Areas for US-India civilian nuclear cooperation to prevent/mitigate radiological events.

Over the decades, India and the United States have had very little formal collaboration on nuclear issues. Partly this was because neither country needed collaboration to make progress in the nuclear field. But it was also due, in part, to the concerns both countries had about the other's intentions. Now that the U.S.-India Deal on nuclear collaboration has been signed and the Hyde Act passed in the United States, it is possible to recognize that both countries can benefit from such nuclear collaboration, especially if it starts with issues important to both countries that do not touch on strategic systems. Fortunately, there are many noncontroversial areas for collaboration. This study, funded by the U.S. State Department, has identified a number of areas in the prevention of and response to radiological incidents where such collaboration could take place.

Barnes, Kansas, is a small rural community (population approximately 150) located in Washington County, in north-central Kansas (Figure 1.1). The city lies in a transition zone between the Flint Hills and the glaciated region. The area's topography consists of gently sloping hills of Pleistocene loess (< 20 ft) overlying a shale unit and interbedded shale, limestone, and siltstone of the Permian Chase Group. Groundwater for the public water supply is obtained from wells PWS2 and PWS3 at reported depths of 155 ft and 160 ft, respectively, located in the northwestern portion of the city. The water is produced from the bedrock aquifer of the Chase Group. Section 2 summarizes of the hydrogeologic conceptual site model. The findings of the monitoring events at Barnes in 2011 continued to support the following previous conclusions: (1) Measurements of groundwater levels obtained manually and through the use of automatic recorders have consistently indicated that the flow direction is strongly influenced by pumping of the public water supply wells. The results have demonstrated an apparent groundwater flow direction to the northeast when the public wells are not pumping and a northwesterly groundwater flow trend when the public wells are pumping. In 1998, carbon tetrachloride was found above the maximum contaminant level (MCL) of 5 {micro}g/L in groundwater from one private livestock well at Sylvan Grove, Kansas, by the Kansas Department of Health and Environment (KDHE). The 1998 KDHE sampling was conducted under the U.S. Department of Agriculture (USDA) private well sampling program. The Commodity Credit Corporation (CCC), a USDA agency, operated a grain storage facility in Sylvan Grove from 1954 to1966. Carbon tetrachloride is the contaminant of primary concern at sites associated with former CCC/USDA grain storage operations. Sylvan Grove is located in western Lincoln County, approximately 60 mi west of Salina (Figure 1.1). To determine whether the former CCC/USDA facility at Sylvan Grove is a potential contaminant source and its possible relationship to the contamination in groundwater, the CCC/USDA has agreed to conduct an investigation, in accordance with the Intergovernmental Agreement between the KDHE and the Farm Service Agency (FSA) of the USDA. This Work Plan presents historical data related to previous investigations, grain storage operations, local private wells and public water supply (PWS) wells, and local geologic and hydrogeologic conditions at Sylvan Grove. Carbon tetrachloride contamination in groundwater at Morrill, Kansas, was initially identified in 1985 during statewide testing of public water supply wells for volatile organic compounds (VOCs). High levels of nitrate were also present in the wells. The city of Morrill is located in Brown County in the northeastern corner of the state, about 7 mi east of Sabetha (Figure 1.1). The population of Morrill as of the 2010 Census was approximately 230 (down from 277 in 2000). All residents of Morrill now obtain their drinking water from the Sabetha municipal water system via a pipeline constructed in 1991. The findings of the April 2011 and October 2011 monitoring events at Morrill support the following conclusions: (1) Groundwater flow during the 2011 review period (as in prior years) was predominantly to the south, from the vicinity of the former CCC/USDA facility toward Terrapin Creek. Automatic water level monitoring data suggest that spring precipitation and recharge represent the predominant factors affecting the local groundwater level patterns. (2) No significant changes were observed in the concentration or distribution of carbon tetrachloride in groundwater during the spring and fall 2011 monitoring events versus the spring and fall 2010 monitoring events. Decommissioning of the Remediation Systems at Waverly, Nebraska, in 2011-2012.

The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility in Waverly, Nebraska, from 1952 to 1974. During this time, the grain fumigant '80/20' (carbon tetrachloride/carbon disulfide) was used to preserve stored grain. In 1982, sampling by the U.S. Environmental Protection Agency (EPA) found carbon tetrachloride contamination in the town's groundwater. After an investigation of the contaminant distribution, the site was placed on the National Priority List (NPL) in 1986, and the CCC/USDA accepted responsibility for the contamination. An Interagency Compliance Agreement between the EPA and the CCC/USDA was finalized in May 1988 (EPA 1990). The EPA (Woodward-Clyde Consultants, contractor) started immediate cleanup efforts in 1987 with the installation of an air stripper, a soil vapor extraction system, a groundwater extraction well, and groundwater and soil gas monitoring wells (Woodward-Clyde 1986, 1988a,b). After the EPA issued its Record of Decision (ROD; EPA 1990), the CCC/USDA (Argonne National Laboratory, contractor) took over operation of the treatment systems. The CCC/USDA conducted a site investigation (Argonne 1991, 1992a,b), during which a carbon tetrachloride plume in groundwater was discovered northeast of the former facility.
