The objectives of this North Hill Creek 3-D seismic survey were to: (1) cover as large an area as possible with available budget; (2) obtain high quality data throughout the depth range of the prospective geologic formations of 2,000' to 12,000' to image both gross structures and more subtle structural and stratigraphic elements; (3) overcome the challenges posed by a hard, reflective sandstone that cropped out or was buried just a few feet below the surface under most of the survey area; and (4) run a safe survey.

A new technique for removal of elemental mercury from emissions of coal-fired utilities was investigated. The key idea is to selectively photo ionize the mercury atoms. A strong electric field gradient then drags them to the negative plate where they can be collected and removed.

Exploitation and Optimization of Reservoir Performance in Hunton Formation, Oklahoma Technical Progress Report: January-September 2002

The main objectives of the proposed study are as follows: (1) To understand and evaluate an unusual primary oil production mechanism which results in decreasing (retrograde) oil cut (ROC) behavior as reservoir pressure declines. (2) To improve calculations of initial oil in place so as to determine the economic feasibility of completing and producing a well. (3) To optimize the location of new wells based on understanding of geological and petrophysical properties heterogeneities. (4) To evaluate various secondary recovery techniques for oil reservoirs producing from fractured formations. (5) To enhance the productivity of producing wells by using new completion techniques. These objectives are important for optimizing field performance from West Carney Field located in Lincoln County, Oklahoma. The field, which was discovered in 1980, produces from Hunton Formation in a shallow-shelf carbonate reservoir. The early development in the field was sporadic. Many of the initial wells were abandoned due to high water production and constraints in surface facilities for disposing excess produced water. The field development began in earnest in 1995 by Altex Resources. They had recognized that production from this field was only possible if large volumes of water can be disposed. Child Support Enforcement: New Reforms and Potential Issues

P.L. 104-193 (the 1996 welfare reform legislation) made major changes to the Child Support Enforcement (CSE) program. Some of the changes include requiring states to increase the percentage of fathers identified, establishing an integrated, automated network linking all states to information about the location and assets of parents, and requiring states to implement more enforcement techniques to obtain collections from debtor parents. Additional legislative changes were made in 1997, 1998, and 1999, but not in 2000 or 2001. This report describes several aspects of the revised CSE program and discusses three issues that probably will be reexamined by the 107th Congress — CSE financing, parental access by noncustodial parents, and distribution of support payments.
