The Vietnam-U.S. Normalization Process
U.S.-Vietnam diplomatic and economic relations remained essentially frozen for more than a decade after the 1975 communist victory in South Vietnam. Over the past decade, Washington and Hanoi have normalized relations incrementally. Congress has played a significant role in the normalization process.

U.S. Assistance to Vietnam
U.S.-Vietnam diplomatic and economic relations were non-existent for more then fifteen years following communist North Vietnam’s victory in 1975 over the U.S. ally South Vietnam. Normalization of relations, particularly in the economic sphere, between the United States and unified Vietnam began in earnest in the 1990s. As the normalization process has proceeded, the U.S. has eliminated most of the Cold Warera restrictions on U.S. aid to Vietnam, and U.S. assistance has increased markedly from around $1 million when assistance was resumed in 1991 to nearly $50 million in FY2004.

Agent Orange: Veterans' Complaints Concerning Exposure to Herbicides in South Vietnam
From 1962 to 1971, the United States Air Force (USAF) sprayed various herbicide mixtures (chemicals that kill plants) in South Vietnam. The purpose of the spraying was to defoliate jungle growth to deprive the Communist forces of ground cover, and to destroy enemy crops to restrict food supplies. The most extensively used of these herbicide mixtures was known as Agent Orange, a 50:50 mix of two common herbicides called 1,4,5-T and 2,4-D (2,4,5-trichlorophenoxyacetic acid and 2,4-dichlorophenoxyacetic acid). The third chemical present in the mixture in small amounts was TCDD, an inevitable by-product of the manufacture of 2,4,5-T. This chemical, called tetrachlorodibenzo-para-dioxin or simply "dioxin," is highly toxic to laboratory animals when administered in its pure form. CRS has been unable to locate any report of a human death from exposure to pure TCDD. This report discusses the human health effects that have occurred from exposure to TCDD, as well as related Congressional concerns.

Vietnam PNTR Status and WTO Accession: Issues and Implications for the United States
Report discussing the role of the United States regarding the status of trade relations with Vietnam after its accession to the World Trade Organization (WTO). The report focuses on the issue of most-favored-nation (MFN) status, or normal trade relations (NTR) which conflicts with Title IV of the Trade Act of 1974. There is an overview of U.S.-Vietnam economic relations the Jackson-Vanik Amendment and Vietnam's NTR status, the WTO accession process in relation to Vietnam's status, the significance of the issues for both Vietnam and the United States, as well as other political and economic issues.

Winds of Change: East Asia's Sustainable Energy Future
This report outlines the strategic direction of the energy sector to meet its growing energy demand in an environmentally-sustainable manner over the next two decades, and presents a pathway of policy frameworks and financing mechanisms to get there. This study found that large-scale deployment of energy efficiency and low-carbon technologies can simultaneously stabilize East Asia’s CO2 emissions by 2025 and significantly improve the local environment and enhance energy security, without compromising economic growth.

Interview with Alan W. "Buck" Saunders, a pilot during World War II. He discusses joining the Army Air Corps, becoming an airplane mechanic, and going to flight school for pilot training. He was stationed in India and flew supplies into China over the Himalayas (known by pilots as "the Hump"). In China, he traded items such as jewelry or opium for information on Japanese troop placements in Burma. He also discusses his meetings with native Burmese and talks about later experiences he had after the war and during the Vietnam War.

Oral History Interview with Hazael R. Olivares, March 29, 2003
Interview with Hazael R. Olivares, a serviceman in the U. S. Navy during World War II. Olivares dropped out of high school and decided to join the U. S. Navy after hearing about the attack on Pearl Harbor. He took his 16-week basic training course at Great Lakes in Illinois where he learned how to fire various guns and recognize aircraft. After basic training, he was assigned to Algiers, Louisiana where he learned how to weld. Aboard the USS Bordelon (DD-881), he served as a Ship Fitter in the damage control department. After WWII, he remained in the reserves and was called up for duty in Korea. He served aboard the USS Sitkoh Bay (CVE-86). After Korea, he worked as a civilian for the Army Corps of Engineers as an oiler on a dredge. He then served in the Merchant Marines, hauling refined petroleum products from South America to North America. He also discusses going to French Indochina (Vietnam) and traveling up the Saigon River in a merchant vessel.
