Acoustic Flowmeter Prototype Evaluation Tests

Summary: "Prototype tests of an acoustic flowmeter system were made in a 24-ftdiam power penstock at Oahe Dam to evaluate the system prior to permanent installation in the outlet works at Summersville Dam. Comparative discharge measurements included acoustic, penstock pressure-momentum (Gibson), turbine model test ratings, scroll-case pressure differential (Winter-Kennedy flowmeter), and surge tank volume changes. The acoustic flowmeter measurements were very consistent and many of the comparisons were within 1%. The location of the measuring section for a single-path acoustic flowmeter must be selected to give a known or measurable relation between the flow pattern of the whole section and that along the acoustic path" (p. xi).

Congress has enacted a series of reforms to help the government adapt to this environment. GAO was asked to assess strategies agencies are using to ensure that their acquisition workforces are receiving the training needed to operate in a changing business environment. In doing so, GAO looked at the General Services Administration (GSA), the National Aeronautics and Space Administration (NASA), and the Department of Defense (DOD). GAO also looked at the Federal Aviation Administration (FAA) because it is exempt from federal acquisition laws, giving it greater flexibility and discretion."

Acquisition Workforce: DOT Lacks Data, Oversight, and Strategic Focus Needed to Address Significant Workforce Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Transportation (DOT) lacks sufficient and reliable data to fully identify its acquisition workforce needs and assess progress in addressing shortfalls over time. Over the last 3 years, the Office of the Senior Procurement Executive—the office within the Office of the Secretary of Transportation responsible for department-wide acquisition workforce management—has submitted acquisition workforce plans that reported progress in increasing the size of the workforce and the number of personnel certified to meet education, training, and experience requirements. However, GAO identified data limitations due to a lack of internal controls to maintain, compare, and reconcile the data compiled from DOT’s 11 operating administrations (OA), and determined that the department-level data were not sufficient to assess progress over time. For example, DOT did not maintain the data it used to prepare the 2010 and 2011 plans and in some cases the data were also not available from the OAs. By contrast, GAO obtained the data DOT used to prepare the 2012 plan, compared it with data from the OAs, and interviewed OA officials about the sources and methods they used to report the data. Activated transport in AMTEC electrodes

Transport of alkali metal atoms through porous cathodes of alkali metal thermal-to-electric converter (AMTEC) cells is responsible for significant, reducible losses in the electrical performance of these cells. Experimental evidence for activated transport of metal atoms at grain surfaces and boundaries within some AMTEC electrodes has been derived from temperature dependent studies as well as from analysis of the detailed frequency dependence of ac impedance results for other electrodes, including thin, mature molybdenum electrodes which exhibit transport dominated by free molecular flow of sodium gas at low frequencies or dc conditions. Activated surface transport will almost always exist in parallel with free molecular flow transport, and the process of alkali atom adsorption/desorption from the electrode surface will invariably be part of the transport process, and possibly a dominant part in some cases. Little can be learned about the detailed mass transport process from the ac impedance or current voltage curves of an electrode at one set of operating parameters, because the transport process includes a number of important physical parameters that are not all uniquely determined by one experiment. Active And Passive Seismic Studies of Geothermal Resources in New Mexico and Investigations of Earthquake Hazards to Geothermal Development

Seismic data were collected in southwestern New Mexico to investigate the sources of the geothermal anomalies and to investigate the potential earthquake hazards of geothermal development. No major crustal structure anomalies have been located related to known geothermal resources, and no areas of continual seismicity have been identified, which is interpreted to indicate a lack of active, or recently active crustal intrusions in southwestern New Mexico. Without a magnetic heat source, the geothermal potential of the known anomalies is probably limited to intermediate and low temperature applications (<180/sup 0/C). The lack of continual seismicity indicates low seismic hazard in the area directly related to geothermal development, although the historic and geologically recent tectonic activity should be taken into consideration during any development in the area. A model of forced groundwater convection is presented to explain the geothermal anomalies in southwestern New Mexico, which is consistent with all available geological and geophysical data from the area.
