Elections: Action Plans Needed to Fully Address Challenges in Electronic Absentee Voting Initiatives for Military and Overseas Citizens
A letter report issued by the Government Accountability Office with an abstract that begins "The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) protects the rights of military personnel, their dependents, and overseas citizens to vote by absentee ballot. The Department of Defense (DOD) and others have reported that absentee voting, which relies primarily on mail, can be slow and may, in certain circumstances, serve to disenfranchise these voters. In 2004, Congress required DOD to develop an Internet-based absentee voting demonstration project and required the Election Assistance Commission--which reviews election procedures--to develop guidelines for DOD's project. In 2006, Congress required DOD to report, by May 15, 2007, on plans for expanding its use of electronic voting technologies and required GAO to assess efforts by (1) DOD to facilitate electronic absentee voting and (2) the Commission to develop Internet voting guidelines and DOD to develop an Internet-based demonstration project. GAO also assessed DOD's efforts to develop plans to expand its use of electronic voting technologies. GAO interviewed officials and reviewed and analyzed documents related to these efforts."

Defense Health Care: Comprehensive Oversight Framework Needed to Help Ensure Effective Implementation of a Deployment Health Quality Assurance Program
A letter report issued by the Government Accountability Office with an abstract that begins "Overseas deployments expose servicemembers to a number of potential risks to their health and well-being. However, since the mid-1990s, GAO has highlighted shortcomings with respect to the Department of Defense's (DOD) ability to assess the medical condition of servicemembers both before and after their deployments. Following GAO's May 1997 report, Congress enacted legislation (10 U.S.C. 1074f) that required the Secretary of Defense to establish a medical tracking system for assessing the medical condition of servicemembers before and after deployments. GAO was asked to determine (1) whether DOD has established a medical tracking system to comply with requirements of 10 U.S.C. 1074f pertaining to pre- and postdeployment medical examinations, and (2) the extent to which DOD has effectively implemented a deployment health quality assurance program as part of its medical tracking system. In conducting this review, GAO analyzed pertinent documents and interviewed DOD officials."

Influenza Pandemic: DOD Combatant Commands' Preparedness Efforts Could Benefit from More Clearly Defined Roles, Resources, and Risk Mitigation
A letter report issued by the Government Accountability Office with an abstract that begins "An influenza pandemic could impair the military's readiness, jeopardize ongoing military operations abroad, and threaten the day-to-day functioning of the Department of Defense (DOD) due to a large percentage of sick or absent personnel. GAO was asked to examine DOD's pandemic influenza planning and preparedness efforts. GAO previously reported that DOD had taken numerous actions to prepare departmentwide, but faced four management challenges as it continued its efforts. GAO made recommendations to address these challenges and DOD generally concurred with them. This report focuses on DOD's combatant commands (COCOM) and addresses (1) actions the COCOMs have taken to prepare and (2) management challenges COCOMs face going forward. GAO reviewed guidance, plans, and after-action reports and interviewed DOD officials and more than 200 officials at the 9 COCOMs."

The Nation's Long-Term Fiscal Outlook April 2007 Update: The Bottom Line: Federal Fiscal Policy Remains Unsustainable
Correspondence issued by the Government Accountability Office with an abstract that begins "Since 1992, GAO has published long-term fiscal simulations of what might happen to federal deficits and debt levels under varying policy assumptions. GAO developed its long-term model in response to a bipartisan request from Members of Congress who were concerned about the long-term effects of fiscal policy. GAO's simulations were updated with new estimates for Social Security and Medicare spending. GAO also modified its alternative simulation so that Medicare spending follows a more realistic path and revenues return to historical levels. GAO updates its simulations three times a year as new estimates become available from CBO's Budget and Economic Outlook (January), Social Security and Medicare Trustees Reports (spring), and CBO's Budget and Economic Outlook: An Update (late summer). This product responds to congressional interest in receiving updated simulation results."

Weather Forecasting: National Weather Service's Operations Prototype Needs More Rigorous Planning
A letter report issued by the Government Accountability Office with an abstract that begins "Using advanced systems and trained specialists located in 122 weather forecast offices throughout the country, the National Weather Service (NWS) provides storm and flood warnings and weather forecasts to protect life and property and to enhance the national economy. To improve the efficiency of its operations, in November 2006, NWS approved an effort to develop a prototype of an alternative way of operating. Under this prototype, weather forecasting offices would share selected responsibilities. GAO (1) determined the status of and plans for the prototype, (2) evaluated whether the prototype's justification was sufficient, (3) determined whether NWS's plans to evaluate the prototype are adequate, (4) evaluated whether NWS is sufficiently involving stakeholders in its prototype plans, and (5) determined how NWS plans to ensure that there will be no degradation of service during and after the prototype. To do so, GAO analyzed agency documentation and interviewed program officials and stakeholders."

Energy Efficiency: Important Challenges Must Be Overcome to Realize Significant Opportunities for Energy Efficiency Improvements in Gulf Coast Reconstruction
A letter report issued by the Government Accountability Office with an abstract that begins "Following several hurricanes in 2005, the need to rebuild and repair destroyed and damaged homes and buildings in the Gulf Coast region may create opportunities for making energy efficiency improvements and realizing energy cost savings. While numerous federal agencies are involved in the recovery process, the Department of Housing and Urban Development (HUD) and the Department of Energy (DOE) interact with the states on a regular basis regarding matters of energy efficiency. This report, initiated under the authority of the Comptroller General of the United States, examines (1) the extent of opportunities for incorporating energy efficiency improvements in the Gulf Coast reconstruction, (2) potential challenges to realizing the energy cost savings during the reconstruction, and (3) the role of HUD and DOE in promoting energy efficiency in the rebuilding of the Gulf Coast. GAO limited the scope of its work to Louisiana and Mississippi since these states experienced the majority of the hurricane damage. Bureau of the Public Debt: Areas for Improvement in Information Security Controls
Correspondence issued by the Government Accountability Office with an abstract that begins "In connection with fulfilling our requirement to audit the financial statements of the U.S. government, we audited and reported on the Schedules of Federal Debt Managed by the Bureau of the Public Debt (BPD) for the fiscal years ended September 30, 2006 and 2005. As part of these audits, we performed a review of the general and application information security controls over key BPD financial systems. In our audit report on the Schedules of Federal Debt for the fiscal years ended September 30, 2006 and 2005, we concluded that BPD maintained, in all material respects, effective internal control relevant to the Schedule of Federal Debt related to financial reporting and compliance with applicable laws and regulations as of September 30, 2006, that provided reasonable assurance that misstatements, losses, or noncompliance material in relation to the Schedule of Federal Debt would be prevented or detected on a timely basis. We found matters involving information security controls that we do not consider to be reportable conditions but that nevertheless warrant BPD management's attention and action. Trade Adjustment Assistance: Industry Certification Would Likely Make More Workers Eligible, but Design and Implementation Challenges Exist
A letter report issued by the Government Accountability Office with an abstract that begins "Trade Adjustment Assistance (TAA) is the nation's primary program providing job training and other assistance to manufacturing workers who lose their jobs due to international trade. For workers to receive TAA benefits, the Department of Labor (Labor) must certify that workers in a particular layoff have lost their jobs due to trade. Congress is considering allowing entire industries to be certified to facilitate access to assistance. GAO was asked to examine (1) trends in the current certification process, (2) the extent to which the proposed industry certification approach based on three petitions certified in 180 days would increase eligibility and identify potential challenges with this approach, and (3) the extent to which an approach based on trade remedies would increase eligibility and identify potential challenges. To address these questions, GAO analyzed data on TAA petitions, mass layoffs, trade, production, and trade remedies. GAO also interviewed Labor and ITC officials. GAO is not making recommendations at this time. Labor reviewed the report and did not provide comments. The ITC provided technical comments that have been incorporated as appropriate."

Final Report : Groundwater Monitoring at Morrill, Kansas, in September 2005 and March 2006, With Expansion of the Monitoring Network in January 2006.
This document reports the results of groundwater monitoring in September 2005 and March 2006 at the grain storage facility formerly operated at Morrill, Kansas, by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA). These activities were the first and second twice yearly sampling events of the two-year monitoring program approved by the CCC/USDA and Kansas Department of Health and Environment (KDHE) project managers. The monitoring network sampled in September 2005 consisted of 9 monitoring wells (MW1S-MW5S and MW1D [installed in the mid 1990s] and MW6S-MW8S [installed in 2004]), plus 3 private wells (Isch, Rillinger, and Stone). The groundwater samples collected in this first event were analyzed for volatile organic compounds (VOCs), dissolved hydrogen, and additional groundwater parameters to aid in evaluating the potential for reductive dechlorination processes. After the monitoring in September 2005, Argonne recommended expansion of the initial monitoring network. Previous sampling (August 2004) had already suggested that the initial network was inadequate to delineate the extent of the carbon tetrachloride plume. With the approval of the CCC/USDA and KDHE project managers, the monitoring network was expanded in January 2006 through the installation of 3 additional monitoring wells (MW9S-MW11S).
