The Wild and Scenic Rivers Act and Federal Water Rights
This report discusses federal authority over water, and federal "reserved" and non-reserved water rights. Based on the language of the act and its legislative history, it appears that the act creates federal water rights. The act does not specify the quantity of the right. The amount of the federal right is likely to vary from river to river depending on the river's flows, the unappropriated flows in the river at the time of designation, and the values for which the river is being protected.

Most voting systems used in U.S. elections rely on computers in some way. The most computerized is the direct recording electronic voting machine, or DRE. In this system, votes are recorded directly onto computer memory devices. This report discusses questions that arise frequently with respect to the controversy surrounding DREs. Possible misperceptions in the debate can be classified into three categories: those relating to DREs themselves, those that relate to paper audit trails, and those that relate to recounts and audits.

The purpose of this report is to provide a more concrete discussion of access to wireline broadband networks. To that end, this report provides a discussion of what broadband networks look like; how both consumers and independent applications providers gain access to these networks; and the parameters available to network providers (such as their choices about network architecture, overall bandwidth capacity, bandwidth reserved for their own use, traffic prioritization, the terms and rates for access to their networks and for their retail services) that can affect end users’ and independent applications providers’ access to those networks.

Social Security: The Windfall Elimination Provision (WEP)
This report discusses the windfall elimination provision (WEP), which reduces the Social Security benefits of workers who also have pension benefits from employment not covered by Social Security. Its purpose is to remove an advantage these workers would otherwise receive because of Social Security’s benefit formula that favors workers with smaller amounts of Social Security-covered career earnings. Opponents contend that the provision is basically inaccurate and often unfair.
