The Use of Modified Adjusted Gross Income (MAGI) in Federal Health Programs
This report explores how modified adjusted gross income (MAGI) is defined differently across health programs such as Medicare, the health insurance exchanges under the Affordable Care Act (ACA), and Medicaid. It also discusses why MAGI is used, and how it is applied, specific to each program. The report covers that MAGI is used to determine (1) penalty amounts owed if a person does not comply with the individual mandate or whether an individual is exempt from the individual mandate; (2) eligibility for and the amount of a premium credit to purchase coverage through a health insurance exchange; and (3) Medicaid income eligibility for certain populations.

Overview of Labor Enforcement Issues in Free Trade Agreements
This report discusses free trade agreements (FTAs) that have enforceable labor provisions, grouped into four model types. It outlines the provisions for each and identifies two types of labor enforcement issues: (1) those that relate to the FTA provisions themselves, including their definitions and their enforceability, and (2) those that relate to executive branch responsibilities, such as resource availability and determining dispute settlement case priorities. Agency Final Rules Submitted After May 16, 2016, May Be Subject to Disapproval in 2017 Under the Congressional Review Act
This report briefly discusses The Congressional Review Act (5 U.S.C. ยงยง801-808), enacted as part of the 104th Congress's (1995-1996) "Contract with America," which established a special parliamentary mechanism whereby Congress can disapprove a final rule promulgated by a federal agency. With a change in the occupancy of the White House taking place in 2017, some in Congress are paying renewed attention to a parliamentary mechanism that might enable a new Congress and new President to overturn agency final rules of the Obama Administration issued after mid-May 2016.
