Areas for US-India civilian nuclear cooperation to prevent/mitigate radiological events.

Over the decades, India and the United States have had very little formal collaboration on nuclear issues. Partly this was because neither country needed collaboration to make progress in the nuclear field. But it was also due, in part, to the concerns both countries had about the other's intentions. Now that the U.S.-India Deal on nuclear collaboration has been signed and the Hyde Act passed in the United States, it is possible to recognize that both countries can benefit from such nuclear collaboration, especially if it starts with issues important to both countries that do not touch on strategic systems. Fortunately, there are many noncontroversial areas for collaboration. This study, funded by the U.S. State Department, has identified a number of areas in the prevention of and response to radiological incidents where such collaboration could take place.

Reconstruction of False Spring Occurrence Over the Southeastern U.S., 1901–2007: Increasing Risk of Spring Freeze Damage?

Near-record warmth over much of the United States during March 2007 promoted early growth of crops and vegetation. A widespread arctic air outbreak followed in early April, resulting in extensive agricultural losses over the southeastern U.S. This “false spring” event also resulted in widespread damage to newly grown tissues of native deciduous forest species, shown by previous researchers to have affected the terrestrial carbon cycle. The current study reconstructed the historical occurrence of false springs for the southeastern U.S. (32–39 °N; 75–98 °W) from 1901–2007 using daily maximum and minimum temperature records from 176 stations in the Global Historical Climatology Network database, and Enhanced Vegetation Index (EVI) data derived from Moderate Resolution Imaging Spectroradiometer (MODIS) satellite observations. A false spring index examined the relative timing of the start of the growing season (SGS), or leaf-out, to the timing of a potentially damaging last hard freeze (≤ -2.2 °C). SGS was modeled for the domain by combining EVI data with ground-based temperature “degree-day” calculations refl ecting the rate of springtime warming. Funding Levels for Conservation Programs in the 2007 Farm Bill

Future funding levels for USDA programs, including conservation programs, are among the most contentious issues Congress is addressing in the 2007 farm bill debate. The 110th Congress has adopted a “pay-as-you-go” approach government wide, so that any increase in mandatory funding in one area has to be offset either by equivalent spending reductions in other programs or by revenue increases. This report consists of largely of two tables. The first table summarizes the annual funding provisions, by program, in (1) current law, (2) the House-passed version of H.R. 2419, and (3) the Senate-amended version of H.R. 2419. The second table compares FY2007 authorized and actual funding levels for programs authorized in the 2002 farm bill with FY2008 and FY2012 funding levels that would be authorized in the House and Senate bills.

In short, fiscal year 2005 was an exceptional year for GAO. For example, we received a clean opinion from independent auditors on our financial statements and met or exceeded targets for 10 of 14 key performance measures, while setting or matching all-time records for 3 measures. We documented $39.6 billion in financial benefits--a return of $83 for every dollar we spent--and over 1,400 nonfinancial benefits--a record for us. The work we did to produce these benefits helped to shape important legislation, such as the Intelligence Reform and Terrorism Prevention Act of 2004 (Pub. L. No. 108-458), and increase the efficiency of various federal programs, thus improving the lives of millions of Americans.
