[John Tower Speech to Texas Association of Rural Water Cooperatives about Rural Development, February 1, 1974]

Speech given to the Texas Association of Rural Water Cooperatives on February 1, 1974 by Senator John Tower. Tower describes how the Administration and Congress are working to facilitate growth in rural areas, but they face several obstacles. There is disagreement about the goals of rural development and how they should be implemented, and even where legislators do agree, there are practical obstacles to implementation. Yet, there is a consensus that rural areas need more job opportunities, increased income levels, improved housing, and higher quality community services. The members of the Texas Association of Rural Water Cooperatives play a key role in improving quality of life by providing and improving water and sewage facilities.

[Revision 3 of John Tower Speech to The Society of Exploration Geophysicists about the Oil Industry's Role in Stagflation, 197?]

Third Revision of speech prepared by Senator John Tower to give to The Society of Exploration Geophysicists. According to Senator Tower, changes need to happen in the oil industry so as to reduce foreign dependence and to deter excessive consumption, but he disagrees with certain federal policies toward the oil industry that are being considered. He asserts that legislators mistakenly blame the country's economic woes on fossil fuel industries and support laws that will end up hampering or even collapsing this part of the economy that contributes very little to recession and inflation problems.

[John Tower Speech to United States League of Savings Associations about Savings and Loan Policy, 197?]

Speech intended to be given to the US League of Savings Associations (although never actually delivered). After referencing Senator McIntyre's points in a speech he gave the day before, Senator Tower describes measures he will promote while on the US Senate Committee on Banking, Housing, and Urban Affairs. He states that sources of housing money should be expanded beyond savings and loan institutions, thrifts should broaden their services, government involvement in financial institutions should be reduced, consumers should be provided with all needed services (not discriminating against household services), and the federal government should support a more efficient and flexible financial system to enable financial institutions to adapt to rapid changes in society.

[John Tower Speech to Savings and Loan Associations about Legislation Affecting Savings and Loan Industry - c. 1973] (open access)

[John Tower Speech to Savings and Loan Associations about Legislation Affecting Savings and Loan Industry - c. 1973]

Speech delivered by Senator John Tower to Savings and Loan Associations updating them on legislative developments that may affect their industry. Tower explains changes occurring in the housing market such as reduced construction of homes and the flight of people to inner city housing. He also mentions measures that could hurt thrift associations such as President Nixon's proposal for a Department of Housing and Urban Development co-insurance program that would require savings and loan associations to insure loans with the Federal Housing Administration. There is also a major concern about Federal Reserve regulations that could essentially transfer funds from thrifts to commercial banks. To alleviate this issue, John Tower introduced and promoted Senate Joint Resolution 160 as a "band-aid" and hopes that Senate Bill 2591 will provide a more thorough diagnosis of the problem.

[Edited Version of John Tower Speech to Small Business Professionals about the Small Business Administration, June 16, 1975]

Speech given by John Tower to small business professionals. Senator Tower discusses how small businesses are good for the economy and could help alleviate current issues. However, Tower perceives three factors that hold back small businesses: federal regulation, high taxes, and federal subsidy programs that have limited impact. He proposes that the national commission on small business should study the effect of federal regulations on small businesses, the effectiveness of federal subsidy programs, and alternative solutions to create a favorable economic environment for small business. The Small Business Administration should serve as a information and resource center for small businesses to learn about ways to effectively compete.
