This report provides statistical information on and selected analyses of the House committee party ratios for 14 Congresses, covering the period from the 98th through the 111th Congresses (1983-2011). This report also discusses trends and compares party ratios in selected Congresses. Possible reforms to the apportionment of committee seats are also examined.

Senate Committee Party Ratios: 94th - 111th Congresses
This report provides an overview of Senate standing committee sizes and ratios for the 94th Congress through the 111th Congress. Also included are data on permanent select committees with legislative jurisdiction. A table for each Congress shows the party division in the Senate, total number of seats on each committee, number of seats assigned to the majority and minority parties, and, where present, number of seats assigned to independents. The tables also provide the number of majority-minority caucus seat margins in the chamber and for each committees.

Journalists’ Privilege: Overview of the Law and Legislation in the 109th and 110th Congresses
This report examines laws pertaining to journalists' privilege. Most states afford journalists some protection from compelled release of their confidential sources. The question remains, however, as to whether a concomitant federal privilege exists. The Supreme Court has addressed the issue of journalists’ privilege under the First Amendment only once; in Branzburg v. Hayes, it left open the question of whether the First Amendment provides journalists with any privilege.

Science and Technology Policy: Issues for the 109th Congress
Science and technology have a pervasive influence over a wide range of issues confronting the nation. Decisions on how much federal funding to invest in research and development (R&D), and determining what programs have the highest priority, for example, may have implications for homeland security, new high technology industries, government/private sector cooperation in R&D, and myriad other areas. This report indicates the sweep of science and technology in many public policy issues, although it cannot provide a comprehensive examination of every science or technology issue which may be of interest to Congress. Safe Drinking Water Act: Background and Issues in the 109th Congress
This report examines the Safe Drinking Water Act, which is the key federal law for protecting public water supplies from harmful contaminants. Child Care Issues in the 109th Congress
Federal support for child care comes in many forms, ranging from grant programs to tax provisions. Some programs serve as specifically dedicated funding sources for child care services (e.g., the Child Care and Development Block Grant (CCDBG)), while for others (e.g., Temporary Assistance for Needy Families (TANF)), child care is just one of many purposes for which funds may be used.
