Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force

The scientific community has been divided over proposals to impose stricter immigration limits on people with scientific and technical skills. Attempts to settle upon the balance between the needs for a highly skilled scientific and technical workforce, and the need to protect and ensure job opportunities, salaries, and working conditions of U.S. scientific personnel, will continue to be debated. This report addresses these issues and their implications.

U.S. Strategic Nuclear Forces: Background, Developments, and Issues

This report reviews the ongoing programs that will affect the expected size and shape of the U.S. strategic nuclear force structure. It begins with an overview of this force structure during the Cold War, and summarizes the reductions and changes that have occurred since 1991. It then offers details about each category of delivery vehicle — land-based intercontinental ballistic missiles (ICBMs), submarine launched ballistic missiles (SLBMs) and heavy bombers — focusing on their current deployments and ongoing and planned modernization programs. The report concludes with a discussion of issues related to decisions about the future size and shape of the U.S. strategic nuclear force.

Agroterrorism: Threats and Preparedness

The potential of terrorist attacks against agricultural targets (agroterrorism) is increasingly recognized as a national security threat, especially after the events of September 11, 2001. This report focuses primarily on biological weapons (rather than chemical weapons) because biological weapons generally are considered the more potent agroterrorism threat. This report also focuses more on the threat of agroterrorism against agricultural production, rather than on food processing and distribution, although the latter is discussed.

This report discusses the current political and social climate of Iraq, specifically in regards to the influence of the U.S. military presence over recent years. This report addresses planned and possible future efforts under the Obama Administration, including the scheduled gradual troops withdrawal. Some U.S. officials believe that a U.S. military presence is needed beyond the scheduled August 31, 2010 date, by which point all U.S. troops will have been withdrawn. This report also discusses the continued tensions between various Iraqi sociocultural groups.

North Korea: Economic Sanctions

U.S. economic sanctions are imposed against North Korea for five primary reasons: (1) North Korea is seen as posing a threat to U.S. national security; (2) North Korea is designated by the Secretary of State as a state sponsor or supporter of international terrorism; (3) North Korea is a Marxist-Leninist state, with a Communist government; (4) North Korea has been found by the State Department to have engaged in proliferation of weapons of mass destruction; and (5) North Korea has been found by the President to have detonated a nuclear explosive device. This paper explains the U.S. economic sanctions currently in place, and summarizes recent events as they relate to the potential application of additional restrictions.

The Americans with Disabilities Act: Supreme Court Decisions

The Americans with Disabilities Act (ADA) provides broad nondiscrimination protection for individuals with disabilities in employment, public services, public accommodations and services operated by private entities, transportation, and telecommunications. Enacted in 1990, the ADA is a civil rights statute that has as its purpose “to provide a clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities.” It has been the subject of numerous lower court decisions, and the Supreme Court has decided 20 ADA cases, most recently United States v. Georgia. This report examines the Supreme Court decisions on the ADA.

It begins with a review of the international security environment, highlighting the threats that the United States has sought to deter or respond to with its nuclear forces. It then reviews the strategy and doctrine guiding the U.S. nuclear force posture, targeting and employment policy, the numbers and types of weapons in the nuclear force structure, and the infrastructure that has supported design, development, and testing of U.S. nuclear weapons.
