Corporate Inversions: Frequently Asked Legal Questions
This report answers frequently-asked legal questions about corporate inversions. It answers questions relating to the scope and operation of Section 7874, including how key statutory terms have been interpreted by the Internal Revenue Service (IRS). It discusses important Department of Treasury regulations that were finalized in 2015 and 2016, and answers questions about the IRS's authority to issue these regulations. Other questions that are answered relate to legislation introduced in the 114th Congress, the interaction of Section 7874 with tax treaties, and the imposition of an excise tax on corporate insiders who benefit from an inversion.

Budget Reconciliation Process: Timing of Committee Responses to Reconciliation Directives
This report examines the timing of certain stages of the budget reconciliation process and the extent to which the submission due date included in a reconciliation instruction is a predictor for the timing of committee response. Specifically, it provides information on the dates by which committees have been directed to respond to reconciliation directives and the timing of House and Senate committees in responding to such directives in the past 14 Congresses (101st-114th Congresses).

Spaceflight fascinates and inspires many Americans, but in a time of constrained federal budgets, it must compete with a multitude of other national priorities. As the 114th Congress conducts oversight and considers authorization and appropriations legislation for the National Aeronautics and Space Administration (NASA), an overarching question will be how NASA should move forward within budget constraints.
