Herbert, Major, Inspector Designate, 27th Battalion of the Texas Defense Guard, Fort Worth, Texas, dated May 23, 1941. Herbert acknowledges the receipt of the letter from Carswell, advises of enclosed copies of letters addressed to Captain George L. McCargo and Captain Hazen P. Slagel and requests that Carswell notify Captain Jessie Warren and Captain Roscoe Blankenship in order to request the completion of their paperwork by the 27th. He describes the inspection of the paper work as quite a job and discusses his travel plans expressing his appreciation for accomodations having been arranged for both Mr. Winters and himself.

Letter from Truett Latimer to A. E. Sherwood discussing a corporate franchise tax that is part of an unnamed tax bill. Latimer writes that because the tax bill is necessary to fund the operation of the state government it would not be a matter of voting for or against the franchise tax but voting for the entire bill. He also mentions that if the senate bill fails to pass and the legislature goes into a special session tax bills would be organized in the House and Latimer would have the opportunity to delete the provision concerning the franchise tax.
