, sponsored by the Dallas Citizens' Interracial Association, is also planning to create an extension of the water and sanitary sewer lines to the area. The contracts for the new sewer lines were signed by the association's president, Jerome Crossman, who has also signed a contract with the Associated Construct Company, is also acting as an independent contractor for the construction of the new homes.

In order to improve the service, it will start with bettering the distribution and dispatching system with a fully-equipped radio in cabs that run around predominantly Black areas.
