The Repeal of "Don't Ask, Don't Tell": Issues for Congress
On December 22, 2010, President Obama signed P.L. 111-321 into law. It called for the repeal of the existing law (Title 10, United States Code, §654) barring open homosexuality in the military by prescribing a series of steps that must take place before repeal occurs. One step was fulfilled on July 22, 2011, when the President signed the certification of the process ending the Don't Ask, Don't Tell policy, which was repealed on September 20, 2011. However, in repealing the law and the so-called "Don't Ask, Don't Tell" policy, a number of issues have been raised, but were not addressed by P.L. 111-321. This report considers issues that Congress may wish to consider regarding matters arising as a result of the repeal of §654.

This report is divided into two parts. The first part discusses right to work (RTW) laws themselves. It provides a brief legislative history on the federal role in the regulation of unions, a summary of the origin and development of RTW laws, a discussion of recent events at the state level, and federal legislation related to RTW. The second part of the report reviews the varied empirical research on the effects of RTW laws. Clean Water Act Section 401: Background and Issues
Under the Clean Water Act (CWA), an applicant for a federal license or permit to conduct any activity that may result in a discharge to waters of the United States must provide the federal agency with a Section 401 certification. This report examines debates over what constitutes an unfunded federal mandate and the Unfunded Mandates Reform Act of 1995 (UMRA's) implementation. The Protection of Classified Information: The Legal Framework
